Pezdek, Executive Secretary REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION September 10, 1986 Present: Commissioner Schickel , Commissioner Slaght, Executive Secretary Pezdek Commissioner Slaght called the meeting to order at 12:02 P.M. . The meeting was delayed two days due to the unavilability of Commissioner Schickel . NEW BUSINESS Executive Secretary Pezdek informed the Commissioners that they would be getting a phone call from Fire Chief Olmstead on how long it takes to get candidates appointed. Commissioner Slaght said that she had received a call on the subject from Chief Olmstead and Firefighter Candidate Forrester. Mr. Pezdek, presented to the Commission the records of the required tests noting dates on the doctor's report and the dates on the required hospital tests. He explained that you have to work with the Doctor's schedule, and the hospital schedule. In addition, you have to wait for the interpretation of the tests by specialists. The test results are then sent to Dr. Kieffer who has to review them and then report them to the Commission. Commissioner Schickel remarked that when she was on the Police Commission that the same situation arose and that the Mayor, Shaw, has a study done on the time that this pro ess takes. The results of the study showed that it takes two to three motiths to get through the whole process from Physical to agility test. The Commission also noted that Chief Olmstead had offered employment to two candidates before the required tests were completed for all eligible candidates for Firefighter. Mr. Pezdek also informed the Commission that one of the candidates had delayed some time in having the hospital tests done and that he was not aware of the situation until last month. When he became aware of the situation , he contacted the candidate and asked him to have the tests done as soon as possible, but that the candidate had not done so, and only yesterday had he obtained the necessary slips for the hospital tests from Dr. Kieffer. He explained that this situation had never arisen before and that he had received no authorization from the Commission in how to handle this type of situation. He asked the Commission to establish guidelines for this type of situation. The Commissioners said that they would take the matter under advisement. APPROVAL OF MINUTES Commissioner Slaght moved that the Minutes of the July meeting be approved. Seconded by Commissioner Schickel . Motion carried. CHANGE OF TITLE PERSONNEL ASSISTANT ITHACA CITY SCHOOL DISTRICT Commissioner Schickel presented to the Commission a copy of a page of the Ithaca City School Board which had approved the change of title for the position of Personnel Assistant to Assistant to the Personnel Director and moved that the Commission change the title of the position specification of Personnel Assistant to Assistant to the Personnel Director, and-farther that the Appointment Pending Classification be rgcinded. Seconded by CoMmissioner Slaght. MotiOn:carried. REQUEST FROM THE ITHACA CITY SCHOOL DISTRICT FOR A RECLASSIFICATION FROM TEACHER AIDE TO LIBRARY CLERK Commissioner Schickel presented to the Commission a request from Mr. Douglas Hart Personnel Director, Ithaca City School District, to have a position of Teacher Aide re-classified to that of Library Clerk for the South Hill School . The New Position Duties Statement was accompanied by a Memorandum from Mr. Hart. Commissioner Schickel moved that the request of the Ithaca City School District to re-classify the Teacher Aide to Library Clerk, South Hill School be approved. Seconded by Commissioner Slaght. The Commission reviewed the documents and discussed the matter then voted. Motion carried. ELIGIBLE LISTS Commissioner Schickel moved that the following eligible lists be established effective September 8, 1986 and that they be in existence for one year unless exhausted: Recreation Specialist - Art, No. 63-849; Recreation Specialist - Drama & Music, No. 64-849; Recreation Specialist - Fitness, No. 63-849; Recreation Specialist - Special Populations, No. 63-849; Recreation Specialist - Sports, No. 63-849; Recreation Specialist - Swimming, No. 63-849; Youth Development Program Leader, No.63-995; Senior Typist, No. 72-793 NCP; Youth Development Program Supervisor, No. 64-104 and School Secretary, No. 64-664. Seconded by Commissioner Slaght. The Commission reviewed the lists then voted. Motion carried. POSITION SPECIFICATION CHIEF SEWAGE TREATMENT PLANT OPERATOR TYPE B PLANT Commissioner Schickel presented to the Commission a position specification for Chief Sewage Treatment Plant Operator Type B Plant and moved that it be approved in order to correct an oversight. Seconded by Commissioner Slaght. The Commission reviewed the specification then voted. Motion carried. 11_08 OLD BUSINESS None ANNOUNCEMENTS 1. Copies of Memorandum on recent Civil Service Legislation were distributed. 2. Copies of a Memorandum on Special Rights for Veterans were distributed. 3.
