Home My WebLink AboutMN-CIV-1994-12-12 r , REGULAR MEETING CIVIL SERVICE COMMISSION December 12, 1994 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) Arrived Late: Commissioner Middleton (11:20 a.m. ) Commissioner Bantuvanis called the meeting to order at 11:03 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the November 21, 1994 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS NEW POSITION DUTIES STATEMENT: ITBACA POLICE DEPARTMENT - 3 POLICE OFFICERS The Commission reviewed a New Position Duties Statement submitted by the Ithaca Police Department. The Police Department is requesting authorization for three additional Police Officer positions. Commissioner Perko made a motion to classify the three positions as Police Officers. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: CITY CLERK'S OFFICE - DEPUTY CITY CLERK (TORY) The Commission reviewed a New Position Duties Statement submitted by the City Clerk's Office. The City Clerk is requesting authorization for a temporary second Deputy City Clerk position to facilitate the transition of the Office from January 1, 1995 - March 31, 1995, due to City Clerk Callista Paolangeli's retirement. Commissioner Bantuvanis made a motion to classify and authorize a second Deputy City Clerk position for the period January 1, 1995 - March 31, 1995. Seconded by Commissioner Perko. Motion carried 2- 0. REVISION OF DEPUTY CITY CLERK JOB DESCRIPTION Personnel Administrator Saul proposed revisions to the Deputy City Clerk job description to the Civil Service Commission. The revisions are nonsubstantive changes, pertaining to the computerization of City records and the implementation of a City public information computer network. The primary responsibilities of the position will remain as Deputy City Clerk. The ability to facilitate the computerization of records will be required, but the position will not perform computer programming or systems analyst functions. Commissioner Perko made a motion to approve the proposed revisions. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - December 12, 1994 Page 2 REVIEW OF DEPUTY CITY CLERK JURISDICTIONAL CLASS Pursuant to Section 41.2 of the Civil Service Law, the Commission reviewed and discussed the appropriateness of the continuation of Exempt Class status for the Deputy City Clerk position. The Commission determined that as long as the position continues to remain a true Deputy, exempt class status remains appropriate. If, however, the focus of the position shifts to computer functions, the position will be reallocated to the competitive class. Commissioner Bantuvanis made a motion to retain the Deputy City Clerk position in the exempt class. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: YOUTH BUREAU - EDUCATIONAL INSTRUCTOR The Commission reviewed a New Position Duties Statement submitted by the Youth Bureau. Commissioner Perko made a motion to classify the position as Educational Instructor. Seconded by Commissioner Bantuvanis. Motion carried 2-0. REVISION OF EDUCATIONAL INSTRUCTOR JOB DESCRIPTION Personnel Administrator Saul advised the Commission that their authorization of the above Educational Instructor position necessitates the revision of the Educational Instructor job description to include Southside Community Center as a worksite. The current job description specifically refers to GIAC. Commissioner Bantuvanis made a motion to replace the references to GIAC with "local community centers" . Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: PLANNING DEPARTMENT - PLANNING SYSTEMS MANAGER - ADOPTION OF PLANNING SYSTEMS MANAGER JOB DESCRIPTION - Commissioner Bantuvanis made a motion to table these two items until the January Civil Service Commission meeting. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - SENIOR TYPIST The Commission reviewed a New Position Duties Statement from the Ithaca City School District. Commissioner Perko made a motion to classify the position as Senior Typist. Seconded by Commissioner Bantuvanis. Motion carried 2- 0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - LIBRARY CLERK The Commission reviewed a New Position Duties Statement from the Ithaca City School District. Commissioner Bantuvanis made a motion to classify the position as Library Clerk. Seconded by Commissioner Perko. Motion carried 2-0. Civil Service Commission Meeting - December 12, 1994 Page 3 COMMENDATION OF CITY EMPLOYEE Commissioner Perko commended Account Clerk-Typist Lenora Quvus in the City Chamberlain's Office for the excellent customer service she provided to him. Commissioner Perko stated that Ms. Quvus was extremely pleasant, nice and courteous and that she made a conscious effort to treat him as a real person. Commissioner Perko stated that he feels Ms. Quvus is a true asset to City government. Personnel Administrator Saul stated that she will advise City Chamberlain Debra Parsons of Commissioner Perko's comments. CONTINUING BUSINESS Commissioner Middleton arrived. Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service examination matters. Seconded by Commissioner Perko. Motion carried 3-0. AUDIT OF ITHACA HOUSING AUTHORITY COMPETITIVE CLASS POSITIONS Commissioner Bantuvanis made a motion to authorize and direct Personnel Administrator Saul to conduct an audit of the Competitive Class positions at the Ithaca Housing Authority. Seconded by Commissioner Middleton. Motion carried 2-0, with Commissioner Perko abstaining because he is also a member of the Ithaca Housing Authority Board of Commissioners.
