CIVIL SERVICE COMMISSION
FEBRUARY 13 , 1990

Commissioner Bantuvanis called the meeting to order at 3 :50 p.m.
APPROVAL OF MINUTES
Commissioner Perko made a motion to accept the minutes of the January
meeting. Seconded by Commissioner Bantuvanis. Motion carried.
ADDITIONS TO THE AGENDA
Personnel Administrator Walker requested that an item be added to the agenda
regarding an extension of the Eligible List for Chief Water Treatment Plant
Operator.
NEW BUSINESS
NEW POSITION DUTIES STATEMENT - YOUTH BUREAU - YOUTH PROGRAM COORDINATOR
The Commission reviewed and discussed a new position duties statement request
from Youth Development Coordinator Green. Youth Development Coordinator
Green explained to the Commission that the position will supervise the Paul
Schreurs Memorial Program. Youth Development Coordinator Green stated that
this positions has already been approved by Common Council.
Commissioner Perko asked how many people were qualified for this position.
Personnel Administrator Walker explained that there are currently open-
competitive and promotional lists and that the position will be filled
through the normal process.
Commissioner Perko made a motion to classify the new position as Youth
Program Coordinator. Seconded by Commissioner Bantuvanis. Motion carried.
NEW POSITION DUTIES STATEMENT - ITHACA FIRE DEPARTMENT - FIREFIGHTERS (4)
Fire Chief Olmstead presented a New Position Duties Statement to classify
four new firefighter positions which were authorized at the February 7, 1990
Common Council meeting.
Commissioner Perko made a motion to classify the four positions as fire-
fighters. Seconded by Commissioner Bantuvanis. Motion carried.

RECLASSIFICATION REQUEST - DEPARTMENT OF PUBLIC WORKS: WORKING SUPERVISOR -
SANITATION TO ASSISTANT SUPERVISOR OF REFUSE AND RECYCLING
Assistant Superintendent Fabbroni gave the Commission background information
on the recycling program position. Assistant Superintendent Fabbroni
explained that when the City went to mandatory recycling the responsibilities
and the duties of the Working Supervisor had increased by 50%, and because
of the type of duties that are being performed, the Department is seeking a
reclassification.
Personnel Administrator Walker explained to the Commission that the Working
Supervisor job responsibility has expanded permanently, and a new job
description for the Assistant Supervisor of Refuse and .Recycling has been
prepared. The new job description better defines the scope and responsi-
bilities of the position. The Working Supervisor position would be
reclassified to Assistant Supervisor of Refuse and Recycling, and the
incumbent would be provisionally appointed to the new job title.
Commissioner Bantuvanis asked if it would be necessary to delete the Working
Supervisor position. Personnel Administrator Walker explained that it would
not be necessary to delete this position. The way the Council resolution is
written, it will stay in place but it is frozen and it cannot be filled until
we go through the exam process. Then, at that point it will be reviewed to
see if it is necessary to keep the Working Supervisor position.
Commissioner Perko made a motion to reclassify the Working Supervisor
Sanitation position to Assistant Supervisor of Refuse and Recycling.
Seconded by Commissioner Bantuvanis. Motion carried.
REVISION OF AUTOMOTIVE MECHANIC SUPERVISOR JOB DESCRIPTION
Personnel Administrator Walker explained that at last month's Civil Service
Commission meeting the Automotive Mechanic job description was revised to
include the special requirement of a New York State Motor Vehicle Inspector's
License for new employees and this special requirement needs to be added to
the Automotive Mechanic Supervisor job description. It is the same
recommended change.
Commissioner Bantuvanis made a motion to add a special requirement to the
Automotive Mechanic Supervisor job description which requires appointees to
obtain an appropriate level New York State Motor Vehicle Inspector's License
within six months of appointment and maintain said license for the duration
of employment. Seconded by Commissioner Perko. Motion carried.
NEW POSITION DUTIES STATEMENT - BUILDING DEPARTMENT - HOUSING INSPECTOR (2)
Personnel Administrator Walker explained that two new Housing Inspectors were
funded in the 1990 budget and that they do residential housing inspections.

