REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
JUNE 13 , 1988

Commissioner Bantuvanis called the meeting to order at 3:50 pm.
APPROVAL OF MINUTES
Commissioner Perko made a motion that the minutes of the May meeting
be approved. Seconded by Commissioner Bantuvanis. Motion Carried.
NEW BUSINESS
RECLASSIFICATION OF RECREATION ASSISTANT TO EDUCATIONAL INSTRUCTOR -
GREATER ITHACA ACTIVITIES CENTER
Activities Center Coordinator Charles Manning addressed the
Commission regarding his request to reclassify a position of
Recreation Assistant to Educational Instructor. Mr. Manning stated
that the position would be used to strengthen the educational
program at GIAC, particularly in the areas of after-school tutoring
and multi-cultural education. After further review of the duties of
the position by the Commission, Commissioner Perko made a motion to
reclassify the Recreation Assistant position to Educational
Instructor. Seconded by Commissioner Bantuvanis. Motion carried.
RECLASSIFICATION OF OFFICE MANAGER TO FISCAL MANAGER - DEPARTMENT OF
PUBLIC WORKS
The Commission discussed the Department of Public Works' request to
reclass the position of Office Manager to that of Fiscal Manager.
Personnel Administrator Baker stated that the reclassification
recommendation was based on the gradual growth of the position over
the years. Mr. Baker further stated that the Fiscal Manager job
specification more accurately describes the responsibilities of the
position than the current Office Manager job specification .
After further review of the duties of the position by the
Commission, Commissioner Perko made a motion that the Office Manager
position in the Department of Public Works be reclassified as Fiscal
Manager. Seconded by Commissioner Bantuvanis. Motion carried.
RECLASSIFICATION REQUEST -ITHACA CITY SCHOOL DISTRICT - TEACHER AIDE
TO TYPIST
The Commission reviewed and discussed a request from the Ithaca City
School District to reclassify a Teacher Aide position at the Ithaca

High School to that of Typist. After reviewing the duties of the
position, Commissioner Bantuvanis made a motion that the Teacher
Aide position be reclassified to Typist. Seconded by Commissioner
Cooper. Motion carried. r-.
OLD BUSINESS
REVISION OF MINIMUM QUALIFICATIONS: PARK RANGER
The Commission discussed the current minimum qualifications for the
Park Ranger position, and compared them with those of the position
of Gorge Ranger. After discussing the similarity of the two
positions , with respect to duties and responsibilities , the
Commission determined that the minimum qualifications should be
comparable as well . Commissioner Perko made a motion to amend the
minimum qualifications of the Park Ranger position to reflect those
assigned to the Gorge Ranger position. Seconded by Commissioner
Cooper. Motion carried.
REINSTATEMENT OF BRIAN WILBUR AS DEPUTY FIRE CHIEF
Personnel Associate Walker reported that the NYS Civil Service
Commission approved the City of Ithaca's amendment to Ithaca Civil
Service Rule XVIII - Reinstatement, which allows the Commission to
authorize the reinstatement of an individual to any vacant position
for which he/she would have been eligible for transfer, provided
that the reinstatement occurs within three years of the date the
individual resigned from his/her former position, and further
provided that the individual ' s prior examination history is
deemed sufficient and comparable for the position to which
reinstatement is being sought.
Ms. Walker further reported that the NYS Department of Civil Service
has confirmed that Mr. Wilbur's prior examination history, as Fire
Chief of the City of Cortland, is sufficient and comparable to that
required for the Ithaca Deputy Fire Chief position, and thus the
Commission may authorize Mr. Wilbur's reinstatement as Deputy Fire
Chief if they feel it is in the best interest of the public service
to do so.
Mr. Walker also stated that Fire Chief Olmstead supports the
reinstatement of Mr. Wilbur, without further examination, and has
requested that the Commission authorize Mr. Wilbur's reinstatement.
Commissioner Cooper made a motion that the Commission authorise the
reinstatement of Brian H. Wilbur as Deputy Fire Chief, pursuant to
Rule XVIII of the Ithaca Civil Service Rules . Seconded by
Commissioner Perko. Motion carried.
MINIMUM QUALIFICATIONS FOR LABORATORY DIRECTOR - ITHACA WASTEWATER
TREATMENT PLANT
The Commission discussed a letter that was received from CSEA
Administrative Unit Vice-President William R. Baker regarding the
minimum qualifications for the Laboratory Director, and invited Mr.
Baker to address the Commission regarding his concerns. Mr. Baker

stated that he felt the college education requirements for the
Laboratory Director position were unnecessary, and beyond those
required by the NYS Department of Health for certification. Mr.
"-`Baker stated that in his interpretation of the Department of Health
regulations , certification as a treatment plant operator is
sufficient experience to allow for certification as a Laboratory
Director, and college level education should not be required. The
Commission requested the Personnel Department to research the
regulations further, and report back to the Commission at their next
meeting.
CONTINUING BUSINESS
EXECUTIVE SESSION
Commissioner Cooper made a motion that the Commission go into
Executive Session to discuss Candidate Rosters for Examination and
Eligible Lists. Seconded by Commissioner Perko. Motion carried.
Following executive session, the Commission acted as follows:

ADDITIONAL BUSINESS
The Commission discussed the status of the Police Chief examination
results, and the anticipated receipt of the examination scores .
Personnel Associate Walker stated that the Personnel Department
anticipates receiving the marks within a month.
The Commission then discussed comments that were recently made by
Police Benevolent Association President John Beau Saul in the Ithaca
Journal, regarding the manner in which the civil service examination
process for the vacant Police Chief position has been handled. The
Commission requested that the Personnel Department contact Officer
Saul and invite him to address the Commission to express his
concerns about the Commission ' s actions , and to receive an
explanation and clarification of those actions.
Commissioner Perko made a motion to adjourn the meeting at 5:02 pm.
Seconded by Commissioner Cooper. Motion carried.
