Commissioner Bantuvanis called the meeting to order at 11:00 a.m.
PUBLIC HEARING - AMENDMENT TO THE CIVIL SERVICE RULES REGARDING EXAMINATION
MATERIAL SECURITY
Commissioner Bantuvanis made a motion to open the Public Hearing. Seconded
by Commissioner Middleton. No one appeared to speak at the hearing.
Commissioner Bantuvanis made a motion to close the Public Hearing. Seconded
by Commissioner Middleton.
RESOLUTION TO AMEND THE CIVIL SERVICE RULES
Commissioner Middleton made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held ! 1
a Public Hearing on June 15, 1993 , for the purpose of amending Rule X _ i
Examinations of the City of Ithaca Civil Service Rules by adding the
following section:
7. Examination material security. In order to prevent the unauthorized
publication and dissemination of examination material, the following
acts are prohibited except as authorized by the Commission:
a. No person shall copy, record, or transcribe any examination
question or answer; or remove from the examination room or possess
outside the examination room, any question sheet, answer sheet or
booklet, scrap papers, notes or any other papers or materials
relating to such examination.
b. A candidate in an examination shall not at any time communicate
with an examiner concerning the conduct or content of such
examination; and shall not directly or indirectly communicate to
any other person information concerning the content of such
examination until completion of the testing of all candidates.
No examiner, proctor or other person charged with the supervision of a
candidate or group of candidates during an examination shall have
authority to waive the provisions of this subdivision. A person who is
found by the Commission to have violated the provisions of this
subdivision or any similar provision of the rules of any other civil ;
service jurisdiction within the State of New York shall be disqualified
from appointment to the position for which the examination is being held
and may be disqualified from being a candidate for any civil service
examination for a period of five years.

WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment
and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that the above section be added to Rule X - Examinations.
Seconded by Commissioner Bantuvanis. Motion carried.
APPROVAL OF MINUTES
Commissioner Bantuvanis made a motion to accept the minutes of the May 10,
1993 meeting. Seconded by Commissioner Middleton. Motion carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENT: ITHACA TRANSIT - BUS DRIVERS PT (2)
Transit System Supervisor Nancy Oltz presented a New Position Duties
Statement for two Bus Drivers (PT) . Ithaca Transit is deleting one 27
hour/week Bus Driver (PT) and replacing the position with two 20 hour/week
Bus Drivers (PT) . This change will provide greater flexibility in
scheduling. Commissioner Middleton made a motion to classify both positions
as Bus Driver (PT) . Seconded by Commissioner Bantuvanis. Motion carried.
NEW POSITION DUTIES STATEMENT: ITHACA HOUSING AUTHORITY - TENANT RELATIONS
SPECIALIST
The Commission reviewed and discussed a New Position Duties Statement from
the Ithaca Housing Authority. Commissioner Middleton made a motion to
classify the position as Tenant Relations Specialist and to adopt the Tenant
Relations Specialist job description as drafted by the Personnel Department.
Seconded by Commissioner Bantuvanis. Motion carried.
AMENDMENT TO JOB DESCRIPTION - PUBLIC HOUSING MANAGER
The Commission reviewed proposed changes to the Public Housing Manager job
description, as requested by the Ithaca Housing Authority. The changes
involve updating the format of the job description, updating the job duties,
and expanding the minimum qualifications to read as follows:
A. Graduation from a regionally accredited or New York State registered
four-year college and two years of full-time paid experience, or it's
part-time paid equivalent, in housing or apartment management, tenant
placement, or a closely related field; or
B. Graduation from high school or possession of a high school equivalency
diploma and six years of experience as desired in (A) ; or
C. An equivalent combination of training and experience as indicated in (A)
and (B) above.
Commissioner Bantuvanis made a motion to accept the proposed changes.
Seconded by Commissioner Middleton. Motion carried.