Commissioner Bantuvanis made a motion to classify the new positions as
Housing Inspectors. Seconded by Commissioner Perko. Motion carried.
NEW POSITION DUTIES STATEMENT - BUILDING DEPARTMENT - ACCOUNT CLERK TYPIST
Personnel Administrator Walker explained that the part time Account Clerk-
Typist position was funded in the 1990 budget and this position is to help
the Administrative Secretary and the Senior Typist with the paperwork. At
the present time they have been bringing in manpower to help with the work-
load. Some of the responsibilities involved in this position include:
bookkeeping, typing, filing and answering telephone. This will be a half-
time position of 20 hours per week. Personnel Administrator Walker explained
at the present time we do not have an eligible list for this position and
that this position has been advertised.
Commissioner Bantuvanis made a motion to classify the new part time position
as Account Clerk-Typist. Seconded by Commissioner Perko. Motion carried.
APPROVAL OF 1989 ANNUAL REPORT
The Commission reviewed and discussed the 1989 Annual Report. The Commission
discussed the problems of lack of notification of personnel actions by the
Ithaca City School District. Commissioner Bantuvanis asked that Personnel
Administrator Walker write a letter to Personnel Director Michael Luzzi
requesting that the Ithaca City School District be brought into compliance
regarding notification of personnel transactions.
Commissioner Cooper made a motion to accept the 1989 Annual Report. Seconded
by Commissioner Perko. Motion carried.
OLD BUSINESS
CSEA Representative Baker asked about the status of the provisional
appointments at the Ithaca Youth Bureau. Personnel Administrator Walker
stated that all provisional appointments have been resolved, either through
appointment or lay-off.
EXTENSION OF ELIGIBLE LIST
Commissioner Perko made a motion to extend the Eligible List for Chief Water
Treatment Plant Operator Examination #65-256 until February 14 , 1992.
Seconded by Commissioner Bantuvanis. Motion Carried.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
Civil Service examination matters. Motion carried. After Executive Session,
the Commission took the following actions:

Commissioner Cooper made a motion to accept the Roster of Candidates for
Activities Center Coordinator Promotional Examination #71-783 . Seconded by
Commissioner Perko. Motion carried.

Assistant Recreation Supervisor Open-Competitive Examination #61-679.

APPOINTMENT OF ADMINISTRATIVE ASSISTANT TO THE MAYOR
Commissioner Bantuvanis asked who appoints the Administrative Assistant to
the Mayor. Personnel Administrator Walker explained that the position is
exempt and serves at the pleasure of the Mayor. The Commission discussed a
memorandum addressed to Mayor-Elect Benjamin Nichols from Personnel
Administrator Walker regarding the Administrative Assistant position and the
posting of positions (per Sean Killeen's request he asked that the Commission
review this matter) .
Commissioner Cooper stated that her understanding is that there are no civil
service requirements for posting exempt class positions. Personnel
Administrator Walker agreed. Commissioner Cooper asked how many positions
there are in City government that are Exempt Class and are appointed by the
Mayor. Personnel Administrator Walker stated there are three positions: the
Administrative Assistant, the City Attorney and the City Prosecutor.
The Commission decided that they felt the exempt classification remained
appropriate for the position. Commissioner Cooper asked that a letter be
written to Sean Killeen responding to his inquiry stating that the position
is exempt, therefore posting is not required.

OTHER BUSINESS
Personnel Administrator Walker brought to the Commission's attention an
anonymous complaint that was received regarding a firefighter and his eye
examination. The complainant felt that the firefighter did not pass his eye

test and that he memorized the chart. Personnel Administrator Walker spoke
with the physician regarding this and the physician felt that there was no
way that he could memorize the eye chart.
The Commission recognized the complaint was received and the physician was
spoken with and they do not feel that it was possible to memorize the chart.
With no further business the meeting was adjourned at 5:00 p.m.
