CITY OF ITHACA CIVIL SERVICE COMMISSION
January 12, 1987
Present: Commissioner Bantuvanis, Commissioner Martin, Building Commissioner
Hoard, Executive Secretary Pezdek
Commissioner Bantuvanis called the meeting to order at 3:47 P.M.
1 NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Bantuvanis moved that the Minutes ecember meeting be
approved as written. Seconded by Commissione Ma-tin. Motion carried.
PLAN REVIEW OFFICER - POSITION SPECIFICATION

Commissioner Bantuvanis asked Commissioner Hoard to speak to the Commission
on his request for a position specification for Plan Review Officer.

Commissioner Hoard explained that there was a very large amount of
construction in progress and planned especially at Cornell University.
There was also a large amount of construction commercially of large
buildings and that he and the Deputy Building Commissioner just could
not keep up with the requirements of readin d approving all of the
plans. Further, that his department wa ackloged in reading and
approving plans. Also, that he and the Deputy Building Commissioner
had to do inspections which also takes time away from the reading and
approving of plans. He stated that if the amount of construction
increases that a second Plan Review Officer would have to be hired, also that
the positions had been approved by Common Council and that the funding
would be from year to year depending on the amount of construction
permits being applied for.
There was general discussion of the matter. Following the discussion
Commissioner Bantuvanis moved that the position specification for
Plan Review Officer be approved and placed in the Competitive Class.
Seconded by Commissioner Martin. . The Commission voted. Motion carried.
STENOGRAPHER NEW POSITION DUTIES STATEMENT - SCHOOL DISTRICT
Commissioner Bantuvanis presented to the Commission a New Position Duties
Statement for the position of Stenographer at the School District for
the newly created Department of Elementary Programs together with the
accompanying menorandum and moved that it be approved. Seconded by
Commissioner Martin.
The Commission reviewed the New Position Duties Statement and the memorandun
and discussed the request then voted. Motion carried.
ELIBIBLE LIST
Commissioner Martin presented to the Commission the eligible list for
Senior Clerk, No. 65-294 and moved that it be established effective
January 12, 1987 and that it be in effect for one year unless exhausted
sooner. Seconded by Commissioner Bantuvanis. The Commission reviewed
the list then voted. Motion carried.
ROSTERS OF CANDIDATES
Commissioner Martin presented to the Commission the following Rosters of
Candidates for Examination and moved that they be approved: Account
Clerk - Typist, No. 1987-2; Typist, No. 1987-1; Assistant Civil Engineer,
No. 68-176; Junior Engineer, No. 67-175; City Engineer, No. 67-495; and
Planner II, No. 67-115. Seconded by Commissioner Bantuvanis.
The Commission reviewed the Rosters and asked its Executive Secretary
various: informational items dealing with the Rosters. The Commission
then voted. Motion carried.
ELECTION OF CHAIRMAN
This item was postponed due to the absence of Commissioner Schickel .

POLICE OFFICER TRANSFER REQUEST
Executive Secretary Pezdek, because it is this Commission's first
time considering a transfer request for a Police Officer, explained
the procedure which the Commission must follow in reviewing a such
a request. He explained which documents were required and which documents
had to be reviewed for compatilility. He also explained to the
Commission that transfers were permitted under Civil Service Law even
in the face of a valid eligible list if requested by the appointing
authority. He also informed the Commission that there was the
necessity for the Police Chief to receive clearance from Common
Council 's Budget and Administration Committee on their resolution
of Police and Procedures Relating to Hiring Relatives, but that
this matter was not a concern of the Commission.
The Commission discussed the request at some length. Following
this Commissioner Bantuvanis moved to table the request for
transfer until the February meeting. Seconded by Commissioner Martin.
Motion carried. The Commission instructed Mr. Pezdek to request
of Police Chief Herson that he attend the Commission's next meeting.

