Commissioner Bantuvanis called the meeting to order at 3:49 p.m.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Bantuvanis moved that the minutes of the January 1988 meeting be
approved. Seconded by Commissioner Perko. Motion carried.
NEW POSITION DUTIES STATEMENT AND JOB SPECIFICATION: CONFIDENTIAL SECRETARY TO
THE CITY ATTORNEY
Personnel Administrator Baker distributed a letter from Ralph Nash (City Attorney)
requesting that the position of Confidential Secretary to the City Attorney be
allocated to the Exempt Class, in view of the confidential and sensitive matters
that the position will deal with. Discussion was held as to the advantages and
disadvantages of placing the position in the Exempt Class. Commissioner Bantuvanis
moved that the Job Specification for the Confidential Secretary to the City
Attorney be approved and placed in the Exempt Class. Commissioner Perko seconded.
Motion carried.
"EW POSITION DUTIES STATEMENT AND JOB SPECIFICATION: OCCUPATIONAL THERAPY
;SISTANT
the Commission reviewed and discussed the New Position Duties Statement and
proposed job specification for an Occupational Therapy Assistant at the Ithaca
City School District. Commissioner Bantuvanis moved that the new position be
classified as Occupational Therapy Assistant and that the job specification be
adopted and assigned to the competitive class. Seconded by Commissioner Perko.
Motion carried.
AMENDMENT OF MINIMUM QUALIFICATIONS FOR PLUMBING INSPECTOR
Personnel Administrator Baker distributed a letter from the Superintendent of
Public Works requesting that the minimum qualifications for the position of
Plumbing Inspector be amended to alleviate recruitment difficulties that the
Department is experiencing. Commissioner Perko moved that the minimum qualifica-
tions for Plumbing Inspector be amended to read as follows:
"Graduation from high school or possession of a high school equivalency diploma
including one (1) year of mechanical drawing or drafting, and ten (10) years
of experience as a journeyman plumber.
Special Requirement: Applicants must obtain a master plumber's license and
certification from the New York State Department of Health as a back flow
prevention tester within one (1) year of appointment."

DISCUSSION OF POLICE CHIEF EXAMINATION
Personnel Administrator stated that Mayor Gutenberger had indicated that he would
like to discuss this agenda item with the Commission. Personnel Administrator
Baker suggest that this topic be held until the mayor arrived. No objections.
Motion carried.

Commissioner Bantuvanis moved that the following rosters of candidates for exami-
nations be approved: Administrative Assistant, No. 61-709; Administrative
Secretary, No. 68-394. Seconded by Commissioner Perko.
The Commission then reviewed the Rosters and voted. Motion carried.
ESTABLISHMENT OF ELIGIBLE LISTS
Commissioner Perko moved to establish the following lists for a two (2) year
period: Firefighter, No. 68-689; Clerk, No. 1988-1. Seconded by Commissioner
Bantuvanis.
The Commission reviewed the eligible lists and voted. Motion carried.
POLICE CHIEF EXAMINATION - NO. 62-173
Mayor Gutenberger addressed the Commission regarding the Police Chief examination
(#62-173) that has been scheduled for March 19, 1988. Mayor Gutenberger expressed
concern as to the appropriateness of a written examination for the position and
requested that the Commission reconsider the decision to offer a written examina-
tion.
Mayor Gutenberger stated that an extensive recruitment and selection process had
been conducted in the Fall of 1987, with community-wide involvement in the selection
of the new Police Chief. The selection and interview process had relied heavily on
the oral format, which was found to be most effective in evaluating many of the
essential criteria used during the selection process.
Mayor Gutenberger stated that by now ignoring the oral format, and replacing it
with a written examination, the City was in effect negating the entire recruitment
process that had occurred. Mayor Gutenberger reqeusted that the Commission con-
sider cancelling the written examination and replacing it with an oral examination.
The Commission discussed the Mayor's request, and reviewed the procedures for
accomplishing it.
Commissioner Bantuvanis moved that the written examination for Police Chief be
cancelled, and that all applicants be notified of such, with their applications
being retained for consideration for the oral examination. Seconded by Commissioner
Perko. Motion carried.
Commissioner Bantuvanis then moved that the Office of Personnel/Civil Service be
directed to begin the process of developing an oral examination, by obtaining
the names of consultants qualified to do so. Seconded by Commissioner Perko.
Motion carried.
EXTENSION OF ELIGIBLE LIST - PRINCIPAL CLERK (NCP) - NO. 71-869
Commissioner Perko moved that the Principal Clerk Eligible List #71-869 be ex-
tended for one (1) year. Seconded by Commissioner Bantuvanis. The Commission
then reviewed the Eligible List and voted. Motion carried.
NEW POSITION DUTIES STATEMENT - SENIOR ACCOUNT CLERK/TYPIST - YOUTH BUREAU
The Commission reviewed and discussed the New Position Duties Statement for a new
Sr. Account Clerk/Typist position at the Youth Bureau. Commissioner Bantuvanis
movea that the position be classified as Sr. Account Clerk/Typist. Seconded by

