CITY OF ITHACA CIVIL SERVICE COMMISSION
May 12, 1986
Present: Chairperson Wilcox, Commissioner Slaght, Commissioner Schickel

Chairperson Wilcox called the meeting to order at 7:57 P.M.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Schickel moved that the Minutes of the April meeting be approved.
Seconded by Commissioner Slaght. Motion carried unanimously.

' PLANNER POSITIONS - CHANGES IN MINIMUM QUALIFICATIONS
Chairperson Wilcox invited Director of Planning and Development Van Cort
to address the Commission on his proposal to change the minimum qualification

section of the Planner position specifications.
Mr. Van Cort: 'You know that I have a vacancy i my department. Bob reviewed
the applications we have received and has not pproved some of them because
of technical difficulties. I discussed this ith Bob and he suggested the
wording in my memorandum to you for instance parts c and d in the Planner
II qualifications.
These changes will allow consideration of substantially qualified individuals
and give us a larger pool of candidates. "
Chairperson Wilcox: "What kind to technical difficulties?"

Mr. Van Cort: "Someone with a BA degree and fifty credit hours toward a
Master's in planning, but the BA degree is not in a related field. At the
present time we can't touch them. "
Commissioner Slaght: "A BA in the subject area or another subject area?"
Mr. Van Cort: "Lets read the minimum qualifications. " He then read them for
Planner II. "A related field such as urban geography and 1 years experience.
also a degree in public administration is related. "
The person would not now meet the qualifications because their degree is not
in a related field.
Chairperson Wilcox asked Mr. Pezdek how many applications had been received
and reviewed. He replied: "Seven approved, two conditional and five not
approved because they do not meet the present requirements."
Commissioner Schickel asked Mr. Van Cort how he advertized the position.
Mr. Van Cort replied: Broadly and locally. The ad doesn't exactly say what
the minimum qualifications were. A person could read the ad and see what we
wanted.
Commissioner Slaght. "Then they all didn't know. "
Mr. Van Cort: "Can get a person who has lots of experience and lacks the
degree replying to the ad." "For instance, the person could have a BA in
an unrelated field but got a job in a planning office and worked on a degree
but wouldn't be qualified. "
Chairperson Wilcox: "You don't feel that this would weaken the qualifications?"
Mr. Van Cort: "No. We check them out very thoroughly, very carefully. I have
made a couple of mistakes in the past with applicants. I don't think the
change will lead to a watering down of the qualifications and the position. "
Chairperson Wilcox stated: The change won't stop with your tenure you realize.
It will go on. "
Commissioner Schickel asked Mr. Van Cort: "Have you had input on job specifications
since you have been here?"

Mr. Pezdek stated that the specifications were all developed closely together
time wise.
Chairperson Wilcox asked Mr. Pezdek: Is it your sense that changing this will
change the specifications? Do you wish to speak to that?
Mr. Pezdek replied: "No." to the first and he then addressed the Commission
on what had transpired with a Council Member and Mr. Van Cort.
There was general discussion of the proposal for some time including how
civil service examinations are constructed.
After the discussion Chairperson Wilcox stated that she would entertain a motion.
Commissioner Schickel moved that the following be added to the minimum qualificat-
ions section of the Planner II specification. "An equivalent combination of
training and experience as defined the the limits of (A) and (B) above.
Seconded by Commissioner Slaght. The Commission then voted. Motion carried
unanimously.
Mr. Van Cort stated that he would bring back to the Commission the additions
to the specifications for Planners probably at the October meeting.
Mr. Van Cort then departed the meeting.
RESIDENCY REQUIREMENT FOR TAKING THE POLICE OFFICER EXAMINATION
Mr. Pezdek explained to the Commission that he had written to the Mayor and
the Police Chief to find out if they wanted the Commission to continue to
use New York State residnecy as the residency requirement for taking the Police
Officer examination. He then gave the Commission the replies he had received
from the Mayor and the Police Commissioners. Both replies were in favor of
continuning the state residency requirement.
The Commission discussed the matter then Commissioner Slaght moved that the
residency requirement for taking the forth coming police officer examination
to be given in December 1986 be that candidates must be residents of New York
State. Seconded by Commissioner Schickel . The Commission voted. Motion
carried unanimously.
CITY PROSECUTOR - CHANGES IN POSITION SPECIFICATION
Mr. Pezdek informed the Commission that Common Council had revised the City
Charter section dealing with the City Prosecutor.
Commissioner Schickel moved that the Distinguishing Features of the Class
section of the City Prosecutor's position specification be amended to
read as follows :
The incumbent of the position is responsible for conducting all prosecutions
for crimes and offenses cognizable by the City Court of Ithaca, except (such
crimes and offenses as it may be the duty of the district attorney to prosecute,)
including violations of ordinances of the City of Ithaca, prosecutions of
crimes and offenses upon the complaint of all departments and officers of the
City of Ithaca, and prosecutions for violations of rules duly promulgated by
the various boards and departments of the City of Ithaca. Does related work
as required. Seconded by Commissioner Slaght. The Commission voted. Motion
carried unanimously.

ROSTERS OF CANDIDATES
Commissioner Slaght moved that the following Rosters of Candidates for
Examination be approved: School Secretary, No. 72-731, Prom. ; School Secretary,
No. 64-664; Senior Typist, No. 72-793, NCP; and Stenographer No. 1986-2.
Seconded by Commissioner Schickel . The Commission reviewed the rosters then
voted. Motion carried unanimously.
ELIGIBLE LIST
Commissioner Slaght presented to the Commission the Eligible List for
Administrative Secretary, No. 72-243, MCP and moved that it be established
effective May 12, 1986 and that it be in existence for one year unless
exhausted sooner. Seconded by Commissioner Schickel . The Commission
reviewed the list then voted. Motion carried unanimously.
RE-CLASSIFICATION SURVEY OF THE DPW - STATUS REPORT
Mr. Pezdek reported to the Commission that he had received a telephone call
from Mr. Ciprioni. He can be here June 16 and 17th for meetings with
those involved in the re-calssification study. He said that he is trying
to set up the meetings with the Commission, the Mayor and the Superintendent
and that he would get back to the Commission with the times involved.
