Home My WebLink AboutMN-CIV-1994-04-11 y REGULAR MEETING CIVIL SERVICE COMMISSION April 11, 1994 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) , Lieutenant David Nazer (Ithaca Police Department) Excused: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 11:00 a.m. Commissioner Bantuvanis made a motion to go into Executive Session to discuss the potential disqualification of a Police Officer candidate. Seconded by Commissioner Perko. After Executive Session, Commissioner Bantuvanis made a motion to disqualify Shanna Ducey from Police Officer exam #62-321 for falsifying her address on her application. Seconded by Commissioner Perko. Motion carried. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the March meeting. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: ITHACA POLICE DEPARTMENT - POLICE OFFICERS (2) The Commission reviewed a New Position Duties Statement for two (2) new positions at the Ithaca Police Department. Commissioner Perko made a motion to classify the positions as Police Officers. Seconded by Commissioner Bantuvanis. Motion carried. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB SPECIFICATION: DPW - ASSISTANT CITY ELECTRICIAN The Commission reviewed a New Position Duties Statement from the Department of Public Works and a proposed job description for the title of Assistant City Electrician. After discussion, Commissioner Bantuvanis made a motion to classify the position as Assistant City Electrician and adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried. REVISION OF JOB DESCRIPTION: ELECTRICIAN The Commission reviewed proposed changes to the Electrician job description. The changes included modifications to the Typical Work Activities to more accurately reflect the work performed, and the addition of a Special Requirement for a Class B Commercial Drivers' License at the time of appointment and for the duration of employment. Commissioner Bantuvanis made a motion to adopt the changes as proposed. Seconded by Commissioner Perko. Motion carried. 38 Civil Service Commission - Regular Meeting - April 11 , 1994 Page 2 PROPOSED STATE LEGISLATION AMENDING THE RULE OF 3 TO A RULE OF 10 Personnel Administrator Saul advised the Commission that legislation amending the rule of 3 to a rule of 10 has again been introduced into the State legislature. Personnel Administrator Saul stated that she supports the proposed change and is asking that the Commission consider passing a resolution in support of the proposed legislation as well. The Commission discussed the proposed legislation and decided to defer taking any official action regarding the legislation until next month, to give them the opportunity to discuss the proposal with others. RESOLUTION COMMENDING PERSONNEL DEPARTMENT STAFF The Commission reviewed a letter from the New York State Department of Civil Service commending the Commission for its administration of civil service during 1993, particularly with respect to its reduction of provisional appointments, maintenance of the Civil Service Rules Appendices and proper use of temporary appointments. Commissioner Bantuvanis made ' a motion to commend the Personnel Department staff for doing an excellent job administering the civil service program and for keeping them abreast of issues and changes pertaining to civil service administration. Seconded by Commissioner Perko. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service examination matters.
