VanCort,firector of Planning and Development, Executive Secretary Pezdek Commissioner Slaght called the meeting to order at 7:37 P.M. NEW BUSINESS APPROVAL OF MINUTES Commissioner Schickel moved that the minutes of the June meeting be approved. Seconded by Commissioner Slaght. Motion carried. CORRECTION TO ELIGIBLE LISTS - VETERANS CREDITS Executive Secretary Pezdek informed the Commission of the notice received from the New York State Department of Civil Service on the Soto-Lopez vs. New York City Civil Service Commission which effects the granting of veteran's credits of candidates for Civil Service Examinations. S' Mr. Pezdek stated that the court decision struck down the refidency requirement for the veterans credit. P,b'viously the requirement was that to be eligible for the veterans credit a candidate had to be a resident of New York State at the time of entry into the armed forces and that when the candidate was discharged he or she had to return immediately to the State. The court decision changed this so that candidates no longer have to meet this requirement. The decision was effective February 15, 1985. He further stated that only five eligible lists established since February 15, 1985 are effected with only a total of eight possible candidates who would be eligible to apply for the credit. Mr. Pezdek said that he had sent out the necessary forms to the candidates involved per State directive and had received two back. The first eligible list that needs correction,Mr. Pezdek stated5is for Assistant Chief Sewage Treatment Plant Operator No. 70-092. Mr. Frank Eggleston has applied for the veternas credit. Since the examination was a promotional, Mr. Eggleston is entitled to 2.5 veterans credits. This his score would be Seniority Points 1. 3, Examinati n Score 71, Veterans Points 2.5 for a total of 74.8. The other eligible list !ffected is for Deputy Fire Chief No. 69-925. Mr. James F. Staffo on that list has applied for the veterans credits of five points. Mr. Staffo's original examination score was 74;with the five additional credits his score would be 79 and the position on the list would still be second. Commissioner Slaght moved that the eligible list for Assistant Chief Sewage Treatment Plant Operator No. 70-092 be corrected by adding 2.5 veterans credits to the score of Mr. Frank Eggleston for a total score of 74.8 and that the Deputy Fire Chief Eligible List No. 69-925 be corrected by adding 5 veterans credits to the score of Mr. James F. Staffo for a total score of 79. Seconded by Commissioner Schickel . Motion carried. RECLASSIFICATION OF SENIOR STENOGRAPHER POSITION - PLANNING DEPARTMENT Commissioner Schickel asked Planning Director Van Cort to address the Commission on his request to have the Senior Stenographer position in the Planning and Development Department reclassified to Administrative Secretary. ,2,1 ti V r eiei 41 oP 41'tV r Des Mr. Van Cort gave a short history of the position. It was upgraded in 1972 /q76 to Administrative Secretary. Ms. Collins,the former Personnel Administrator> had the position downgraded to Senior Stenographer in 1982. Mr. Van Cort said that Ms. Collin had promised to help get it back when an individual in the position warranted a promotion. She belied in rising through the ranks. It is an extremely demanding position. She works for four other professionals. There is one other Senior Stenographer who is part-time. There have been • a lot of people through the job because it is demanding. There have been Cilt w four people in the position since its downgrading. She is responsible for>44401 ,GA —32 mailing lists, six boards and committees, she does minutes and agendas / f for them and one of the six has four standing committees. She has to supervise, o the Community Development Secretary and steps in and works for them when their secretary is not there. She has many contacts with other people - those in City Hall , the public, reporters, developers, etc. She has to know how to deal �� with people. She is the first line of defense in dealing with angry members of the public. The position is confidential - re real estate, personnel records and controversial issues. She is reliable. She has been absent ze ) days except for vacation. Another factor that is different in her job is that almost everything we do is unique. The only thing that is routine is the boards and committees. This makes it hard to establish routines. She takes init'ative and does things on her own. She doesn't have to ask for guidance from me or the Deputy Director. The Planning Board wanted a higher title. Is there one Bob? Mr. Pezdek replied No. Administrative Secretary is the highest you can go in that line. There was general discussion. Commissioner Slaght moved that the Commission go into executive session. Seconded by Commissioner Schickel . Motion carried. Mr. Van Cort departed. In executive session the Commission discussed the request for reclassification. Commissioner Slagnt moved that the Commission go out of executive session. Seconded by Commissioner Schickel . Motion carried. Commissioner Schickel requested Mr. Pezdek to inform Mr. Van Cort that the Commission was now out of executive session. He did so. Mr. Van Cort returned to the meeting. Commissioner Schickel stated: " We have had a hard time with this. Your presentation was excellent. However, when we discussed the confidential aspect of the position we found that your position appears to have slightly less confidentiality involved. In addition, we are staring down the barrel at three other requests for the same thing. " Mr. VanCort: "I don' t understand how another Administrative Secretary could have more confidentiality in her position. Give me an example. " Commissioner Schickel : "The Police Chief's Secretary Mrs. Marshall . " ' Mr. Van Cort: "No question there. " Commissioner Schickel : Mrs. Brill at the Youth Bureau. " Mr. Van Cort: "You are right. " Council goes into executive session to discuss personnel , law suits, and real estate. We do all three in the department. " Should looking down the barrel at three others effect this one?" Mr. Pezdek asked Mr. Van Cort why Mrs. Corina left the first time. Mr. Van Cort replied that it was a combination of personnel reasons and that it does not rffect the decision here. Mr. Van Cort then reviewed his presentation to the Budget and Administration Committee with the Commission. There was then general discussion. Following the Discussion Commissioner Schickel moved that the Commission table the request. Seconded by Commissioner Slaght. Motion carried. The Commission then asked the Executive Secretary to set up a special meeting with the full commission. REQUEST OF THE SCHOOL DISTRICT FOR RECLASSIFICATION OF A SCHOOL SECRETARY TO A STENOGRAPHER Commissioner Schickel moved that the Commission consider the request of the School District for a reclassification of a School Secretary position to that of Stenographer. Seconded by Commissioner Slaght. The Commission reviewed the school district's request for reclassification and discussed the matter. Following the discussion Commissioner Schickel moved that the request to reclassify a School Secretary Position at Enfield School be denied. Seconded by Commissioner Slaght. Motion carried. The Commission directed the Executive Secretary to inform the Personnel Director of the School District of its decision and to suggest that the solution to their problem was administrative rather and legal . ROSTER OF CANDIDATES Commissioner Slaght moved that the Roster of Candidates for Senior Clerk, Examination Number 71-578 be approved. Seconded by Commissioner Schickel . The Commission reviewed the roster then voted. Motion carried. REMOVALS FROM POLICE ELIGIBLE LIST Commissioner Slaght moved that the following candidates on the Police Officer Eligible list No. 69-776: Susan Pentecost -Wall for failure to report for the physical and Paul Isaf for failure to report for the hearing test. Seconded by Commissioner Schickel . Motion carried. ANNOUNCEMENTS 1. The December 1985 examination series has been announced to appointing authorities . 2. Commissioner Slaght called the meeting to order at 8:42 P.M. NEW BUSINESS APPROVAL OF MINUTES Commissioner Slaght moved that the minutes of the Public Hearing and the minutes of the May meeting be approved. Seconded by Commissioner Schickel . Motion carried. ROSTERS OF CANDIDATES Commissioner Slaght moved that following Rosters of Candidates for Examination be approved - for Police Sergeant, No. 71-173 and Fire Lieutenant, No. 71-390. Seconded by Commissioner Schickel . The Commission reviewed the Rosters then voted. Motion carried.
