MINUTES OF CIVIL SERVICE MEETING - NOVEMBER 12, 1974 - 4:00 P.M. - CITY HALL
Present were: Chairman Powers, Commissioners Gibbs and Kiely, Secretary Pfaff
Terry Van Orman of the Paid Firefighters Association.
Minutes of the meeting of 9/24/74 were approved with paragraphs 2 and 3 deleted.
Mr. Van Orman,speaking for the Firefighters Association, questioned the wording
and intent of the recent Fire Lieutenant examination. The Commission wishes to
study same and will furnish the Association with a ruling at the next meeting.
The Secretary was instructed to include on the eligible list resulting from that
examination only those candidates with five years permanent service as a Fire-
fighter that date.
Request from Chairman Powers to be relieved of the duties of Chairman was
discussed. The Commission prevailed upon him to continue at least until 7/1/75.
Mr. Powers acquiesced in this matter.
The request of 9/20/74 from Chief Weaver regarding the establishment of a lead
time of six months for experience qualifications before taking a promotional
examination was tabled until the 11/26/74 meeting. It is the hope of the
Commission that the Chief will be able to attend that meeting.
Acknowledgement of the receipt of the Resolution from the Commission in Albany
to amend our Rules. The Secretary reported that the revision of the Rules
would be ready for printing upon notification from the State of their dispos-
ition of the Resolution.
Memorandum from the Stile regarding the Lay-Off Rules for Civil Service employees
was tabled until the Commissioners had a chance to read the suggested rules prior
to scheduling a public hearing.
Request from Mr. Dingman to hold a non-competitive promotional examination for'
Administrative Secretary in his office was approved. He has nominated Olga
Potorti for the position.
Secretary Pfaff reported on the latest conversation with Samuel Deeb, Ithaca
Housing Authority Director, on 11/12/74. Mr. Deeb reports that all personnel
of the Agency have been firmed for reception by the State Civil Service
Commission and that employee interviews on job specifications are being reviewed
this week and should be ready for submission to Albany in the near future.
The 10/28/74 reply of James N. Sweet, Jr., Personnel Director of the Ithaca City
School. District, was deemed sufficient for resolution of the claim of the School
Clerks regarding improper duties being included in their job specifications.

Job Reclassification Questionnairtes for the positions of Principal Account
Clerk and Senior Account Clerk in the Finance Department Office were approved
as presented to the Commission.
The Commission received word of the award of a New York State Local Govern-
ment Public Administration Internship to the Secretary. Arrangements should

The Secretary is to resubmit the Commission' s request of 10/22/74 for a
sign to be placed over the Civil Service Commission Office door in the
Council Chamber. The Commission also requests that a sign be placed at the
elevator on the first floor of City Hall denoting the location of their office.
The Commission approved deletion of the name of William Carman from the eligible
list for Firefighter due to the failure of the candidate to pass the agility
test for that position.
partment heads in receipt of the Equal Employment Opportunity Handbook for
Supervisors supplied by the Commission on 10/29/74 are to acknowledge same on
a list to be routed by the Secretary.
A discussion of the grievance of the Secretary through the CSEA for cost of
living payment in accordance with precedent was held. The Council deadline for
reply to the union is 11/30/74. .
Results of a 10/4/74 meeting of the Commission with the Mayor were reported to
the Secretary. A list of suggestions and recommendations was reviewed. Since
the Secretary refuted several inferences a meeting with the Mayor should be
again scheduled hopefully on 11/26/74.
The Commission approved a Resolution for the Common Council on the upgrading of
Vthe salary schedule for the Executive Secretary. Commissioner Kiely will
present same to the Budget and Administration Committee upon referral to this
committee by the Council at it's December meeting.
The Commission also approved the removal of the position of Executive Secretary
• from the CSEA union on the basis of confidentiality and sensitivity.
