REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION

Present: Commissioner Cooper, Commissioner Perko, Commissioner Bantuvanis,
W. Baker (Personnel Administrator), V. Walker (Personnel Associate),
B. Page (Police Chief), E. Olmstead (Fire Chief), B. Wilbur (Deputy
Fire Chief), D. Malone (Sr. Steno)
Commissioner Cooper called the meeting to order at 3:50 p.m.
Commissioners Cooper and Bantuvanis welcomed the new Commissioner, John Perko.
NEW BUSINESS
APPROVAL OF MINUTES -
Commissioner Bantuvanis moved that the minutes of the December 1987 meeting be
approved. Seconded by Commissioner Perko. Motion carried.
POSITION SPECIFICATION: ENGINEERING TECHNICIAN - WATER &• SEWER
Personnel Administrator Baker stated that Jack Dougherty, Supt. of Public Works,
did not receive a copy of the position • specification. Personnel Administrator
Baker suggested the Committee table this until Jack Dougherty has had a chance to
obtain a copy and review it. Commissioner Cooper moved to table this until Jack
Dougherty has had an opportunity to review the position specification. No
objections. Motion carried.
APPROVAL OF ROSTERS OF CANDIDATES FOR THE FOLLOWING EXAMINATIONS.
Commissioner Cooper moved that the following rosters of candidates for examinations
be approved: Clerk, No. 1988-1; Engineering Technician, No. 61-083; Recreation
Specialist, No. 61-502; Senior Engineering Aide, No. 61-150. Seconded by Commissioner
Perko.
The Commission then reviewed the Rosters and voted. Motion carried.
ELIGIBLE LISTS
Commissioner Bantuvanis moved to extend eligible list for Sr. Clerk, No. 65-294
for one (1) year. Seconded by Commissioner Perko.
Commissioner Cooper moved to extend eligible list for Police Captain, No. 71-606
for one (1) year. Seconded by Commissioner Bantuvanis.
The Commission reviewed the eligible lists and voted. Motion carried.
RECLASSIFICATION OF POSITION - DPW
Commissioner Cooper moved to reclassify the Account Clerk Typist position in the
DPW (Wastewater Plant) to Account Clerk Stenographer. Seconded by Commissioner
Perko.
The Commission discussed the change and voted. Motion carried.

OLD BUSINESS
MINIMUM QUALIFICATIONS FOR DEPUTY POLICE CHIEF
Commissioner Cooper asked Police Chief Page to address the Commission on his concerns
with the minimum qualifications for this position. Chief Page states that the
minimum qualificationsare lacking. It leaves out seven (7) Police Sergeants. Since
the job specification is being distinctive, it should mention Sergeants. We should
strike out "must be employed by the Ithaca City Police Department" and should allow
ten (10) years as minimum to be able to apply for the position.
Police Chief Page says he was given the latitude to be able to go outside the de-
partment to do a state wide search by Common Council. But according to the job
specification he is limited to the Ithaca Police Department.
Police Chief Page would like to disqualify this exam and be given the authority to
appoint provisionally. There is no existing eligible list. Police Chief Page
wants to withdraw whats out and notify those who already have applied. _
Commissioner Cooper moved to accept cancellation of promotional exam for Deputy
Police Chief. Seconded by Commissioner Bantuvanis.
Commissioner Cooper moved to lift from table the minimum qualifications for the
Deputy Police Chief to be reviewed. Commissioner Cooper tabled it again so the
Commission can get input from Police Chief Page.
The Commission discussed the above and voted. Motion carried.
AMENDMENT OF QUALIFICATIONS — FIRE LIEUTENANT EXAMINATION
Fire Chief Olmstead requested that the service requirement to sit for the promotional.
Fire Lieutenant examination be reduced from the five year requirement that has been
announced. In previous years, candidates with less than five years experience have
been allowed to take the examination, although the candidates must meet the five year
requirement in order to be appointed as Fire Lieutenants.
Commissioner Cooper moved that the qualifications for the promotional Fire Lieutenant
examination be amended as follows:
To take the examination: One (1) year of permanent competitive class status
as a firefighter.
For appointment: Five (5) years of permanent competitive class status as a
firefighter.
Seconded by Commissioner Perko. The Commission voted and unanimously approved the
amended qualifications.
REINSTATEMENT OF BRIAN WILBUR AS DEPUTY FIRE CHIEF
Commissioner Cooper lifted the issue of Mr. Wilbur's reinstatement to the position
of Deputy Fire Chief from the table, and moved that the issue be retabled pending a
determination from the New York State Department of Civil Service as to Mr. Wilbur's
eligiblity for reinstatement.
The Commission directed the Personnel Department to send the necessary documentation
to the NYS Department of Civil Service to resolve the issue. The Commission, Fire
Chief Olmstead and Deputy Fire Chief Wilbur agreed that it would be in the best
a
interest of all parties to hold the Deputy Fire Chief examination in March as
scheduled, in the event a position determination is not received from Municipal
Service Division.
Motion seconded by Commisisoner Perko. The Commission voted. Motion carried.
PERSONNEL ASSOCIATE JOB SPECIFICATION
Commissioner Cooper lifted the Personnel Associate job specification from the table.
Discussion ensued as to the specific duties of the position. Personnel Administrator
Baker stated that the original job specification submitted on September 4, 1987 most
accurately reflects the duties of the position.
Commissioner Bantuvanis moved that the Personnel Associate job specification submitted
on September 4, 1987 be adopted and that the examination for the position be ordered.
Seconded by Commissioner Cooper. Motion carried.

APPOINTMENT OF EXECUTIVE SECRETARY
Discussion took place as to whether the Executive Secretary is required to be a
City resident. According to the NYS Department of Civil Service, the Executive
Secretary is not a Public Officer and, therefore, City residency is not required.
Commissioner Bantuvanis moved that the Personnel Administrator be appointed as
Executive Secretary to the Civil Service Commission. The motion was seconded by
Commissioner Cooper and approved unanimously by the Commission.

ENGINEERING TECHNICIAN RECLASSIFICATION
Discussion was held as to the status of the Engineering Technician reclassifications.
Personnel Administrator Baker stated that the next step would be for Common Council
to amend the Personnel Roster of the Department of Public Works, to effectuate the
change. The Commission directed Personnel Administrator Baker to write a letter to
the Board of Public Works and Common Council on their behalf, stating the Commission's
opinion and actions on the issue. Commissioner Cooper stated that the Commission's
decision was a difficult one, but that the Commission believes they acted in the best
interest of the service.
Commissioner Cooper moved to adjourn the meeting at 5:57 p.m. Seconded by Commissioner
Perko and approved unanimously.
