Home My WebLink AboutMN-CIV-1997-06-09 CIVIL SERVICE COMMISSION REGULAR MEETING June 9, 1997 Commissioners Present: Commissioner Bantuvanis, Commissioner Perko, Commissioner Desch (arrived late) Staff Present: Valerie Saul Commissioner Bantuvanis called the meeting to order at 12:02 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the May 19, 1997 meeting. Seconded by Commissioner Bantuvanis. Motion carried 3-0. Commissioner Desch arrived. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: Building Department-Code Enforcement Officer The Commission reviewed and discussed a New Position Duties Statement from the Building Department and the proposed job description for Code Enforcement Officer. Commissioner Desch made a motion to classify the position as Code Enforcement Officer and adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried 3-0. Authorization to Direct Public Hearing To Place Position of Director of Personnel in the Non- Competitive Class Commissioner Perko made a motion to direct a public hearing on Monday July 28, 1997 at 11 am to amend the Civil Serivce Rules by placing the position of Director of Personnel in the non-competitive class and designating the position as policy-influencing. Seconded by Commissioner Desch. Motion carried 3-0. Authorization to Direct Public Hearing To Establish a Probationary Period for the Position of Director of Personnel Commissioner Perko made a motion to direct a public hearing on Monday July 28, 1997.at 11 am to amend the Civil Service Rules by establishing the probationary period for Director of Personnel as 26-52 weeks. Seconded by Commissioner Desch. Motion carried 3-0. Civil Service Commission Meeting -June 9, 1997 Page 2 Request to Create Temporary Part-Time Assistant to the City Prosecutor Position Commissioner Desch made a motion to authorize a temporary, part-time (17 hours/week) position of Assistant to the City Prosecutor in the City Prosecutor's Office from May 19,1997 to July 5, 1997. The position will allow the current incumbent to train her replacement. The current incumbent has resigned effective July 5, 1997. Seconded by Commissioner Perko. Motion carried 3-0. Request to Amend Legal Assistant Qualifications The Commission discussed City Attorney Mariette Geldenhuys' request to amend the Legal Assistant qualifications to read as follows: Proposed New Minimum Qualifications for Legal Assistant (Section B is New) A. Graduation from a New York State registered or regionally accredited two year college with an Associate's degree in Paralegal Studies; or B. Graduation from a NYS registered or regionally accredited college or university with a Bachelor's degree, and successful completion of an accredited one-year Paralegal certification program; or C. Graduation from high school or possession of a high school equivalency diploma and two (2) years of full-time paid experience, or its part-time and/or volunteer equivalent, performing para-professional legal work in a legal office, at least one (1) year of which must have involved legal research and legal writing. D. An equivalent combination of training and experience as defined by the limits of (a), (b) and (c). Request to Extend Time Frame for Resolution of Provisional Appointment The Commission discussed the Police Department's request to extend the time period for the resolution of Police Dispatcher Susanne Akers' provisional appointment until 9/19/97 pursuant to Section 65.3 of the NYS Civil Service Law. Ms. Akers is currently the only trained Police Dispatcher at the Ithaca Police Department. Her position is one of four(4) vacancies to be filled permanently. Ms. Akers is pursuing certification under Section 55a of the NYS Civil Service Law. Commissioner Desch made a motion to extend the time period for resolving Ms. Akers' provisional appointment until 9/19/97. Seconded by Commissioner Perko. Motion carried 3-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service examination matters. Seconded by Commissioner Desch. Motion carried 3-0. During Executive Session, the Commission took the following actions: 4 - Civil Service Commission Meeting -June 9, 1997 Page 3 APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Desch. Motion carried 3-0. Police Sergeant -#73-151 Recreation Specialist (Special Populations) -#61-338 ESTABLISHMENT OF ELIGIBLE LIST Commissioner Desch made a motion to establish Recreation Specialist (Special Populations) Eligible List no. #61-338 for a two (2) year period. Seconded by Commissioner Perko. Motion carried 3-0. ADDITION OF NAMES TO CONTINUOUS RECRUITMENT ELIGIBLE LISTS Commissioner Perko made a motion to add the names listed below to the eligible lists indicated for a one year period. Seconded by Commissioner Desch. Motion carried 3-0.
