He then moved that the Commission is in favor of option one leaving the operations separate. Seconded by Commissioner Bantuvanis. The Commission then voted. Motion carried. Commissioners Martin and Bantuvanis welcomed Commissioner Cooper to the Commission replacing Commissioner Schickel . Chairman Martin called the meeting to order at 3:50 P.M. NEW BUSINESS APPROVAL OF MIMUTES Chairman Martin moved that the Minutes of the Regular and Special meetings in May be approved as corrected. Seconded by Commissioner Bantuvanis. Motion carried unanimously. DPW RECLASSIFICATION SURVEY - FINAL REPORT Executive Secretary Pezdek asked the Commissioners to make the following corrections and additions to the Final Report on the DPW Re-Classification Survey Report. In the Allocation lists on page 2 delete L. Predmore, she resigned the position is vacant; on page 4 for M. Vallely and J. Coggin add the word trainee after their proposed class titles because they must finish the one year probationary period before becoming operators; page 8 Add J. Bordoni to the Buildings Systems Section as follows J. Bordoni Laborer Labor Parking Lot Attendant Labor, he is a new hire since the report was typed, and P. Dempsen to Transit on page 13 as 157 •follows : J. Dempsey, Bus Driver, Non-Competitive, Bus Driver, Non-Competitive, he also is a new hire since the report was typed. Commissioner Bantuvanis moved that the Final Report on the DPW Re-Classification Survey be adopted.. Seconded by Commissioner Martin. The Commission then voted. Motion carried unanimously. WHEREAS, The City of Ithaca Civil Service Commission has , with the Assistance of the Municipal Service Division of the New York State Department of Civil Service, conducted a classification survey of positions in the City of Ithaca Department of Public Works; and WHEREAS, The Commission has adopted the resulting classification plan including allocation lists; and WHEREAS, The Commission desires to confirm the permanent status of certain incumbents of positions who have been permanently appointed to and employed in their positions in accordance with Civil Service Law and Rules or who are entitled under court decisions to permanent status in the title and jurisdictional classes to which their positions have been allocated without further examination; NOW THEREFORE, BE IS RESOLVED: That the Commission hereby confirms the permanent status of the incumbents named on the attached lists in the titles and jurisdictional (_`: classes to which their positions have been allocated, without further examination. WHEREAS, The City of Ithaca Civil Service Commission has , with the assistance of the Municipal Service Division of the New York. RESOLUTION TO HOLD A PUBLIC HEARING ON CHANGING THE RULES Chairman Martin moved that the City of Ithaca Civil Service Commission hold a public hearing on July 13, 1987 to amend its Rules to remove from Appendix B to Rule IV, Non-Competitive Class the following positions , Dog Warden, Drafter, Garage Attendants, Nutrition Program Supervisor, and Senior Drafter because they are no longer used and to add to the same appendix the following positions Tree Trimmer, Working Supervisor-Bridges, Working Supervisor-Sanitation. In addition, Appendix C to Rule V Labor Class is to be amended by removing the position of Sanitation Men because this title is no longer used and to add the following titles to this Appendix: Parking Lot Attendants and Senior Laborers. CLERK - SCHOOL DISTRICT Chairman Martin presented to the Commission a New Position Duties Statement for a Senior Clerk Position at the Ithaca City School District and moved that it be approved, afid-placedOnr-the'iCompetitive :Class% . Seconded by Commissioner Bantuvanis. The Commission reviewed the statement and the accompanying documents. Following the review Chairman Martin asked Commissioner Bantuvanis if she would withdraw her second to the motion so he could present a new motion. She consented. Chairman Martin then moved that the New Position Duties Statement for a Senior Clerk position at the Ithaca City School District be approved with the stipulation that the Civil Service position specification was the ruling one and not the one presented with the New Position Duties Statement from the School District, and that the position be placed in the Competitive Class. Motion carried unanimously JOB CLASSIFICATION QUESTIONNAIRE AND NEW POSITION DUTIES STATEMENT - ADMINISTRATIVE SECRETARY - FIRE DEPARTMENT Commissioner Bantuvanis presented to the Commission a Job Classification Questionnaire and a New Position Duties Statement for Administrative Secretary and moved that it be approved and placed in the Competitive Class. Seconded by Commissioner Cooper. Commissioner Bantuvanis asked Fire Chief Olmstead to address the Commission on his request. The Fire Chief gave the background of the request. ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Bantuvanis moved that the following eligible lists be established effective June 8, 1987 and that they be in existence for one year unless exhausted sooner: Recreation Leader, No. 67-399; Stenographer, No. 1987-3 and Account Clerk-Typist, No. 1987-4. OLD BUSINESS Commissioner Bantuvanis asked if the Personnel/Civil Service consolidation needed any action at this time, in view of the Minutes of the Charter and Ordinance Committee, stating that a meeting was wanted. Executive Secretary Pezdek explained that the Minutes arrived after the letter from Chairman Martin was sent to the Chair of Charter and Ordinance, and that he was not sure if the meeting was still wanted by Charter & Ordinance. He also stated that the agenda for Charter & Ordinance would be out this week and that the City Clerk's Office would send appropriate notices. ANNOUNCEMENTS AND INFORMATIONAL ITEMS 1. The November 1987 examination series has been announced to appointing authorities. 2. Letter to the Center for Women in Government. 3. Explination of Mr. Martin Dean working full time with a substitute appointment at the School District. Explination is that the district averages 1.7+ absences per day. 4.