ANNOUNCEMENTS
1. The June 1987 Examination Series has been announced to appointing officers.
2. The following examinations have been announced: Stenographer, No. 1987-3;
Deputy Fire Chief, No. 68-343; Deputy Fire Chief, No. 74-721, Assistant Fire
Chief, No. -74-870, and School Bus Route Coordinator, No. 68-706.
3. Copies of the NYPE Reporter were distributed.
4. Copies of a newspaper article on the new Personnel Administrator were
distributed.
5. Copies of a newspaper article on the City's Affirmative Action program
and problems were distributed.

Present: Commissioner Bantuvanis, Commissioner Martin, Commissioner Schickel ,
City Engineer Gray, Superintendent of Public Works Dougherty,
Executive Secretary Pezdek.
The meeting was called to order at 7:35 by Commissioner Martin.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Martin moved that the January Minutes be approved. Seconded by
Commissioner Bantuvanis. Motion carried unanimously.
CIVIL ENGINEER AND ENGINEERING TECHNICIAN POSITION SPECIFICATIONS
Commissioner Bantuvanis asked Superintendent Dougherty to address the Commission
on his request to have the Commission approve the position specifications for
Civil Engineer and Engineering Technician at this time.
Superintendent Dougherty explained why the Engineering Division needed this
positions at this time. City Engineer Gray also gave his reasons in support
of Superintendent Dougherty's request.
The Commission discussed the matter with the Superintendent and the City
Engineer. The Superintendent and the City Engineer answered the Commission's
questions and addressed their concerns regarding this matter.
Following the discussion Commissioner Bantuvanis moved that the position specifications
for Civil Engineer and Engineering Technician be ap roved. econded by Commissioner
Schickel . The Commission voted. Motion carried naninously.

ELECTION OF CHAIR
Commissioner Schickel moved that Commissioner Martin be nominated as Chairman
of the Civil Service Commission. Seconded by Commissioner Bantuvanis.
The Commission then voted. Commissioner Schickel Yea, Commissioner Bantuvanis
Yea. Commissioner Martin Abstain. Motion carried.
Commissioners Schickel and Bantuvanis (ongraluatedComnissioner Martin on his
election as Chairman.
ANNUAL REPORT
Executive Secretary Pezdek presented the Annual Report to the Commission.
He reviewed the report with the Commission.
Commissioner Schickel suggested that the State be requested to add two columns
in the Provisional Appointment Section headed Date Test Given and Date Test to be
Given. These additions to the report form would then give the complete picture
of the status of various provisional appointees quickly. In addition, it would
make this section of the report easily understandable.
Following the discussion of the Annual Report for 1986 Commissioner Bantuvanis
moved to accept the report. Seconded by Commissioner Schickel . The Commission
voted. Motion carried unanimously.
ORAL EXAMINATION REQUEST
Executive Secretary Pezdek explained that he had requested that an Oral Examination
be given for the position of Youth Development Program Supervisor, at the
request of Youth Bureau Director Cutia.
He explained the background of the request and informed the Commission that
he had been contacted by Mr. Ciprioni of the Department of Civil Service
on this matter twice. The first time Mr. Ciprioni needed additional information;
the second time to inform Mr. Pezdek that the request would be denied.and that
a letter would be coming from the Examinations Division on this matter. Mr.
Ciprioni also suggested another course of action in this matter. Mr. Pezdek
informed the Commission of Mr. Ciprioni 's suggestion and stated that he had
contacted Mr. Cutia about it. Mr. Cutia informed him that he wished to pursue
the suggested course of action.
Commissioner Schickel asked Mr. Pezdek why the Commission had not been consulted
sooner in the matter. Mr. Pezdek explained that the matter had just really
come to the point of attempting to do something for the employee since all other
methods of dealing with the situation had been exhausted.
The Commission discussed the matter further. It took no action on the request, at this time.

effective a ruary 10, 1987 and that they be in existence for one year
unless exhausted sooner: Account Clerk-Typist, No. 1987-2 and Typist, No. 1987-1.

then voted. Motion carried unanimously.
