HomeMy WebLinkAboutMN-CIV-1992-01-13 • REGULAR MEETING CIVIL SERVICE COMMISSION January 13, 1992 PRESENT: Commissioner Bantuvanis, Commissioner Middleton, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) , Nancy Pace (Recreation Supervisor) , John Wilson (Recreation Coordinator) EXCUSED: Commissioner Perko Commissioner Bantuvanis called the meeting to order at 3 :51 p.m. PUBLIC HEARING ON PROPOSED AMENDMENT TO CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the Proposed Amendment to Appendix A of the Civil Service Rules. Motion carried. The following legal notice was published in the Ithaca Journal: LEGAL NOTICE CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING "Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service Commission will hold a public hearing on January 13, 1992 at 3:45 p.m. in the Second Floor Conference Room - City Hall - 108 East Green Street - Ithaca, New York, for the purpose of amending its Rules by adding the position of "School Tax Collector" to the exempt class. All interested parties and citizens for or against the adoption of these changes to the rules are invited to attend and be heard." There were no persons present to address the Commission on the public hearing. Commissioner Bantuvanis made a motion to close the public hearing. Motion carried. APPROVAL OF MINUTES Commissioner Bantuvanis made a motion to accept the minutes of the December 9, 1991 meeting. Seconded by Commissioner Middleton. Motion carried. NEW BUSINESS REQUEST FOR REVIEW OF JOB DUTIES Recreation Supervisor Nancy Pace addressed the Commission regarding her reassignment to the GIA Center. Ms. Pace questions whether her current job duties are appropriate for her current job title. Personnel Associate Patz explained the procedure for requesting a job review. Personnel Associate Patz will forward the appropriate paper work to Recreation Supervisor Pace. Personnel Associate Patz will conduct a job audit and will report back to the Commission at their next meeting. • Si • Civil Service Commission Meeting January 13, 1992 Page 2 ADDITION OF POSITION OF SCHOOL TAX COLLECTOR TO THE EXEMPT CLASS Commissioner Bantuvanis made a motion to accept the following Resolution. Seconded by Commissioner Middleton. Motion carried. RESOLUTION FOR AMENDMENT TO APPENDIX A = EXEMPT CLASS OF THE CITY OF ITHACA CIVIL SERVICE RULES On January 13 , 1992, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a Public Hearing on January 13 , 1992, for the purpose of amending Appendix A - Exempt Class of the City of Ithaca Civil Service Rules by adding the position of "School Tax Collector" and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the position of School Tax Collector be added to Appendix A Exempt Class. REVISION OF JOB DESCRIPTION FOR CITY BUYER Personnel Administrator Saul explained the reorganization which will take place in the Finance Department following the retirement of the City Buyer. One position will be eliminated and its duties will be distributed among remaining staff. As a result, the typical work activities and the minimum qualifications section of the City Buyer job description need to be amended to reflect the new workload. Commissioner Bantuvanis made a motion to amend the typical work activities as requested, and establish new minimum qualifications for the City Buyer position as follows. Seconded by Commissioner Middleton. Motion carried. A. Graduation from a New York State registered or regionally accredited two-year college with an Associate's Degree in Business Administration, Marketing, Accounting or a closely related field; or B. Graduation from high school or possession of a high school equivalency diploma and two years of experience in purchasing or ordering products on a moderately large scale; or C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. NEW POSITION DUTIES STATEMENT - YOUTH DEVELOPMENT PROGRAM LEADER (AUTOMOTIVE PROGRAM) The Civil Service Commission reviewed the New Position Duties Statement for the position of Youth Development Program Leader (Automotive Program) . The position is funded at 28 hrs/wk. Commissioner Bantuvanis made a motion to classify the position as Youth Development Program Leader (Automotive Program) . Seconded by Commissioner Middleton. Motion carried. • Civil Service Commission Meeting January 13, 1992 Page 3 NEW POSITION DUTIES STATEMENT - FAMILY SELF-SUFFICIENCY PROGRAM COORDINATOR The Civil Service Commission reviewed a New Position Duties Statement submitted by the Ithaca Housing Authority for the position of Family Self- Sufficiency Program Coordinator Program. Commissioner Bantuvanis made a motion to classify the position as Family Self-Sufficiency Program Coordinator. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT - RESIDENT PROGRAM COORDINATOR The Civil Service Commission reviewed a New Position Duties Statement submitted by the Ithaca Housing Authority for the position of Resident Program Coordinator. Commissioner Bantuvanis made a motion to classify the position as Resident Program Coordinator. Seconded by Commissioner Middleton. Motion carried. REVISION OF MINIMUM QUALIFICATIONS - TRANSPORTATION SUPERVISOR The Commission reviewed a request from the Ithaca City School District to broaden the minimum qualifications for the position of Transportation Supervisor. Commissioner Bantuvanis made a motion to amend the minimum qualifications by adding a new section to read as follows. Seconded by Commissioner Middleton. Motion carried. A. Graduation from high school or possession of a high school equivalency diploma and five year administrative or supervisory experience in a school district. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried.
