Home My WebLink AboutMN-CIV-1995-09-11 CIVIL SERVICE COMMISSION REGULAR MEETING September 11, 1995 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator), Bonnie Fiorille(Senior Stenographer) Absent: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 11:00 a.m. PUBLIC HEARING ON PROPOSED AMENDMENT TO CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposed amendment to Appendix B of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 2-0. The following legal notice was published in the Ithaca Journal: LEGAL NOTICE CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING "Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service Commission will hold a public hearing on September 11, 1995, at 11:00 a.m. in the Second Floor Conference Room of City Hall- 108 East Green Street-Ithaca,NY 14850,for the purpose of amending Appendix B of the City of Ithaca Civil Service Rules by adding Ithaca City School District positions of Systems Administrator and Network Engineer to the non-competitive class and designating said positions as confidential. All interested parties and citizens for or against the adoption of this amendment to the Rules are invited to attend and be heard." There were no persons present to address the Commission on the proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Perko. Motion carried 2-0. RESOLUTION FOR AMENDMENT TO APPENDIX B OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Bantuvanis made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 11, 1995,for the purpose of amending Appendix B -Non-Competitive Class of the City of Ithaca Civil Service rules by adding the Ithaca City School District positions of Systems Administrator and Network Engineer and designating these positions as confidential and, WHEREAS,the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the position of Systems Administrator in the Ithaca City School District be added to Appendix B -Non-Competitive Class, and be it further RESOLVED,that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of Systems Administrator in the Ithaca City School District be designated as confidential, and be it further RESOLVED, that the position of Network Engineer in the Ithaca City School District be added to Appendix B - Non-Competitive Class and be it further RESOLVED,that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of Network Engineer in the Ithaca City School District be designated as confidential. Seconded by Commissioner Perko. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the July 25, 1995 Civil Service Commission meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT- LIBRARY CLERK The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Perko made a motion to classify the position as Library Clerk. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT- TYPIST The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Perko made a motion to classify the position as Typist. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting September 11, 1995 Page 4 REVISION OF RESIDENT INITIATIVES PROGRAM COORDINATOR JOB DESCRIPTION- ITHACA HOUSING AUTHORITY The Commission reviewed an updated version of the Resident Initiatives Program Coordinator job description. The updated version provides more detail on the specific elements of the Resident Initiatives Program as outlined by HUD. Personnel Administrator Saul also recommended inserting the word "Initiatives" in the title to classify that the job description pertains specifically to the Resident Initiatives Program as opposed to other Resident Programs. Commissioner Bantuvanis made a motion to adopt the updated version of the Resident Initiatives Program Coordinator job description, including the amendment to the title. Seconded by Commissioner Perko. Motion carried 2-0. USE OF TOWN/CITY RESIDENT LIST FOR FIREFIGHTER POSITIONS The Commission reviewed and discussed Governor Pataki's veto of the proposed legislation allowing for the certification of a town-city resident list for Firefighter positions. Upon reviewing the Firefighter list, the Commission did not find a town-city list to be advantageous; in fact, it appeared to impede the department's affirmative action efforts. The Commission took no action at this time. If Fire Chief Wilbur feels a strong commitment to a town-city resident list, he may request such a list and the Commission will review his request at the time. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service examination matters. Seconded by Commissioner Perko. Motion carried 2-0.