Commissioner Bantuvanis lifted this issue from the table and then moved that it
be retabled. Pending a response from New York State Department of Civil Service.
Seconded by Commissioner Perko.
ENGINEERING TECHNICIAN RECLASSIFICATIONS - ADOPTION OF ENGINEERING TECHNICIAN
(WATER & SEWER) JOB SPECIFICATION
?ersonnel Administrator Baker stated that the Budget and Administration Committee
iad tabled the issue of the Engineering Technician reclassifications until their
next meeting, and had reqeusted that the Commissioners attend the February 25,
1988 meeting to discuss their reclassification actions with the Budget and Ad-
ninistration Committee.
:SEA Vice-President Baker stated that the Commission has already properly classified
the positions as Engineering Technicians. Mr. Baker stated that the Board of Public
corks and Budget and Administration Committee' s actions were simply delaying the
process and postponing the reclassifications and subsequent salary increases. Mr.
Baker also questioned whether Personnel Administrator Baker had propoerly presented
Commission's actions to the Budget and Administration Committee.
? onnel Administrator Baker stated that he had advised the Budget and Administra-
:ion Committee of their two (2) options: (1) to reclassify the positions to En-
3ineering Technician as recommended by the Commission; or (2) to restructure the
positions to reflect Senior Engineering Aide duties and request the Commission to
reclassify the positions back to the Senior Engineering Aide title. Mr. Baker
>tated that the Depart. of Public Works and Board of Public Works do not feel that
hey need six (6) Engineering Technicians organizationally.

eve always done, and questioned why the Department suddenly does not need them

the Commission stated that they will attend the February Budget and Administration
Committee meeting and requested that Rich Ciprioni be contacted and asked to attend
as well.
the Commission then discussed the job specification for Engineering Technician
(Water & Sewer). Personnel Administrator Baker stated that the City Engineer,
Bill Gray, has requested that the proposed job specification be tabled until the
entire Engineering Technician issue has been resolved. CSEA Vice-President Baker
objected to tabling the job specification, stating that the Commission resolved
the Engineering Technician issue when they reclassified all the positions as
F veering Technicians.
)iscussion was held concerning the need for a separate title, and the examination
scope for the new title. Commissioner Bantuvanis moved that the Engineering
Technician (Water and Sewer) job specification be adopted, and that Engineering
Technician Peter Jager's position be reclassified to Engineering Technician

STATUS
Resolution B - Resolution confirming the permanent status of certain employees.
Commissioner Bantuvanis moved:
WHEREAS, the City of Ithaca Civil Service Commission has adopted a new position
classification of Engineering Technician (Water and Sewer) ; and
WHEREAS, the adoption of this class title has resulted in a change in classification
of certain employees; and
WHEREAS, the Commission desires to confirm the permanent status of certain incum-
bents of positions who have been permanently appointed to and employed in their
positions in accordance with Civil Service Law and Rules or who are entitled under
court decisions to permanent status in the title and jurisdictional classes to
which their positions have been allocated without further examination;
NOW, THEREFORE, BE IT RESOLVED: That the Commission hereby confirms the permanent
status of the incumbents named on the following list in the titles and jurisdictional
class to which their positions have been allocated, without further examination.
