Commissioner Schickel called the meeting to order at 7:25 P.M.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Schickel moved that the Minutes of the Spetember meeting be
approved. Seconded by Commissioner Martin. Motion carried.

LETTER OF REGIGNATION - COMMISSIONER SLAGHT
Commissioner Schickel presented Commissioner's Slaght's letter of resignation to
the Commission. She stated that Commissioner Slaght would be sadly missed.
Commissioner Schickel welcomed Lionel A. Martin to the Commission and stated that
she is looking forward to working with him.
Commissioner Martin thanked Commissioner Schickel for her comments.
Commissioner Schickel asked Mr. Pezdek if the Mayor was going to write to
Commissioner Salght to thank her for her service on the Commission. Mr.
Pezdek replied that the Mayor intended to do so in the very near future.
ROSTERS OF CANDIDATES
Commissioner Schickel moved that the following Rosters of Candidates for Examination
be approved: Youth Diversion Coordinator, No. 66-493; Chief Sewage Treatment
Plant Operator, No. 66-572, Senior Stenographer, No. 73-409, Prom, Senior
Stenographer, No. 66-558, and Senior Typist, No. 66-303. Seconded by Commissioner
Martin. The Commission reviewed the Rosters then voted. Motion carried.
ELIGIBLE LISTS
Commissioner Schickel presented to the Commission the following Eligible Lists
and moved that they be established effective October 14, 1986 and that they be
in existence for one year unless exhausted sooner: Sewage & Water Treatment Plant
Operator Trainee, No. 1986-4 and Storekeeper, No. 64-729. Seconded by Commissioner
Martin. The Commission reviewed the eligible lists then voted. Motion carried.
FIREFIGHTING POSITION SPECIFICATIONS - ADDITIONS
Commissioner Martin presented to the Commission Fire Chief Olmstead's request for
changes/additions to the position specifications for Fire Lieutenant, Assistant
Fire Chief and Deputy Fire Chief.
The changes to these specifications deal with the addition of an Emergency Medical
Technician requirement. In addition, the request of Chief Olmstead wants to
change the Minimum Requirements for the Deputy Fire Chief.
The Commission discussed the Chief's covering Memorandum on requested changes
and asked Executive Secretary Pezdek questions on the proposed changes.
Commissioner Martin then moved that the following be added to the Special
Requirements Section of the position specifications for Fire Lieutenant,
Assistant Fire Chief and Deputy Fire Chief: " To be eligible for appointment
candidates must possess certification as a New York State Emergency Medical
Technicial (EMT). To retain the position, the appointee must maintain his or her
New York State EMT Certif' ation. If the appointee does not possess an EMT CerfificatE
at the time of appointmen he or she must obtain the EMT Certificate within two
years of appointment as (an) name of position. Failure to obtain and maintain an
EMT Certificate will result in either demotion in rank or dismissal as appropriate.
Seconded by Commissioner Schickel . The Commission voted. Motion carried.
Commissioner Martin moved that the present Minimum Qualifications for Deputy Fire
Chief be deleted. The qualifications are:"One year of experinece as an Assistant

ire Chief supplemented by specialized training in fire fighting, fire prevention
and fire department administration," and that the following be instituted in its
place: " Two years of satisfactory permanent service as an Assistant Fire Chief or
five years satsifactory permanent service as a Fire Lieutenant or Fire Captain,
supplemented by specialized training in fire fighting, fire prevention and fire
department administration. "
Seconded by Commissioner Schickel . The Commission voted. Motion carried.
In addition, the Commission approved Chief Olmstead's request for pOmotional exam-
inations for Fire Lieutenant, Assistant Fire Chief and Deputy Fire Chief and also
an Open Competitive Examination for Deputy Fire Chief.
ZONE SCORING
The Commission discussed zone scoring of examinations. Commissioner Schickel
asked Executive Secretary Pezdek to explain Zone scoring and what effect it
has had on the eligible list for Police Officer. Mr. Pezdek, explained the
ropos of zone scoring and what has happened with its use on the present Police
icer eligible list. He also mentioned the present law suit on this matter.
Following his expl, nation, the Commission signed a letter requesting that the
results of the Police Officer examination to be given in December be zone scored.
The letter was sent to the Examinations Division of the New York State Department
of Civil Service.
MEEKER LETTER
Executive Secretary Pezdek presented to the Commission a letter from Mrs. Valery
Meeker, of the School District regarding her experience with the re-classification
of the positions in the School District and her not remaining a School Secretary.
The Commission reviewed Mrs. Meeker's letter and the accompanying Memorandum from former
ICSD, Personnel Director Hart. In addition, it reviewed the minutes of the
previous meetings dealing with this matter.
Following the review, Commissioner Schickel instructed the Executive Secretary to
write a letter to Mrs. Meeker informing her that the Commission did not agree
to re-class the School Secretary position at Enfield School to Stenographer.
Commissioner Martin Concurred.
OLD BUSINESS
HOSPITAL TESTS NOTIFICATION FORM FOR POLICE OFFICER AND FIREFIGHTER CANDIDATES
Executive Secretary Pezdek presented to the Commission a draft form he had developed
for use by police officer and firefighter candidates regarding their responsibilities
on making appointments for the required hospital tests in a timely fashion.
The Commission reviewed the form. Commissioner Schickel moved that the City of
Ithaca hereby adopts the Notification to the City of Ithaca Civil Service Commission
for Hospital Tests Firefighter/Police Officer Candidate with the addition of
the sentence: Failure to make the hospital test appointments within the three
day working requirement will result in automatic removal from the eligible list.
Seconded by Commissioner Martin. Motion carried.

r CHANGE OF TITLE - CIVIL SERVICE COMMISSION EXECUTIVE SECRETARY
Commissioner Schickel moved that the City of Ithaca Civil Service Commission
rescind its action of February 10, 1986 and change the position title
of Civil Service Administrator back to Executive Secretary-Civil Service
Commission. Seconded by Commissioner Martin. Motion carried.
Commission Schickel noted that this action was being taken at the request
of Common Council pending its deliberations on combining the Personnel
Department with the Civil Service Commission.
ANNOUNCEMENTS
1. The March 1987 examination series has been announced to appointing authorities.
2. The following examinations have been announced: Principal Account Clerk,
No. 75-483 NCP, Principal Account Clerk, No. 67-668 OC, Clerk, No. 1986-6,
Library Clerk, No. 1986-5 and Police Officer, No. 62-930.
3. Copies of the NYPE Reporter were distributed.

The minutes of June 9, 1986 listed him with a provisional appointment.
This was delayed until September due to Common Council not acting on the request
change until their Spetember meeting. The Roster Card has been corrected
to reflect this change in the date of the provisional appointment. The
minutes are now corrected by this action.
Seconded by Commissioner Martin. The Commission voted. Motion carried.
Commissioner Schickel adjourned the meeting at 8:25 P.M.
