Home My WebLink AboutMN-CIV-1988-09-12 287 REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION SEPTEMBER 12 , 1988 Present: Commissioner Bantuvanis , Commissioner Cooper, Commissioner Perko , Valerie Walker (Personnel Associate ) , Robert Simpson (Acting Chief Water Treatment Plant Operator) , William R. Baker (CSEA Administrative Unit Vice-President) . Commissioner Bantuvanis called the meeting to order at 3 : 45 pm. APPROVAL OF MINUTES Commissioner Cooper made a motion that the minutes of both the Regular July meeting and Special July meeting be approved . Seconded by Commissioner Perko. Motion carried. NEW BUSINESS REINSTATEMENT OF HARLIN R. MCEWEN AS CITY OF ITHACA POLICE CHIEF Personnel Associate Walker reported to the Commission that Mayor Gutenberger has selected former Cayuga Heights Police Chief Harlin R. McEwen to fill the vacant Police Chief position. Ms. Walker further reported that the NYS Department of Civil Service has reviewed Mr. McEwen' s prior examination history and has determined that it is sufficient and comparable to that required for the Ithaca Police Chief position. Consequently, the Commission may authorize Mr. McEwen's reinstatement as Ithaca Police Chief , and Mayor Gutenberger has requested that they do so. Commissioner Cooper made a motion that the Commission authorize the reinstatement of Harlin R. McEwen as Police Chief, pursuant to Rule XVIII of the Ithaca Civil Service Rules . Seconded by Commissioner Perko. Motion carried. AMENDMENT OF MINIMUM QUALIFICATIONS - YOUTH DEVELOPMENT PROGRAM SUPERVISOR Personnel Associate Walker reported to the Commission that concern over the educational requirements for the Youth Development Program Supervisor title had emerged when the Youth Bureau tried to fill a recent vacancy. Ms. Walker stated that the current job specification requires a minimum educational requirement of a Bachelor' s Degree, and does not allow for any substitution of related experience for the college degree. Ms . Walker stated that this situation is unique to the Supervisor title, and that all related lower titles allow for experience to be substituted for a college degree. Ms. Walker stated that both the Youth Bureau administration and the Personnel Department support amending the job specification to allow credit for related experience in lieu of education. The Commission discussed the Bachelor' s Degree requirement and whether it could be considered an artificial barrier to the employment and/or promotion of both internal employees and external candidates . The 288 September 12, 1988 meeting - page 2 Commission agreed that the educational requirement could have an unnecessary negative impact on potential candidates. Commissioner Cooper made a motion that the minimum qualifications for . the Youth Development Program Supervisor title be amended to read as follows: A. Graduation from a regionally accredited or NYS registered four- year college or university with a Bachelor's Degree in human or social services, sociology, psychology, education or a closely related field AND one ( 1 ) year of full-time paid experience in working with youth in youth development , character building , delinquency prevention, education or a similar field; OR B. Graduation from a regionally accredited or NYS registered two- year college with an Associate' s Degree in human or social services, sociology, psychology, education or a closely related field AND three ( 3) years of full-time paid experience as defined in (A) ; OR C. Graduation from high school or possession of a high school equivalency diploma AND five ( 5 ) years of full-time paid experience as defined in (A) ; OR D. An equivalent combination of training and experience as defined by the limits of (A) , (B) , and (C) . NOTE : Verifiable part-time and/or volunteer experience may be credited toward the experiential requirement on a pro-rata basis. Seconded by Commissioner Perko. Motion carried. REQUEST FOR ALTERNATE EXAMINATION DATE - ROBERT SIMPSON Acting Chief Water Treatment Plant Operator Robert Simpson addressed the Commission regarding the Chief Water Treatment Plant Operator examination scheduled for October 8, 1988. Mr. Simpson advised the Commission that he has applied to compete in the examination but will be unable to participate in the examination on the scheduled date. Mr. Simpson stated that he has a pre-planned vacation scheduled, and will be leaving the Ithaca Area on Friday October 7 , 1988 and will not be returning until Sunday October 16, 1988. The Commission discussed the Alternate Test Date Policy and advised Mr. Simpson that the normal procedure allows for alternate testing only until the Saturday following the scheduled examination date . The Commission informed Mr. Simpson that, because his request extends beyond that time frame, approval from the NYS Department of Civil Service will have to be obtained. The Commission directed Mr. Simpson to submit his request for an alternate date in writing, so that the Personnel Department can contact the State Civil Service Department to determine whether or not ' his request can be granted. 289 September 12 , 1988 meeting - page 3 CONTINUING BUSINESS Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss Rosters of Candidates for Examinations and the Establishment of Eligible Lists . Seconded by Commissioner Cooper. When the Commission emerged from Executive Session, they took the following actions: APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Cooper made a motion that the Examination Rosters listed below be approved. Seconded by Commissioner Perko. Motion carried. Seconded by Commissioner Cooper . Motion carried. APPROVAL OF PERSONNEL TRANSACTIONS The Commission reviewed the personnel transactions for the months of August and September. CSEA Administrative Unit Vice-President William R. Baker questioned why the promotion of Water Treatment Plant Operator Trainee Brendan Kearns was not listed. Personnel Associate Walker stated that the necessary paperwork for Mr. Kearns' promotion had not yet been processed, but will be submitted by the Department of Public Works within the week and, thus, will appear on next month's listing of personnel transactions. Commissioner Perko made a motion that the personnel transactions listed below be approved. Seconded by Commissioner Cooper.
