REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
February 11, 1987
Present: Commissioner Bantuvanis, Commissioner Martin, Commissioner Schickel ,
City Engineer Gray, Superintendent of Public Works Dougherty,
Executive Secretary Pezdek.
The meeting was called to order at 7:35 by Commissioner Martin.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Martin moved that the January Minutes be approved. Seconded by
Commissioner Bantuvanis. Motion carried unanimously.
CIVIL ENGINEER AND ENGINEERING TECHNICIAN POSITION SPECIFICATIONS
Commissioner Bantuvanis asked Superintendent Dougherty to address the Commission
on his request to have the Commission approve the position specifications for
Civil Engineer and Engineering Technician at this time.
Superintendent Dougherty explained why the Engineering Division needed this
positions at this time. City Engineer Gray also gave his reasons in support
of Superintendent Dougherty's request.
The Commission discussed the matter with the Superintendent and the City
i Engineer. The Superintendent and the City Engineer answered the Commission's
questions and addressed their concerns regarding this matter.
Following the discussion Commissioner Bantuvanis moved that the position specifications
for Civil Engineer and Engineering Technician be approved. econded by Commissioner
Schickel . The Commission voted. Motion carried naninously.

ELECTION OF CHAIR ` '
Commissioner Schickel moved that Commissioner Martin be nominated as Chairman ---
of the Civil Service Commission. Seconded by Commissioner Bantuvanis.
The Commission then voted. Commissioner Schickel Yea, Commissioner Bantuvanis
Yea. Commissioner Martin Abstain. Motion carried.
Commissioners Schickel and Bantuvanis congraluated�Commissioner Martin on his
election as Chairman.
ANNUAL REPORT
Executive Secretary Pezdek presented the Annual Report to the Commission.
He reviewed the report with the Commission.
Commissioner Schickel suggested that the State be requested to add two columns
in the Provisional Appointment Section headed Date Test Given and Date Test to be
Given. These additions to the report form would then give the complete picture
of the status of various provisional appointees quickly. In addition, it would
make this section of the report easily understandable.
Following the discussion of the Annual Report for 1986 Commissioner Bantuvanis
moved to accept the report. Seconded by Commissioner Schickel . The Commission
voted. Motion carried unanimously.
ORAL EXAMINATION REQUEST
Executive Secretary Pezdek explained that he had requested that an Oral Examination
be given for the position of Youth Development Program Supervisor, at the
request of Youth Bureau Director Cutia.
He explained the background of the request and informed the Commission that
he had been contacted by Mr. Ciprioni of the Department of Civil Service
on this matter. twice. The first time Mr. Ciprioni needed additional information;
the second time to inform Mr. Pezdek that the request would be denied.and that
a letter would be coming from the Examinations Division on this matter. Mr.
Ciprioni also suggested another course of action in this matter. Mr. Pezdek
informed the Commission of Mr. Ciprioni 's suggestion and stated that he had
contacted Mr. Cutia about it. Mr. Cutia informed him that he wished to pursue
the suggested course of action.
Commissioner Schickel asked Mr. Pezdek why the Commission had not been consulted
sooner in the matter. Mr. Pezdek explained that the matter had just really
come to the point of attempting to do something for the employee since all other
methods of dealing with the situation had been exhausted.
The Commission discussed the matter further. It took no action on the request, at this time.
ELIGIBLE LISTS
Sommissioner)Schickel moved that the following eligible lists be established
effective Tebruary 10, 1987 and that they be in existence for one year
unless exhausted sooner: Account Clerk-Typist, No. 1987-2 and Typist, No. 1987-1.
Seconded by Commissioner Bantuvanis. The Commission reviewed the eligible lists,
then voted. Motion carried unanimously.

Chairman Martin moved that the Rosters of Candidates for the following examinations
J be approved: School Bus Dispatcher No. 68-374; School Bus Dispatcher, No. 74-974,
Prom. ; School Bus Route Coordinator, No. 68-706; Recreation Leader, No. 67-399;
Fire Lieutenant, No. 74-871; Assistant Fire Chief, No. 74-870; Deputy Fire
Chief, No. 74-872 and Deputy Fire Chief, No. 68-343. Seconded by Commissioner
Bantuvanis. The Commission reviewed the Rosters then voted. Motion carried
unanimously.
APPLICABILITY OF SECTION 75 TO NON-COMPETITIVE CLASS EMPLOYEES
Executive Secretary Pezdek explained to the Commission that a recent change in
the Civil Service Law now extended Section 75 protection to Non-Competitive
Class employees who have been employed for five or more years. He further stated
that most of the non-competitive class employees were in the School District and
the Department of Public Works. The law required that all of these positions
be reviewed for employees in this class who are-withe)confidential or who
influence policy. If any are found)then the Commission will 1 . - to amend its
rules to provide for this. Further, some departments have all read responded
to the memorandum asking them to review their employees,. - wises must
b- eceived By December 1, 1987 in order to provide for time to change the
Rules Many employees fall into either the confidential or influence-of-policy
class. he effective date of the change is July 1, 1988.
REVIEW OF DPW CLASSIFICATION APPEALS FORMS
The Commission reviewed the Classification Appeals forms filed by the employees
of the Department of Public Works which is part of the re-classification survey.
The Commission decided to hold the hearing on three da March 2nd, March 5th,
and March 12th on the, appeals. (l`ie i nsturcted)the .ecretary to
notify the employees who had filed an appeal of the ime and date on which they
are to appear before the Commission.
OLD BUSINESS
POLICE OFFICER TRANSFER REQUEST
The Commission took no action on this request due to the fact that Police Chief
Herson was not at the meeting.
ANNOUNCEMENTS

2. Copies of recent Civil Service Legislation were distributed.
