SPECIAL MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
May 27, 1987
Present: Elizabeth Corrican, Co-Chair City Affirmative Action Advisory Committee,
Charles Manning, Activities Center Coordinator, S. Denise Malone, Personnel Department,
Douglas Flemming, Personnel Intern, Arthur Santora, Engineering Division, Debboe Munch,
Chairman Martin, Commissioner Bantuvanis, Executive Secretary Pezdek
Chairman Martin called the meeting to order at 4:03 P.M.
POLICE CHIEF MINIMUM QUALIFICATIONS
Chairman Martin and Commissioner Bantuvanis read the materials from the Mayor requesting
that the Minimum Qualifications section of the position specification for Police Chief
be changed from one year.of experience as a Deputy Police Chief or five years of experience
as a Police Captain in order to be eligible for consideration as a Police Chief
Candidate. to: Applicants must have at least seven years of law enforcement experience, two
of which_must_have.been In an administartive/management capacity holding the:..rank of
Lieutenant or its equivalent.
Following the reading of the changes Commissioner Bantuvanis asked Mr. Pezdek if he
had received any comments on this either pro or con from anyone within the City. He
replied that he had not.
Chairman Martin asked those present if they wished to comment on the proposed change
in the minimum qualifications for Police Chief. No one wished to comment. I:-
Commissioner Bantuvanis moved that the Minimum Qualifications Section of the Police
Chief position specification be changed to: Applicants must have at least seven
years of law enforcement experience, two of which must have been in an
administrative/management capacity holding the rank of Lieutenant or its equivalent.
Seconded by Chairman Martin: The Commission voted. Motion carried.
CIVIL SERVICE/PERSONNEL CONSOLIDATION
Chairman Martin asked if anyone present wished to comment on the proposed civil
service/personnel consolidation.
Commissioner Bantuvanis stated that: "I think it should be left the way it is ."
Elizabeth Corrigan, Co-Chair, Affirmative Action Advisory Committee asked to speak.
She stated that she had read the report and that she did not see any advantage in
the consolidation. She further stated that it does not save money, and further
that there is danger in vesting power in the Personnel Administrator. She also
stated that you need the watch dog which is what Civil Service is supposed to do.
Commissioner Bantuvanis asked her is she saw any advantage in the consolidation.
Ms . Corrigan replied: " A time advantage maybe. I see mo re advantage in it being
out of the Personnel Office. "
Chairman Martin stated that: I think that we generally agree with you. "

Arthur Santora of the City Engineering Division asked to speak to the matter
by saying:hMay I speak about the time element?"
The Commissioners agreeded.
Mr. Santora said: "The powers that be can move fast if they want to, and have
done so in the past as the need arose. Having a delay in the process can be
an advantage by giving everyone time to think on a matter. It is better to have
the watch dog to stop favoritism. I have seen favoritism happen over and over
again here. Civil Service does its best to stop this type of activity. I feel
that the separation is the better thing. Each of the areas should clean up their
houses. I said this before there was a Personnel Office. "
Ms. Denise Malone then spoke: "I have a problem. Have you or anyone thought about
the person in the position?"
Mr. Manning of the Greater Ithaca Activities Center then spoke: "I would advocate
separation of personnel and civil service and also the breaking out of the
Affirmative Action Office from Personnel because Personnel is pro management.
I too have read the report and only two lines in the Personnel Assistant speak to
personnel work the remainder is civil service work. Civil Service and Personnel
could run more smoothly. Maybe an outside consultant could make suggestions.
I have worked with both offices and have had positive results. The cost of the
consolidation in the long run would be more than leaving the offices separate. "
Ms. Corrigan Stated that the Personnel Department in the report is blatantly
pro management - an arm of management and it should be and has to be the
middle man. She elaborated from her experience of twenty eight years of being
in personnel work both rrunriing a civil service operation and in the private sector.
Mr. Santora said: "There are a numbehr to times where the Personnel Administrator
has to call in an employee to counsel them and it has not been done here or if
it has been done it had been done very little. "
Chairman Martin remarked that`:"This has been very informative."
Commissioner Bantuvanis remarked that the City has about 485 employees, the School
District about the same and the Ithaca Housing Authority about 20 and that the
Civil Service Office and Commission serves all of them.
Mr. Manning remarked: " Perhaps the Civil Service Office could be given some part-
time clerical help so that the Executive Secretary could Spend more time on civil
service law and related matters. The person there has to do everything and know
all of the Civil Service Law also. "
Mr. Santora then commented: "I have one final thing to say. In the last few weeks
I have seen correspondences a1ing reference that the reorganization is already in
place. They are moving in that direction even though it is not done. "
Ms. Corrigan then asked what happens after today's meeting.
Commissioner Bantuvanis said that the Commission would make its decision then relay
It to the Charter and Ordinance Committee of Common Council .
Ms. Corrigan then asked if the Commission's decision in the matter could be overturned.
Commissioner Bantuvanis said that it would require a public referendum.

