Baker ( Executive Secretary ) , Valerie Walker (Personnel Associate) , Joseph Spano (City Controller) , William R . Baker ( Vice-President of CSEA Administrative Unit) , David Livingstone (President of CSEA DPW Unit) , Eric Datz (Affirmative Action Advisory Committee ) , Jean McPheeters ( Affirmative Action Advisory Committee) , Denise Malone (Sr. Steno) Absent: Commissioner Perko Commissioner Bantuvanis called the meeting to order at 3 : 52 p.m. APPROVAL OF MINUTES Commissioner Bantuvanis moved that the minutes of the March meeting be accepted. CSEA Administrative Vice-President Baker stated that Arthur Santora' s title should be changed from Senior Engineering Aide to Engineering Technician . Commissioner Bantuvanis moved that the minutes of the March meeting be accepted as amended. Seconded by Commissioner Cooper. Motion carried. OLD BUSINESS AFFIRMATIVE ACTION COMMITTEE: SHARING OF APPLICATIONS Eric Datz and Jean McPheeters, of the Affirmative Action Advisory Committee, were present to address the Commission regarding the sharing of City job applications with Tompkins County . The Affirmative Action Advisory Committee supports placing an insert in the application that would give the City the right to pass on applications to Tompkins County, should the applicant request that it be done . Tompkins County would also send their applications to the City. If approved, this would go into effect as soon as an acceptable form can be designed. Commissioner Cooper moved to accept the sharing of applications with Tompkins County. Seconded by Commissioner Bantuvanis . Motion carried. NEW BUSINESS RECLASSIFICATION REQUEST: FINANCE DEPARTMENT City Controller Spano addressed the Commission regarding the reclassification of the Senior Account Clerk position in the Payroll Department to Principal Account Clerk. Mr. Spano stated that the position has assumed additional responsibilities since the City began processing the payroll in-house . 261 Commissioner Bantuvanis moved that the position of Senior Account Clerk in the Finance Department be reclassified to Principal Account Clerk . Seconded by Commissioner Cooper . Motion carried. POSITION SPECIFICATION: LABORATORY DIRECTOR ( ITHACA WASTEWATER TREATMENT PLANT) The Commission reviewed the proposed job specification for adoption at the Wastewater Treatment Plant. CSEA Vice-President William Baker requested that an additional section be added to the minimum qualifications to allow experience to be substituted for college education. Personnel Associate Valerie Walker stated that the qualifications were derived from the New York State Department of Health' s requirements for certification of the position , but that she would contact the New York State Department of Health to determine whether such a waiver was possible. The Commission requested that Ms . Walker do so. Commissioner Bantuvanis moved to adopt the job specification for Laboratory Director ( Ithaca Wastewater Treatment Plant ) as presented, with the possibility of revision pending the New York State Department of Health's response. Seconded by Commissioner Cooper. Motion carried. REVISION OF MINIMUM QUALIFICATIONS : MOTOR EQUIPMENT OPERATOR, TRUCK DRIVER, AND MAINTAINER The Commission discussed a request from Superintendent of Public Works Jack Dougherty to require a Class III Driver' s License for the positions of Truck Driver and Maintainer , and a Class I Driver' s License for the position of Motor Equipment Operator. DPW Unit President David Livingstone and Administrative Unit Vice-President William Baker expressed concern that these requirements would affect the employees now in the positions . The Commission advised Mr. Livingstone and Mr. Baker that the new requirements would apply only to newcomers, and that all current employees would be protected in their positions . Commissioner Bantuvanis moved to adopt the proposed Driver ' s License requirements for the positions of Motor Equipment Operator, Truck Driver, and Maintainer. Seconded by Commissioner Cooper. Motion carried. REVISION OF MINIMUM QUALIFICATIONS : GORGE RANGER Executive Secretary Baker asked that this item be tabled and discussed at the next meeting . Commissioner Bantuvanis moved to table this issue pending additional information. Seconded by Commissioner Cooper. Motion carried. 262 AGE REQUIREMENTS : FIREFIGHTER Discussions were held as to the appropriate maximum age requirement for the position of firefighter. Personnel Associate Walker stated that the current age requirement is 32 , and that T' Fire Chief Olmstead supports raising the maximum age to 35 . Commissioner Bantuvanis asked whether there are any state regulations governing maximum age requirements for firefighters . Personnel Associate Walker stated that there are not . Commissioner Cooper expressed concern that a maximum age requirement could be considered discriminatory. After further discussion, Commissioner Cooper made a motion to eliminate the maximum age requirement for the Firefighter positions . Seconded by Commissioner Bantuvanis . Motion carried. Personnel Associate Walker stated that the Police Officer involved would not meet the three-year requirement by the examination date, but would meet it prior to the anticipated receipt of the examination marks. The Commission discussed the ramifications of allowing such a grace period and decided that it would not be in the best interest of the service to allow it. EXECUTIVE SESSION Executive Secretary Baker requested that the Commission go into Executive Session to discuss possible litigation related to examination security. Commissioner Cooper made a motion to go into Executive Session. Seconded by Commissioner Bantuvanis . When the Commission adjourned from Executive Session, no action was taken. Commissioner Cooper moved to adjourn the meeting at 5 : 07 p.m. Seconded by Commissioner Bantuvanis .
