Home My WebLink AboutMN-CIV-1991-05-13 REGULAR MEETING CIVIL SERVICE COMMISSION May 13, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Middleton, Commissioner Perko, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) , Richard Ferrel (Acting Assistant Superintendent of Public Works) Commissioner Bantuvanis called the meeting to order at 3:50 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the April 8, 1991 meeting. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS REQUEST TO REVISE TRUCK DRIVER JOB DESCRIPTION Acting Assistant Superintendent of Public Works Ferrel explained to the Commission that for many years the Department of Public Works has trained individuals to obtain a New York State Class III drivers license and that the current job description states that the minimum qualification for truck driver is one year of experience in the operation of a truck. Acting Assistant Superintendent Ferrel feels that this minimum qualification is reasonable for an individual who is hired from outside the City's work force, but it is not appropriate for City employees who have obtained their Class III drivers license under the Department of Public Works supervision. Acting Assistant Superintendent Ferrel is recommending that the minimum qualifications should be kept to cover individuals who are hired as truck drivers and an additional statement added stating "or by obtaining the Class III Truck Drivers License through the Department of Public Works training. Personnel Administrator . Saul stated that there is no clearly defined promotional field for Truck Driver and she is concerned that two sets of minimum qualifications may create difficulty in reviewing applications. Personnel Administrator Saul is recommending that we retain the special requirement of the Class III New York State Drivers License; but waive the requirement of one year of prior experience. Commissioner Bantuvanis asked Acting Assistant Superintendent Ferrel how long the training program was for the Department. He stated that it depends on how quickly an individual learns to drive the City truck. He also stated that training usually last six months or longer and that the permit is valid for one year. Commissioner Bantuvanis asked Acting Superintendent Ferrel if he had any concerns with Personnel Administrator Saul's recommendation. He stated that he felt that her recommendation was acceptable. Civil Service Commission Meeting May 13, 1991 Page 2 After further discussion, Commissioner Bantuvanis made a motion to amend the Truck Driver job specification by deleting the minimum qualifications of one year of experience in the operation of a truck. Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT: WORKING SUPERVISOR - DPW The Commission reviewed and discussed the New Position Duties Statement for Working Supervisor for the Department of Public Works. Personnel Administrator Saul explained that this position was funded in the 1991 budget. Commissioner Perko made a motion to classify the new position as Working Supervisor for the Department of Public Works. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: TYPIST - ICSD The Commission reviewed and discussed the New Position Duties Statement for Typist in the Office of Instructional Resource Center at the Ithaca City School District. Commissioner Bantuvanis made a motion to classify the new position as Typist. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: TYPIST - ICSD The Commission reviewed the New Position Duties Statement for Typist in the Office of Pupil Personnel Services at the Ithaca City School District. Commissioner Bantuvanis made a motion to classify the new position as Typist. Seconded by Commissioner Middleton. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried. After Executive Session, the Commission took the following actions. APPROVAL OF ROSTER OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to accept the following Roster of Candidates for Examination. Seconded by Commissioner Middleton. Motion carried.
