Home My WebLink AboutMN-CIV-1990-03-12 REGULAR MEETING CIVIL SERVICE COMMISSION MARCH 12, 1990 PRESENT: Commissioner Cooper, Commissioner Perko, Valerie Walker (Personnel Administrator, Lisa Patz (Personnel Associate) , Bonnie Fiorille, (Senior Stenographer) Bill Baker (CSEA Representative) EXCUSED: Commissioner Bantuvanis Commissioner Cooper called the meeting to order at 3 :45 p.m. APPROVAL OF MINUTES Commissioner Cooper requested that an amendment be made to the February 13 , 1990 minutes noting that she called the Personnel Office in advance stating that she would be arriving late to the Civil Service Commission meeting. Commissioner Perko made a motion to accept the minutes of the February meeting with the amendment. Seconded by Commissioner Cooper. Motion carried. NEW BUSINESS RECLASSIFICATION REQUEST - ITHACA CITY SCHOOL DISTRICT: TEACHING ASSISTANT TO SCHOOL SECRETARY The Commission reviewed and discussed a reclassification request from the Ithaca City School District to reclassify the current Teaching Assistant position in the Principals Office at the Alternative Community School to School Secretary. Commissioner Perko made a motion to reclassify the Teaching Assistant position to School Secretary. Seconded by Commissioner Cooper. Motion Carried. RECLASSIFICATION REQUEST - ITHACA CITY SCHOOL DISTRICT: TYPIST TO SENIOR TYPIST The Commission reviewed and discussed a reclassification request from the Ithaca City School District to reclassify the current Typist position in the Attendance Office at the Ithaca High School to Senior Typist. Commissioner Cooper made a motion to reclassify the Typist position to Senior Typist. Seconded by Commissioner Perko. Motion carried. PROPOSED AMENDMENT OF CIVIL SERVICE RULES Personnel Administrator Walker reviewed and explained the following Amendments of the Civil Service Rules to the Commission: • % A Civil Service Commission Meeting March 12, 1990 Page 2 1. RULE XVI - EFFECT OF TEMPORARY OR PROVISIONAL APPOINTMENT ON STATUS OF APPOINTEE 7. RULE XXIV - GRADING OF POSITIONS RULE XXIV - TRAINEE APPOINTMENTS 8. APPENDIX A - EXEMPT POSITIONS 9. APPENDIX B - NON COMPETITIVE POSITIONS After reviewing the proposed Amendments to the Civil Service Rules, Commissioner Perko made a motion to direct a Public Hearing on the proposed amendments at the April 9 , 1990 Civil Service Commission meeting. Seconded by Commissioner Cooper. Motion carried. OTHER BUSINESS Commissioner Cooper asked CSEA Representative Baker if he had any items he would like to discuss before they went into Executive Session. CSEA Representative Baker asked about the status of the letter that was received from Martha Goehner. Commissioner Cooper stated that the letter would be discussed during Executive Session. Commissioner Cooper made a motion to go into Executive Session. Motion carried. -`° REQUEST TO RESTRICT CERTIFICATION OF CANDIDATES - ITHACA CITY SCHOOL DISTRICT The Commission reviewed and discussed a letter received from Michael Luzzi , Personnel Director of the Ithaca City School District, requesting that Brenda Jones name be removed from the Certification of Eligibles for the Ithaca City School District. The Commission felt that a letter should be written to Ms. Jones stating that • they had received a request from the Ithaca City School District to restrict her name from certification and that if she wished to oppose this request she should attend the April 9, 1990 Civil Service Commission meeting. Personnel Administrator Walker stated that she would write a letter to Ms. Jones regarding this issue. RESIGNATION LETTER - MARTHA GOEHNER • The Commission reviewed and discussed a resignation letter from Martha Goehner. The Commission felt that this matter should be discussed when all Commission members were present. The Commission also requested that Sam • Civil Service Commission Meeting March 12, 1990 Page 3 Cohen, Youth Bureau Director, be requested to attend the April 9, 1990 meeting to discuss the issues raised by Martha Goehner. APPROVAL OF ROSTER OF CANDIDATES Commissioner Cooper made a motion to accept the Roster of Candidates for Custodian Open-Competitive Examination #61-565. Seconded by Commissioner Perko. Motion carried. Commissioner Cooper made a motion to accept the Roster of Candidates for Custodian Promotional Examination #71-784. Seconded by Commissioner Perko. Motion carried. Commissioner Cooper made a motion to accept the Roster of Candidates for Parking Enforcement Officer Open-Competitive Examination #69-082. Seconded by Commissioner Perko. Motion carried.
