REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
MAY 9 , 1988

Commissioner Bantuvanis called the meeting to order• at 3 : 50 pm.
APPROVAL OF MINUTES
Commissioner Cooper made a motion that the minutes of the April
meeting be approved. Seconded by Commissioner Perko . Motion
carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENT - POLICE DEPARTMENT - POLICE
DISPATCHERS ( 3 )
The Commission reviewed and discussed the New Position Duties
Statement submitted by Acting Police Chief Walter Pagliaro for three
new positions of Police Dispatcher . Commissioner Cooper made a
motion that the three positions be classified as Police Dispatcher .
Seconded by Commissioner Perko. Motion carried.
REVISION OF MINIMUM QUALIFICATIONS - ADMINISTRATIVE SECRETARY
Personnel Associate Walker reported to the Commission that the City
is experiencing serious recruitment difficulties in attempting to
fill a vacant position of Administrative Secretary in the Department
of Public Works . Currently, the minimum qualifications for the
position require actual on-the-job stenographic experience , in
addition to requiring possession of the stenographic skill . Several
of the applicants for the position possess stenographic skills, but
few have actual experience in using it and, consequently, cannot be
considered for the position.
Commissioner Cooper stated that she supported broadening the
qualifications to provide employment opportunities for more
candidates, and a larger recruitment field. Personnel Associate
Walker stated that Rich Ciprioni of the NYS Department of Civil
Service has recommended that the Commission eliminate the
specialized experiential requirement, and simply require the ability
to take and transcribe dictation at an acceptable rate of speed.
Ms . Walker stated that Mr. Ciprioni had also advised her that the
Commission may need to waive the stenographic requirement completely
at some point in the future, due to the continual decline in the
number of candidates who possess the skill .

Commissioner Perko made a motion that the requirement for
stenographic experience be deleted and replaced with a requirement
for general secretarial experience, and that a special requirement
of the ability to take and transcribe dictation at an acceptable
rate of speed be added. Seconded by Commissioner Cooper. Motion
carried.
REVISION OF MINIMUM QUALIFICATIONS - PARK RANGER
The Commission discussed the current minimum qualifications for the
Park Ranger position. Commissioner Cooper questioned the need for
such specialized qualifications for a seasonal position .
Commissioner Bantuvanis made a motion that the issue be tabled ,
pending more information on the history of the establishment of the
current qualifications. Seconded by Commissioner Cooper. Motion
carried.
ESTABLISHMENT OF ELIGIBLE LISTS
The Commission reviewed the following eligible lists and approved
their establishment as listed:
Civil Engineer #69-932 ( 2 years ) - Motion by Commissioner
Cooper; seconded by Commissioner Perko.
Engineering Technician #61 -083 ( 2 years ) - Motion by
Commissioner Cooper; seconded by Commissioner Perko. s
Senior Engineering Aide #61- 150 ( 2 years ) - Motion by
Commissioner Perko; seconded by Commissioner Cooper.
EXTENSION OF ELIGIBLE LISTS
The Commission reviewed the following eligible lists and approved
their extension as follows:
Assistant Civil Engineer #68-176 ( 1 year) - Motion by
Commissioner Cooper; seconded by Commissioner Perko.
City Engineer # 67-495 ( 1 year ) - Motion by Commissioner
Cooper; seconded by Commissioner Perko.
Junior Engineer #67-175 ( 1 year ) - Motion by Commissioner
Cooper; seconded by Commissioner Perko.
Planner II #67-115 ( 1 year) - Motion by Commissioner Cooper;
seconded by Commissioner Perko.
Police Officer #62-930 ( 1 year) - Motion by Commissioner Perko;
seconded by Commissioner Cooper.
School Bus Dispatcher #68-374 ( 1 year) - Motion by Commissioner
Cooper; seconded by Commissioner Perko.
School Bus Route Coordinator #68-706 ( 1 year ) - Motion by
Commissioner Cooper; seconded by Commissioner Perko.
Commissioner Cooper recommended that, when notified of the extension
of the current eligible list, the candidates on the Police Officer
eligible list also be notified that a new examination will be given
in December , and that they will need to reapply for the new
examination , if they wish their eligibility to continue .

Commissioner Perko made a motion supporting Commissioner Cooper' s
recommendation. Seconded by Commissioner Cooper. Motion carried.
OLD BUSINESS
REVISION OF MINIMUM QUALIFICATIONS - LABORATORY DIRECTOR
Personnel Associate Walker reported that she had contacted Matt
Caruso of the NYS Department of Health regarding the possibility of
revising the minimum qualifications for the Laboratory Director
position, to allow for a substitution of experience for the required
college education. Ms . Walker stated that Mr. Caruso responded that
the college educational requirements could not be waived, unless the
Wastewater Treatment Plant stopped performing microbiological
testing. Ms . Walker stated that the Department of Public Works does
not intend to contract out the microbiological testing and ,
consequently, the academic requirements cannot be eliminated. No
action was taken by the Commission.
REVISION OF MINIMUM QUALIFICATIONS - GORGE RANGER
Personnel Administrator Baker stated that the current qualifications
for the Gorge Ranger position have caused recruitment difficulties .
The Commission questioned the need for such specialized
qualifications for the position. Commissioner Perko explained the
history of the qualifications to the other Commissioners.
After further discussion, and comparison of the Gorge Ranger
qualifications with those of the Park Ranger , Commissioner
Bantuvanis made a motion that the qualifications for the Gorge
Ranger position be amended to read as follows:
a. Graduation from a regionally accredited or NYS registered
college or university with a Bachelor's Degree AND one year of
experience involving either security or law enforcement or the
supervision of recreational activities; OR
b. Graduation from a regionally accredited or NYS registered two-
year college with an Associate ' s Degree AND two years of
experience as defined in (a) ; OR
c. Graduation from high school or possession of a high school
equivalency diploma AND four years of experience as defined in
(a) .
Seconded by Commissioner Cooper. Motion carried.
