REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
October 11 , 1988
Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Walker

Absent: Commissioner Cooper, Executive Secretary William S. Baker
Commissioner Bantuvanis called the meeting to order at 3 :45 p.m.
APPROVAL OF MINUTES
Commissioner Bantuvanis made a motion that the minutes of the
September meeting be approved. Seconded by Commissioner Perko .
Motion carried.
NEW BUSINESS
YOUTH DEVELOPMENT PROGRAM SUPERVISOR CLASSIFICATION REVIEW - TENTATIVE
RECOMMENDATIONS
Personnel Associate Walker reported to the Commission on the tentative
recommendations of the Personnel Department as to the classification
of the Youth Development Program Supervisor positions at the Youth
Bureau. Ms . Walker summarized the written report, which recommended
that eight of the Youth Development Program Supervisor positions be
reclassified as Youth Program Coordinators and the ninth position be
reclassified as Adult Program Coordinator.
The Commission discussed the tentative recommendations and the
procedure for releasing them. The Commission then directed Ms. Walker
to notify the incumbents of their proposed classifications and the
appeal process available to them. The Commission will hear any
appeals at the November meeting , as well as the comments and
recommendations of Youth Bureau Director Sam Cohen.
No formal action on the recommendations was taken at the meeting.
REVISION OF MINIMUM QUALIFICATIONS: DEPUTY POLICE CHIEF
ORDERING OF DEPUTY POLICE CHIEF EXAMINATION
Personnel Associate Walker reported to the Commission that the
Personnel Department had been working with incoming Police Chief
Harlin McEwen to develop appropriate qualifications for the Deputy
Police Chief position. The Personnel Department is in the process of
ordering the Deputy Police Chief examination , in anticipation of
Deputy Chief Pagliaro's retirement.
The Commission discussed the qualifications proposed by Chief McEwen.
_ After discussion, Commissioner Perko made a motion that the Deputy
Police Chief qualifications be revised to read as follows:

"Three years of permanent competitive class status as a Police Captain
or equivalent title ; or five years of permanent competitive class
status as a Police Lieutenant or equivalent second-line supervisory
title
Seconded by Commissioner Bantuvanis . Motion carried.
The Commission then discussed Chief McEwen' s request to hold both a
promotional Deputy Police Chief examination and an open-competitive
Deputy Police Chief examination. Commissioner Bantuvanis expressed
concern over the appropriateness of a promotional examination .
Personnel Associate Walker stated that the decision as to whether or
not a promotional exam should be held is based on a number of factors,
including the adequacy of a promotional field , past examination
histories and department head recommendations . Ms . Walker stated that
in this situation a promotional field exists , the departmental
examination history is predominantly promotional , and the Police Chief
recommends offering a promotional exam. Consequently, the Personnel
Department supports Chief McEwen' s request.
The Commission acknowledged Ms . Walker' s statements , but Commissioner
Bantuvanis expressed concern over inconsistent actions by the
Commission in offering promotional examinations . Commissioner
Bantuvanis stated that she felt the Commission should be consistent in
its decisions and actions . Commissioner Perko agreed that the
Commission should try to act in a consistent manner, but acknowledged
that circumstances vary between departments and do not always allow
for a uniform application of policy.
The Commission decided to table the request for a promotional exam
until the next meeting , when the full Commission would be present to
discuss the issue. The Commission also requested that Police Chief
McEwen be invited to attend the meeting to articulate his position,
and that the Police Benevolent Association be notified of the meeting
as well .
NEW POSITION DUTIES STATEMENT - CONFIDENTIAL SECRETARY TO THE POLICE
CHIEF
Personnel Associate Walker presented a New Position Duties Statement
from Police Chief McEwen requesting that the vacant Administrative
Secretary position in the Police Department be reclassified to
Confidential Secretary to the Police Chief and placed in the Exempt
Class. Ms . Walker stated that the request was based on the nature of
the material the secretary will be exposed to ( including criminal
investigations , labor relations, disciplinary actions, etc. ) , and the
need for absolute confidentiality, trust and loyalty in and by the
future incumbent . The Commission agreed that the nature of the
position and the nature of the department supports the request.
Commissioner Bantuvanis did, however, express concern as to whether
nepotism would become an issue in filling the position, and asked that
Chief McEwen be advised of the City ' s policy against nepotism .
Commissioner Bantuvanis then made a motion to reclassify the

Administrative Secretary position to that of Confidential Secretary to
the Police Chief , and place it in the Exempt Class pending State
approval. Seconded by Commissioner Perko. Motion carried.
RECLASSIFICATION REQUEST - CITY CLERK' S OFFICE - STENOGRAPHER TO
SENIOR STENOGRAPHER
The Commission reviewed a request from City Clerk Cookie Paolangeli to
reclassify a position of Stenographer to Senior Stenographer. Ms.
Paolangeli ' s request was based on the increased duties that the
incumbent has assumed over the last eighteen months . After
discussion, Commissioner Bantuvanis made a motion to reclassify the
Stenographer position in the City Clerk's Office to that of Senior
Stenographer. Seconded by Commissioner Perko. Motion carried.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion that the Commission go into
Executive Session to review Rosters of Candidates for Examination and
the Establishment of Eligible Lists. Seconded by Commissioner Perko.
When the Commission emerged from Executive Session , they took the
following actions:

below be approved. Seconded by Commissioner Bantuvanis . Motion
carried.

October. Commissioner Perko made a motion to approve the personnel

CHANGE IN MEETING DATE
Commissioner Bantuvanis noted that she would be unable to attend the
regularly scheduled Commission meeting on November 14, 1988, so the
Commission rescheduled the meeting for Monday November 7 , 1988 at 3 : 45
pm.
With no further business, the meeting was adjourned at 4:40 pm.