AMENDMENT TO JOB DESCRIPTIONS - LIFEGUARDS AND HEAD LIFEGUARDS
The Commission reviewed changes that the Personnel Department is proposing
be made to the Special Requirements Section of the Lifeguard and Head
Lifeguard job specifications. The first change is to update the names of the
required lifesaving and CPR certificates, to reflect the current certificate
names used by the Red Cross. The second change is to add a minimum age
requirement of eighteen (18) , which has informally been in effect for years.
Commissioner Middleton made a motion to adopt the proposed changes. Seconded
by Commissioner Bantuvanis. Motion carried.
AMENDMENT TO JOB DESCRIPTIONS - DEPARTMENT OF PUBLIC WORKS
Commissioner Middleton made a motion to table a request from the Department
of Public Works to incorporate drivers license requirements into certain job
descriptions, because Assistant Superintendent Ferrel was not yet present.
Motion to table seconded by Commissioner Bantuvanis.
AMENDMENT TO JOB DESCRIPTION - WATER/WASTEWATER TREATMENT PLANT MECHANIC
The Commission reviewed a request from Assistant Superintendent Shimer to
expand the minimum qualifications for the Water/Wastewater Treatment Plant
Mechanic position, by allowing experience in maintaining either water
treatment equipment or wastewater treatment equipment, instead of requiring
experience in both. Commissioner Middleton made a motion to amend the
minimum qualifications as requested. Seconded by Commissioner Bantuvanis.
Motion carried.
NEW POSITION DUTIES STATEMENT: BUILDING DEPARTMENT - RENTAL HOUSING
SPECIALIST
The Commission reviewed and discussed a New Position Duties Statement from
the Building Department. Commissioner Middleton made a motion to classify
the position as Rental Housing Specialist and adopt the Rental Housing
Specialist job description as drafted by the Personnel Department. Seconded
by Commissioner Bantuvanis. Motion carried.
AMENDMENT TO JOB DESCRIPTION - HOUSING INSPECTOR
The Commission reviewed proposed changes to the Housing Inspector job
description that were requested by the Building Commissioner. The changes
are minor revisions which update the job description to reflect current job
duties, regulations and codes. Commissioner Middleton made a motion to adopt
the proposed changes. Seconded by Commissioner Bantuvanis. Motion carried.
MOTION TO LIFT FROM TABLE
Commissioner Bantuvanis made a motion to lift the proposed changes to several
Department of Public Works job specifications from the table, as Assistant
Superintendent Ferrel arrived at the meeting. Seconded by Commissioner
Middleton.

REVISIONS TO JOB DESCRIPTIONS REGARDING DRIVERS LICENSE REQUIREMENTS
Assistant Superintendent Rick Ferrel requested that the Commission add a
Special Requirement for the appropriate level drivers license to the
positions of Automotive Mechanic (Class B) , Automotive Mechanic Supervisor
(Class B) , and Automotive Mechanic Helper (Class D) . These positions must
be able to test drive the vehicles they repair and the incumbents must
possess the appropriate level license in order to test drive the vehicles on
public roads.
Assistant Superintendent Ferrel also requested that a Class D drivers license
requirement be added to Working Supervisor and Working Supervisor-Bridges job
descriptions, as those employees are required to drive City pick-up trucks
on public roads.
Personnel Administrator Saul also noted that the Commission needs to amend
all job descriptions that contain drivers license requirements, to convert
the requirements from the Class I-II-III-5 system to the Class A-B-C-D
system.
After further discussion, Commissioner Middleton made a motion to take the
following actions:
1. Add a Class B commercial drivers license requirement to the Automotive
Mechanic and Automotive Mechanic Supervisor job descriptions;
2. Add a Class D drivers license requirement to the Automotive Mechanic
Helper, Working Supervisor and Working Supervisor-Bridges job
descriptions;
3 . On all job descriptions requiring a Class I drivers license, replace
"Class I" with "Class A Commercial Drivers License" ;
4. On all job descriptions requiring a Class II or Class III drivers
license, replace "Class II" and "Class III" with "Class B Commercial
Drivers License";
5. On all job descriptions requiring a Class 5 drivers license, replace
"Class 5" with "Class D" .
Seconded by Commissioner Bantuvanis. Motion carried.
NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - TYPIST (1) AND
TYPIST PT (4)
The Commission reviewed a New Position Duties Statement from the Ithaca City
School District for four Part-Time positions and one Full-Time position.
Commissioner Middleton made a motion to classify the positions as Typist PT
and Typist, respectively. Seconded by Commissioner Bantuvanis. Motion
carried.
NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - MAINTAINER
Commissioner Middleton made a motion to classify a proposed position at the
Ithaca City School District as Maintainer. Seconded by Commissioner
Middleton. Motion carried.

Commissioner Bantuvanis made a motion to go into Executive Session to discuss
examination matters. Seconded by Commissioner Middleton. Motion carried.

DISQUALIFICATION OF POLICE OFFICER CANDIDATE
After lengthy discussion, Commissioner Bantuvanis made a motion to disqualify
John S. Arsenault from the Police Officer Eligible List #68-620, for
falsifying his address in order to obtain the preference in hiring that is
afforded to City residents. Seconded by Commissioner Middleton. Motion
carried.
