Baker ( Personnel Administrator ) , Valerie Walker ( Personnel Associate ) , Michael Campon (CSEA Field Representative ) , William R. Baker (CSEA Administrative Unit Vice-President) , Robert Simpson ( Acting Chief Water Treatment Plant Operator) , John Beau Saul (PBA President ) , William Gray ( City Engineer ) , Charles Manning ( Activities Center Coordinator) . Absent: Commissioner Bantuvanis Commissioner Perko called the meeting to order at 3 :47 pm. APPROVAL OF MINUTES Commissioner Perko made a motion that the minutes of the June meeting be approved. Seconded by Commissioner Cooper. Motion carried. APPOINTMENT OF ACTING CHAIRPERSON Commissioner Perko made a motion that Commissioner Cooper be appointed as Acting Chairperson for the July meeting . Seconded by Commissioner Cooper. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT - YOUTH BUREAU - YOUTH WORKER The Commission discussed the New Position Duties Statement for a new Youth Worker position at the City Youth Bureau. After the Commission reviewed the duties of the position, Commissioner Cooper made a motion to classify the position as Youth Worker. Seconded by Commissioner Perko. Motion carried. EXECUTIVE SESSION - POLICE CHIEF EXAMINATION Commissioner Cooper made a motion to go into Executive Session so that the Commission could discuss the Police Chief Examination with Police Benevolent Association President John Beau Saul . Seconded by Commissioner Perko. Following Executive Session, the Commission took no formal action. RECLASSIFICATION REQUEST - GREATER ITHACA ACTIVITIES CENTER - RECREATION ASSISTANT TO YOUTH DEVELOPMENT PROGRAM LEADER Charles Manning addressed the Commission regarding his request to reclassify a Recreation Assistant position to Youth Development Program Leader. Mr. Manning stated that a vacancy at the Greater 278 July 11 , 1988 - Page 2 Ithaca Activities Center has resulted in a reorganization of programs and staff , and will materially change the duties of the current Recreation Assistant position. After further discussion of the duties of the position, Commissioner Perko made a motion to reclassify the Recreation Assistant position to Youth Development Program Leader. Seconded by Commissioner Cooper. Motion carried. EXAMINATION REQUEST - CHIEF WATER TREATMENT PLANT OPERATOR The Commission heard arguments regarding the type of examination that should be conducted to fill the vacant Chief Water Treatment Plant Operator position. Acting Chief Operator Robert Simpson, CSEA Field Representative Michael Campon and CSEA Administrative Unit Vice- President William R. Baker all spoke in favor of a promotional examination, stating that they believe an adequate promotional field exists , and requesting the Commission to encourage promotional opportunities for qualified City employees. City Engineer William Gray, representing the Department of Public Works Administration, requested that the Commission conduct an open- competitive examination, to maximize the recruitment field available to the City. The Commission reviewed the provisions of Section 51 of the NYS Civil Service Law, which require that a fifteen-day period be provided for employees to respond, in writing, when an open-competitive examination t is requested in lieu of a promotional examination. As the employees i had not had fifteen days to respond to the Department of Public Works' request, Commissioner Cooper made a motion that the issue be tabled until the next Commission meeting , to allow employees to respond . Seconded by Commissioner Perko. Motion carried. CLASSIFICATION OF NEW POSITIONS - POLICE DEPARTMENT Commissioner Cooper made a motion that the newly authorized positions in the Ithaca Police Department be classified as Police Officers . Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENTS - ITHACA HOUSING AUTHORITY The Commission discussed two New Position Duties Statements submitted by the Ithaca Housing Authority. After the Commission reviewed the duties of the positions, Commissioner Perko made a motion that the positions be classified as Director of Resident Services and Tenant Relations Assistant, respectively. Seconded by Commissioner Cooper. Motion carried. EXTENSION OF ASSISTANT FIRE CHIEF ELIGIBLE LIST #74-870 The Commission discussed Fire Chief Olmstead's request to extend the F current Assistant Fire Chief Eligible List #74-870 , in conjunction with the newly-created Assistant Fire Chief Eligible List #77-066 . L _ Personnel Associate Walker advised the Commission that only one candidate appears on the newly-created eligible list, as opposed to 279 July 11 , 1988 - Page 3 the three candidates who appear on the existing eligible list. The candidate who appears on the newly-created eligible list also appears on the existing eligible list. Consequently, extending the existing eligible list would hurt no candidates , and allow promotional opportunities to a greater number of employees . Commissioner Cooper made a motion that Assistant Fire Chief Eligible List #74-870 be extended until the exam results of the 1989 Assistant Fire Chief examination are received. Seconded by Commissioner Perko. Motion carried. RECLASSIFICATION REQUEST - ITHACA CITY SCHOOL DISTRICT - TEACHER AIDE TO TYPIST The Commission reviewed and discussed a request from the Ithaca City School District to reclassify an existing Teacher Aide position to Typist. Commissioner Cooper made a motion to reclassify the position to Typist. Seconded by Commissioner Perko. Motion carried. OLD BUSINESS MINIMUM QUALIFICATIONS - LABORATORY DIRECTOR Personnel Associate Walker presented a letter from Matthew Caruso, Technical Director of the Environmental Laboratory Approval Program of the NYS Department of Health , which outlined the certification requirements for the Laboratory Director of the Ithaca Area Wastewater Treatment Plant. Ms . Walker further stated that she had spoken with the ELAP Program Administrator, Margaret Prevost, who advised her that the college requirements for the position ( two years of college education, including sixteen ( 16 ) credit hours in chemistry and four ( 4 ) credit hours in general microbiology) cannot be waived as long as the IAWWTP continues to perform Total Phosphorus Testing. The Commission reviewed the existing job specification for the position and noted that the current qualifications do not address the chemistry coursework. Commissioner Cooper made a motion that the minimum qualifications be amended to include a requirement of sixteen ( 16 ) credit hours in chemistry, in addition to the two years of college and four ( 4 ) credit hours in microbiology . Seconded by Commissioner Perko. Motion carried. Commissioner Cooper also requested that the reasons for the college requirements be noted in the minutes, so that if the Ithaca Wastewater Treatment Plant ever ceases Total Phosphorus testing , the qualifications can be amended to allow for the substitution of an operator's certificate for the college education. CONTINUING BUSINESS ESTABLISHMENT OF ELIGIBLE LISTS The Commission reviewed and discussed the eligible lists listed below. Commissioner Cooper made a motion to approve the establishment of the eligible lists for a one year period. Seconded by Commissioner Perko . 280 July 11 , 1988 - Page 4 Motion carried. .
