Seconded by Commissioner Perko. Motion carried 3-0. NEW BUSINESS NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: FINANCE DEPARTMENT - PAYROLL COORDINATOR The Commission reviewed and discussed a New Position Duties Statement and proposed job description for Payroll Coordinator. The new description more accurately reflects the work done by the employee who oversees and coordinates the City payroll. Commissioner Desch made a motion to classify the position as Payroll Coordinator and adopt the job specification as proposed. Seconded by Commissioner Perko. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: GIAC - ASSISTANT RECREATION SUPERVISOR The Commission reviewed and discussed a New Position Duties Statement from GIAC. Commissioner Perko made a motion to classify the position as Assistant Recreation Supervisor. Seconded by Commissioner Bantuvanis. Motion carried 3-0. REQUEST TO AMEND SPECIAL REQUIREMENTS OF ASSISTANT RECREATION SUPERVISOR JOB DESCRIPTION Commissioner Bantuvanis made a motion to table the request pending more information from GIAC. Seconded by Commissioner Desch. Motion carried 3-0. TERMINATION OF EXISTING CONTINUOUS RECRUITMENT PROGRAMS The Commission discussed the new bandscoring initiative for decentralized examinations. Commissioner Perko made a motion to terminate the existing Continuous Recruitment programs for the Entrance-Level Account Keeping, Entrance-Level Clerical, Library Clerk, and Senior-Level Secretarial examinations to allow for a transition to the band scoring method of rating examinations. Applications will continue to be accepted and will be retained until the testing programs are resumed. A notice that the existing programs have been terminated will be posted. Seconded by Commissioner Desch. Motion carried 3-0. Civil Service Commission Meeting - November 4, 1996 •y Page 2 AMENDMENT OF WASTEWATER TREATMENT PLANT OPERATOR TRAINEE ELIGIBLE LIST 500-96 Personnel Administrator Saul reported that Wastewater Treatment Plant Operator Trainee candidate Christopher Carlisle was not awarded the five (5) veterans points he was entitled to on the Wastewater Treatment Plant Operator Trainee eligible list #500-96. Commissioner Desch made a motion to amend Mr. Carlisle's final score from 77 .5 to 82.5 and to amend his rank on the eligible list form 19 to 17. All affected candidates will be notified of the amendment. Seconded by Commissioner Perko. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - SENIOR TYPIST The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District regarding a position in the Office of Affirmative Action and Multicultural Education Services. Commissioner Desch made a motion to classify the position as Senior Typist. Seconded by Commissioner Perko. Motion carried 3-0. REVISION OF RECREATION SPECIALIST (SPECIAL POPULATIONS) JOB DESCRIPTION Special Assistant Alice Green addressed the Commission regarding the position qualifications for Recreation Specialist (Special Populations) . After discussion, Commissioner Perko made a motion to amend the qualifications for Recreation Specialist (Special Populations) by making the following changes: 1. Adding Fine Arts and any branch of the Performing Arts as qualifying fields of academic study in subdivision (A) ; and 2. Adding a note to credit generic college education as follows: "NOTE: College education in fields of study other than those specified in (A) above may be substituted for the required experience, up to a maximum of two (2) years, in accordance with the following formula: 1 year of college education = 6 months of qualifying experience." Seconded by Commissioner Desch. Motion carried 3-0. Commissioner Perko requested an updated organizational chart from the Ithaca Youth Bureau.
