Commissioner Bantuvanis called the meeting to order at 11:05 a.m.
PUBLIC HEARING ON PROPOSED RULES AMENDMENT: Appendix A (Exempt Class):
Commissioner Desch made a motion to open the public hearing on a proposed amendment to
Appendix A of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 3-0.

CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING
Please take notice that pursuant to Section 20 of the New York State
Civil Service Law, the City of Ithaca Civil Service Commission will hold
a public hearing on December 8, 1997 at 11:00 a.m. in the Second Floor
Conference Room of City Hall - 108 East Green Street - Ithaca, NY 14850,
for the purpose of amending Appendix A of the Civil Service Rules by adding
the position of Deputy City Prosecutor to the exempt class.
All interested parties and citizens for or against the adoption of this
amendment to the Rules are invited to attend and be heard.

Commissioner Desch made a motion to open the public hearing on a proposed amendment to Rule
VII of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 3-0.

Please take notice that pursuant to Section 20 of the New York State
Civil Service Law, the City of Ithaca Civil Service Commission will hold

for the purpose of amending Rule VII (Recruitment of Personnel) of the Civil
Service Rules to require that candidates receiving preference in certification
due to residency in a specific municipality shall have been a resident of the
municipality at the time of examination and shall have resided in said
municipality continuously thereafter up to and including the dates of
certification and appointment.

amendment to the Rules are invited to attend and be heard.

APPROVAL OF MINUTES
Commissioner Desch made a motion to approve the minutes of the November 3, 1997 meeting.
Seconded by Commissioner Perko. Motion carried 3-0.
NEW BUSINESS
RESOLUTION FOR AMENDMENT TO APPENDIX A(EXEMPT CLASS) OF THE CITY OF ITHACA
CIVIL SERVICE RULES
Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on
December 8, 1997, for the purpose of amending Appendix A (Exempt Class) of the City of Ithaca
Civil Service Rules by adding the position of"Deputy City Prosecutor", and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment and no persons
spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that the position of"Deputy City Prosecutor" be added to Appendix A (Exempt Class)
Seconded by Commissioner Desch. Motion carried 3-0.
RESOLUTION FOR AMENDMENT TO RULE VII (RECRUITMENT OF PERSONNEL) OF THE
CITY OF ITHACA CIVIL SERVICE RULES
Commissioner Desch made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on
December 8, 1997, for the purpose of amending Rule VII (Recruitment of Personnel) of the City of
Ithaca Civil Service Rules to require that candidates receiving preference in certification due to

RESOLVED, that Section 1 (a) of the Rule VII of the City of Ithaca Civil Service Rules be amended to
read as follows:
1. Residence Requirement for Municipal Positions
a. When preference in certification is given to residents of a municipality pursuant to
subdivision 4-a of Section 23 of the Civil Service Law, an eligible must have been a
resident of such municipality at the time of examination and must have remained a
resident of such municipality continuously thereafter in order to be included in a
certification as a resident of such municipality, and must be a resident of such
municipality at the time of certification and appointment.
Seconded by Commissioner Perko. Motion carried 3-0.
RESOLUTION FOR AMENDMENT TO APPENDIX B OF THE CITY OF ITHACA CIVIL SERVICE
RULES
Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on
December 8, 1997, for the purpose of amending Appendix B (Non-Competitive Class) of the City of
Ithaca Civil Service Rules by deleting the position of"Personnel Administrator", and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment and no persons
spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that the position of"Personnel Administrator" be deleted from Appendix B (Non-
Competitive Class)
Seconded by Commissioner Desch. Motion carried 3-0.
REQUEST TO CANCEL WATER/WASTEWATER TREATMENT PLANT OPERATOR TRAINEE
EXAMINATION AND,REVIEW RESIDENCY REQUIREMENT:
The Commission and Superintendent of Public Works William J. Gray reviewed and discussed Chief
Wastewater Treatment Plant Operator Gary Gleason's request to cancel Water/Wastewater
Treatment Plant Operator Trainee exam#500-97 and expand the residency requirement beyond
Tompkins County residents. The Commission identified two issues that needed to be addressed: 1)
Whether a sufficient pool of candidates could be found among Tompkins County residents and 2) Is
a current City employee's interest in a position sufficient justification to waive a residency

requirement, even if recruitment needs do not justify a waiver.
Superintendent Gray and the Commission agreed that the examination histories for the
Water/Wastewater Treatment Plant Operator Trainee exam indicate that a sufficient pool of
candidates can be found from among Tompkins County residents. However, Superintendent Gray
agreed to discuss the issue in more depth with Chief Operator Gleason to determine if he had
additional relevant information for the Commission the consider.
The Commission deferred the discussion on what impact, if any, an interested internal employee
should have on residency requirements.
Commission Desch made a motion to cancel the Water/Wastewater Treatment Plant Operator
Trainee exam #500-97 which is scheduled for January 10, 1998. Superintendent Gray is to return to
the commission with a recommendation on residency requirements for future exams. Any vacancies
that occur in the interim may be filled from the current civil service list. Seconded by Commissioner
Perko. Motion carried 3-0.
REVISION OF QUALIFICATIONS FOR WORKING SUPERVISOR
Commissioner Perko made a motion to upgrade the qualifications for Working Supervisor as
recommended by Assistant Superintendent of Public Works Richard Ferrel and Personnel
Administrator Valerie Saul. The new qualifications are as follows:
"Five (5) years of full-time paid experience, or its part-time paid equivalent, in public works activities,
such as highway construction or maintenance, building repair or maintenance, parks and forestry
maintenance, solid waste disposal, water or sewer main construction or maintenance, etc. Such
experience must have been at the level of skilled or semi-skilled labor." Seconded by Commissioner
Desch. Motion carried 3-0.
NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ITHACA
HOUSING AUTHORITY- RESIDENT INITIATIVES PROGRAM ASSISTANT
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Housing
Authority and a proposed job description for Resident Initiatives Program Assistant. Commissioner
Desch made a motion to classify the position as Resident Initiatives Program Assistant and adopt the
job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service
examination matters. Seconded by Commissioner Desch. Motion carried 3-0. During Executive
Session, the Commission took the following actions:

ESTABLISHMENT OF ELIGIBLE LISTS
Commissioner Desch made a motion to establish Systems Administrator eligible list#63-162 for a
period of two (2) years. Seconded by Commissioner Perko. Motion carried 3-0.
ADDITION OF NAMES TO CONTINUOUS RECRUITMENT ELIGIBLE LISTS
Commissioner Perko made a motion to add Constance Perry's name to the School Secretary#55-
000a and Senior Typist#55-000b eligible lists for a one year period with a score of 90. Seconded by
Commissioner Desch. Motion carried 3-0.
APPROVAL OF PERSONNEL TRANSACTIONS
Commissioner Desch made a motion to approve the Personnel Transactions listed below. Seconded
by Commissioner Perko. Motion carried 3-0.