Mr. Santora said.: "If the Commission says that it wishes to stay separate,
Charter and Ordinance could go for a Public Referencum?
Ms. Corrigan then stated that she did not think that they wished the matter
to go to public referendum.
Chairman Martin thanked those.. entter their comments. He then moved that
the Commission is in favor of option one leaving the operations separate.
Seconded by Commissioner Bantuvanis. The Commission then voted. Motion
carried.
Chairman Martin then adjourned the meeting at 4:45 P.M.

REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
June 8, 1987
Present: Chairman Martin, Commissioner Bantuvanis , Commissioner Cooper,
Superintendent of Public Works Dougherty, Fire Chief Olmstead,
Executive Secretary Pezdek.
Commissioners Martin and Bantuvanis welcomed Commissioner Cooper to the
Commission replacing Commissioner Schickel .
Chairman Martin called the meeting to order at 3:50 P.M.
NEW BUSINESS
APPROVAL OF MIMUTES
Chairman Martin moved that the Minutes of the Regular and Special meetings in
May be approved as corrected. Seconded by Commissioner Bantuvanis. Motion carried
unanimously.
DPW RECLASSIFICATION SURVEY - FINAL REPORT
Executive Secretary Pezdek asked the Commissioners to make the following
corrections and additions to the Final Report on the DPW Re-Classification Survey
Report. In the Allocation lists on page 2 delete L. Predmore, she resigned the
position is vacant; on page 4 for M. Vallely and J. Coggin add the word trainee
after their proposed class titles because they must finish the one year probationary
period before becoming operators; page 8 Add J. Bordoni to the Buildings Systems
Section as follows J. Bordoni Laborer Labor Parking Lot Attendant Labor, he is
a new hire since the report was typed, and P. Dempsen to Transit on page 13 as

follows : J. Dempsey, Bus Driver, Non-Competitive, Bus Driver, Non-Competitive,
he also is a new hire since the report was typed.
Commissioner Bantuvanis moved that the Final Report on the DPW Re-Classification
Survey be adopted.. Seconded by Commissioner Martin. The Commission then voted.
Motion carried unanimously.
STATUS RESOLUTION B - CITY OF ITHACA DEPARTMENT OF PUBLIC WORKS
Status Resolution B _ Resolution Confirming the Permanent Status of Certain Employees.
Commissioner Bantuvanis.
WHEREAS, The City of Ithaca Civil Service Commission has , with the Assistance of the
Municipal Service Division of the New York State Department of Civil Service,
conducted a classification survey of positions in the City of Ithaca Department of
Public Works; and
WHEREAS, The Commission has adopted the resulting classification plan including
allocation lists; and
WHEREAS, The Commission desires to confirm the permanent status of certain incumbents
of positions who have been permanently appointed to and employed in their positions
in accordance with Civil Service Law and Rules or who are entitled under court
decisions to permanent status in the title and jurisdictional classes to which their
positions have been allocated without further examination;
NOW THEREFORE, BE IS RESOLVED: That the Commission hereby confirms the permanent
status of the incumbents named on the attached lists in the titles and jurisdictional
classes to which their positions have been allocated, without further examination.
