CIVIL SERVICE COMMISSION

Commissioner Bantuvanis called the meeting to order at 11:00 a.m.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the May 9, 1995
Civil Service Commission meeting. Seconded by Commissioner Bantuvanis.
Motion carried 2-0.
NEW BUSINESS
REVISION OF JOB DESCRIPTIONS: CHIEF WASTEWATER TREATMENT PLANT OPERATOR,
ASSISTANT CHIEF WASTEWATER TREATMENT PLANT OPERATOR, WASTEWATER TREATMENT
PLANT OPERATOR AND WASTEWATER TREATMENT PLANT OPERATOR TRAINEE
The Commission reviewed and discussed the new grading system for Wastewater
Treatment Plants, the new licensing levels, and the upgraded qualifications
for the operator positions that have been enacted by the New York State
Department of Environmental Conservation. Commissioner Perko made a motion
to amend the minimum qualifications of the positions of Chief Wastewater
Treatment Plant Operator, Assistant Chief Wastewater Treatment Plant
Operator, Wastewater Treatment Plant Operator and Wastewater Treatment Plant
Operator Trainee to correspond with those established by the New York State
Department of Environmental Conservation, to change all references to "Type
1-A Plants" in the job descriptions to "Type 4-A Activated Sludge Wastewater
Treatment Plants with a plant point score of 76 or greater" , to amend the
licensing requirements for Chief Wastewater Treatment Plant Operator and
Assistant Chief Wastewater Treatment Plant Operator from "1-A" to "4-A" , and
to amend the licensing requirement for Wastewater Treatment Plant Operators
from "II-a" to "3-A" . Seconded by Commissioner Bantuvanis. Motion carried
2-0.
AUTHORIZATION TO DIRECT PUBLIC HEARING REGARDING ESTABLISHMENT OF WASTEWATER
TREATMENT PLANT OPERATOR TRAINEE PROBATIONARY PERIOD
Personnel Administrator Saul advised the Commission that the new licensing
requirements established by the NYS Department of Environmental Conservation
result in a change in the length of the traineeship served by Wastewater
Treatment Plant Operator Trainees. Under the former qualifications, trainees
served a traineeship that was between six (6) months and twelve (12) months
in duration. Under the new requirements, the traineeship will last between
eighteen (18) months and 4 1/2 years. Personnel Administrator Saul is
recommending that the Commission establish a distinct probationary period for
the position of Wastewater Treatment Plant Operator Trainee that corresponds
with the traineeship.
Commissioner Bantuvanis made a motion to direct a public hearing for the July
25, 1995 Civil Service Commission meeting to amend the Civil Service Rules
by establishing a probationary term of three (3) months to fifty-four (54)
months for the position of Wastewater Treatment Plant Operator Trainee.
Seconded by Commissioner Perko. Motion carried 2-0.

REVISION OF GORGE RANGER JOB SPECIFICATION
Personnel Administrator Saul advised the Commission that she had received a
complaint from the parent of a seventeen (17) year old applicant for the
position of Gorge Ranger that the special requirements for the position,
which include the ability to become licensed as a Security Guard by the New
York State Department of State, are not specific enough because they do not
list the licensing criteria which include a minimum age requirement of age
18. Personnel Administrator Saul feels that the complaint is valid and the
special requirements should be more specific. Commissioner Perko made a
motion to amend Section 1 of the special requirements for Gorge Ranger to
read as follows:
"1. Candidates will be required to obtain a Security Guard license issued
by the New York State Department of State. Requirements for obtaining
the license include the following:
a. The candidate must successfully complete an eight (8) hour pre-
employment training course; and
b. The candidate must successfully complete a sixteen (16) hour on-
the-job training course within ninety (90) days of employment; and
c. The candidate must be at least eighteen (18) years of age; and
d. The candidate must not have been convicted of a serious criminal
offense. "
Seconded by Commissioner Bantuvanis. Motion carried 2-0.
NEW POSITION DUTIES STATEMENT: YOUTH BUREAU - YOUTH DEVELOPMENT PROGRAM
LEADER
The Commission reviewed and discussed a New Position Duties Statement from
the Youth Bureau. Commissioner Bantuvanis made a motion to classify the
position as Youth Development Program Leader. Seconded by Commissioner
Perko. Motion carried 2-0.
NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ITHACA
HOUSING AUTHORITY - ASSISTANT MODERNIZATION PROGRAM COORDINATOR (Temporary
Position)
The Commission reviewed and discussed a New Position Duties Statement
submitted by the Ithaca Housing Authority and the proposed job description
of Assistant Modernization Program Coordinator. The Ithaca Housing Authority
is requesting that the position be established for an eighteen (18) month
period from July 1, 1995 - December 31 , 1996. Commissioner Bantuvanis made
a motion to classify the position as Assistant Modernization Program
Coordinator, to adopt the proposed job description, and to authorize the
position for an eighteen (18) month period from July 1 , 1995 - December 31,
1996. Seconded by Commissioner Perko. Motion carried 2-0.

REQUEST TO EXTEND LEAVE OF ABSENCE: YOUTH BUREAU
The Commission reviewed and discussed a request from the Youth Bureau
Director to extend Educational Instructor Marisol Fontanez's current medical
leave of absence for one (1) additional year from June 24, 1995 to June 23,
1996. The Commission felt the leave was for good cause. Commissioner Perko
made a motion to grant a one-year extended leave of absence to Ms. Fontanez
for the period June 24, 1995 to June 23 , 1996. Seconded by Commissioner
Bantuvanis. Motion carried 2-0.
REQUEST TO ACCEPT LATE APPLICATION FOR POLICE SERGEANT EXAM 179-726
The Commission discussed a request from Police Officer Douglas Martin to
accept his application for Police Sergeant exam #79-726 after the filing
deadline. Police Officer Martin has been on a work-related disability leave
during the filing period for the exam, and did not become aware of the exam
until after the filing deadline. Police Chief McEwen and Personnel
Administrator Saul support granting Police Officer Martin's request.
Commissioner Bantuvanis made a motion to accept Douglas Martin's application
for the Police Sergeant exam #79-726. Seconded by Commissioner Perko.
Motion carried 2-0.
Commissioner Bantuvanis asked Personnel Administrator Saul to work with Chief
McEwen to establish a procedure for notifying employees on disability leave
of promotional examinations in the future.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
civil service examination matters. Seconded by Commissioner Perko. Motion
carried 2-0. After Executive Session, the Commission took the following

EXTENSION OF ELIGIBLE LISTS
The Commission reviewed the Youth Worker Eligible List #67-640 and the Youth
Program Coordinator Eligible List #67-639 which are scheduled to expire on
July 26, 1995. The Commission determined that both eligible lists remain
viable. Commissioner Bantuvanis made a motion to extend both eligible lists
until the establishment of new eligible lists. Seconded by Commissioner
Perko. Motion carried 2-0.
The next Civil Service Commission meeting will be held on July 25, 1995 at
11:00 a.m. With no further business, the meeting was adjourned at 12:22 p.m.
