Home My WebLink AboutMN-CIV-1991-07-15 • REGULAR MEETING CIVIL SERVICE COMMISSION July 15, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Middleton, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) Bonnie Fiorille (Senior Stenographer) , Jackie Merwin (Youth Program Coordinator) EXCUSED: Commissioner Perko Commissioner Bantuvanis called the meeting to order at 1:05 p.m. APPROVAL OF MINUTES Commissioner Bantuvanis made a motion to accept the minutes of the June 10, 1991 meeting. Seconded by Commissioner Middleton. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: TYPIST - ICSD The Commission reviewed and discussed the New Position Duties Statement for Typist in the Guidance Department at DeWitt Middle School. Commissioner Bantuvanis made a motion to classify the new position as Typist. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: YOUTH WORKER - YOUTH BUREAU Youth Development Program Supervisor Merwin explained to the Commission that they received a grant from the State for funding of a full-time position for one year. This position will be in the Youth Employment Services Program at the Youth Bureau. Commissioner Middleton made a motion to classify the new position as Youth Worker. Seconded by Commissioner Bantuvanis. Motion carried. APPLICATION FEES Personnel Administrator Saul explained to the Commission that the State is currently charging the Personnel Department $5.00 for each examination paper that is graded. In order to help cut costs in the Personnel Department budget, she is asking the Commission to consider implementing an examination fee to offset the examination fees that the Department pays. Some of the issues that should be considered are: amount of fee; waiver policy (whether to have one, conditions under which fees will be waived, documentation required for fee waiver) ; fee refunds; disposition of applications that are submitted without the fee included and implementation date. Personnel Administrator Saul explained that Common Council would also need to approve the implementation of application fees. The Commission reviewed and discussed the issue of application fees and decided that they would vote on this issue at the next Civil Service Commission meeting in September. • Civil Service Commission Meeting July 15, 1991 Page 2 Personnel Administrator Saul stated that she would submit her preliminary budget including a $5.00 application fee, but will wait until the Commission votes in September to submit her final budget. AUTHORIZATION TO ADD TITLE OF ADMINISTRATIVE SECRETARY TO POLICE DEPARTMENT ROSTER Personnel Administrator Saul explained to the Commission that the position that serves as secretary to the Police Chief was originally classified as Administrative Secretary, but the title was changed to Confidential Secretary to the Police Chief in an attempt to obtain exempt class status ( "serve at the pleasure") . The request for exempt class status was denied by the State Civil Service Commission. Personnel Administrator Saul stated that the position could be returned to the original Administrative Secretary title and the position could be filled through the existing Administrative Secretary Eligible List or an internal transfer of a current Administrative Secretary; or we could conduct a new examination for Confidential Secretary to the Police Chief which will be identical in nature to the Administrative Secretary examination. The Police Chief has been exploring both options. Because the selection process is not yet complete, and the Commission will not be meeting again until September, he is requesting that the title of Administrative Secretary be added to his roster while retaining the Confidential Secretary title. Once the selection process is complete, Common Council will delete the title that is no longer relevant. Commissioner Bantuvanis made a motion to add the title of Administrative Secretary to the Police Department roster. Seconded by Commissioner Middleton. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried.
