Home My WebLink AboutMN-CIV-1993-11-15 • N6 CIVIL SERVICE COMMISSION Regular Meeting November 15, 1993 Present: Commissioner Bantuvanis, Commissioner Middleton, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) Commissioner Bantuvanis called the meeting to order at 11:10 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the October 18, 1993 meeting. Seconded by Commissioner Middleton. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: IHA - TENANT RELATIONS ASSISTANT The Commission reviewed a New Position Duties Statement from the Ithaca Housing Authority. Commissioner Bantuvanis made a motion to classify the position as Tenant Relations Assistant. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT/ADOPTION OF JOB DESCRIPTION: POLICE - SENIOR COMMUNITY SERVICE OFFICER The Commission reviewed a New Position Duties Statement from the Ithaca' Police Department and a proposed job description for the position of Senior Community Service Officer. Commissioner Perko made a motion to classify the position as Senior Community Service Officer and to adopt the job description as proposed. Seconded by Commissioner Middleton. Motion carried. RECLASSIFICATION REQUEST: CITY PROSECUTOR'S OFFICE Commissioner Bantuvanis made a motion to table this item pending Common Council action. Seconded by Commissioner Perko. REVISION OF MINIMUM QUALIFICATIONS: VOLUNTEER COORDINATOR The Commission discussed a request from Youth Bureau Director Sam Cohen to expand the Minimum Qualifications to allow teaching experience as qualifying experience. Ms. Saul also recommended that the qualifying experience working in an organized volunteer services program be further defined to reflect experience involving the coordination or supervision of volunteers or volunteer activities. Ms Saul also recommended that the qualifying human services experience involve the provision of direct services to clientele. Commissioner Middleton made a motion to adopt the new Minimum Qualifications '. which read as follows: 1 F) .. Civil Service Commission Meeting - November 15, 1993 Page 2 MINIMUM OUALIFICATIONS: A. Graduation from high school or possession of high school equivalency diploma and three (3) years of full-time paid experience working in an organized volunteer services program in a capacity which involves the coordination or supervision of volunteers or volunteer activities; or B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of full-time paid experience working in a human services agency in a capacity which involves the provision of direct services to clientele; or C. Graduation from high school or possession of a high school equivalency diploma and three (3) years of full-time paid teaching experience. Part-time and/or verifiable volunteer experience may be credited toward the experiential requirement on a pro-rata basis. NOTE: College coursework at an accredited two or four year college or university in Human Services, Social Services, Psychology, Sociology, Education or a closely-related field may be substituted for up to two (2) years of the required experience, on a year for year basis. Seconded by Commissioner Perko. Motion carried. REVISION OF MINIMUM QUALIFICATIONS: ASSISTANT ACTIVITIES CENTER COORDINATOR Personnel Administrator Saul advised the Commission that, when reviewing the Minimum Qualifications for the Assistant Activities Center Coordinator position, she noticed that no fields of study are specified for the qualifying Bachelor's degree. Ms. Saul recommended that the Commission restrict the Bachelor of Arts degree to the relevant degree fields of Human or Social Services, Sociology, Psychology, Recreation, Physical Education, Dramatic Arts, Education or a closely related field. Commissioner Bantuvanis made a motion to specify the qualifying degree fields as proposed. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: ICSD - BUILDING MAINTENANCE MECHANIC The Commission reviewed a New Position Duties Statement from the Ithaca City School District. Commissioner Bantuvanis made a motion to classify the position as Building Maintenance Mechanic. Seconded by Commissioner Middleton. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried.
