Home My WebLink AboutMN-CIV-1992-03-09 REGULAR MEETING CIVIL SERVICE COMMISSION March 9, 1992 PRESENT: Commissioner Bantuvanis, Commissioner Perko, Commissioner Middleton, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) , Sam Cohen (Youth Bureau Director) Commissioner Bantuvanis called the meeting to order at 3 :50 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of February 10 , 1992 . Seconded by Commissioner Bantuvanis. Motion carried. NEW POSITION DUTIES STATEMENT - RECREATION SUPERVISOR (EXPRESSIVE ARTS PROGRAM) The Civil Service Commission reviewed the New Position Duties Statement for Recreation Supervisor (Expressive Arts Program) . Youth Bureau Director Cohen explained to the Commission that the title of Recreation Supervisor is a generic title in the Youth Bureau used to cover a broad range of areas. He is requesting that the Commission adopt a specialized title for the arts program, due to the unique qualifications necessary for the position. After much discussion, Commissioner Perko made a motion to accept the New Position Duties Statement for the position of Recreation Supervisor (Expressive Arts Program) . Seconded by Commissioner Middleton. Motion carried. The Commission also requested an updated organizational chart from the Youth Bureau. NEW POSITION DUTIES STATEMENT - POLICE LIEUTENANT Personnel Administrator Saul explained the reorganization which will take place in the Police Department following the retirement of a Police Captain. Currently, there are three captains, one lieutenant and ten sergeants. One captain and two sergeant positions will be replaced with three lieutenant positions. Personnel Administrator Saul also explained that minor revisions were made to the "typical work activities" section of the Police Lieutenant job description to reflect proper terminology. Commissioner Perko made a motion to accept the New Position Duties Statement for three Police Lieutenants. Seconded by Commissioner Middleton. Motion carried. Commissioner Perko made a motion to amend the "typical work activities" section of the Police Lieutenant job description as requested. Seconded by Commissioner Middleton. Motion carried. Civil Service Commission Meeting ,,,,,r March 9 , 1992 Page 2 ADOPTION OF JOB SPECIFICATION - PERSONNEL ASSOCIATE TRAINEE Personnel Administrator Saul requested that the position of Personnel Associate Trainee be added to the roster as an alternate method of filling the position. She also requested that the minimum qualifications for Personnel Associate be amended to allow experience to be substituted for formal education. This is consistent with the City's Affirmative Action Program. Commissioner Middleton made a motion to add the position of Personnel Associate Trainee to the Personnel roster and revise the minimum qualifications for Personnel Associate as requested. Seconded by Commissioner Perko. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters and to review the applications that were submitted for the Personnel Associate Trainee position. TYPIST 10-000B 34 . 4 Luanne Newman PERSONNEL ASSOCIATE TRAINEE Commissioner Perko made a motion to fill the position of Personnel Associate through an internal departmental promotion as a Personnel Associate Trainee, and to appoint Bonnie Fiorille to the position as the most qualified candidate. Seconded by Commissioner Middleton. Motion carried.
