Present: Chairperson Wilcox, Commissioner Schickel , Executive Secretary Pezdek.
Chairperson Wilcox called the meeting to order at 7:58 P.M.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Schickel moved that the Minutes of the November meeting be approved.
Seconded by Chairperson Wilcox. Motion carried.
REMOVAL OF CANDIDATE FROM FIREFIGHTER ELIGIBLE LIST No. 67-652
Executive Secretary Pezdek informed the Commission that Ms. Amy VanDerRyn,a candidate
on the Firefighter Eligible List No. 67-652,has not responded to the Commission's
request to report for her physical examination.
Chairperson Wilcox moved that Ms. Amy VanDerRyn be removed from the Firefighter
Eligible List No. 67-652 for failure to report for the required physical examination
for Firefighter. Seconded by Commissioner Schickel . The Commission voted. Motion
carried.
POLICE OFFICER ELIGIBLE LIST CORRECTION No. 69-776
Executive Secretary Pezdek informed the Commission that Mr. Tracy M. Person came into
the office to inquire about his grade and standing on the Police Officer Eligible List
No. 69-776. Upon investigation Mr. Pezdek found that Mr. Person had filed for the
examination and in addition had cross filed with the State Commission for the Park
Patrol Officer. The examinations for both positions were given the same day.
Mr. Person took the examination with the State and had received his grade but had not
received any notification from the City and was wondering why. Mr. Pezdek contacted
the State Department of Civil Service and asked them to check the test records and
accompanying documentation.
As a result the State found that they had not notified us of Mr. Person's grade which
was 75. Due to the lack of notification when the list was established Mr. Person was
not included when he should have been. Mr. Pezdek asked the Commission to correct this
situation.
Commissioner Schickel moved that Mr. Tracy M. Person be added to the Police Officer
Eligible List No. 69-776 with the earned score as reported by the New York State
Civil Service Department of 75. Mr. Person's rank number on the list is also 75.
Seconded by Chairperson Wilcox. Motion carried.
RECLASSIFICATION OF STENOGRAPHER POSITION TO TYPIST IN PERSONNEL DEPARTMENT SCHOOL
DISTRICT.
Commissioner Schickel presented to the Commission a request from the Personnel
Department of the School District to have its Stenographer position re-classified to
that of Typist and moved that the request be approved. Seconded by Chairperson
Wilcox.

The reason for the request for the re-classification is that the position no
longer requires the use of shorthand.
The Commission discussed the request then voted. Motion carried.
RECLASSIFICATION OF SENIOR ACCOUNT CLERK IN THE SCHOOL DISTRICT TO PRINCIPAL
ACCOUNT CLERK
Chairperson Wilcox presented the request of the School District for the re-class-
ification of the Senior Account Clerk in the Business Office and moved that the
position be re-classified to Principal Account Clerk. Seconded by Commissioner
Schickel .
The position involved specialized and very difficult accounting and bookkeeping
tasks as well as the duties of the Treasurer of the District.
The Commission discussed the request then voted. Motion carried.
HEAD BUILDING MAINTENANCE MECHANIC ADDITION TO POSITION SPECIFICATION
Chairperson Wilcox presented to the Commission a request from the Assistant Superin-
tendent of Business for the School District to have the following pharse added to
the position specification for Head Building Maintenance Mechanic: "May act for and in
place of the Supervisor of Custodians or the Director of School Operations and Facilities
III as assigned. "
The Commission discussed the request then Chairperson Wilcox moved that the following
phrase be inserted in the Distinguishing Features of the Class section in the position
specification for Head Building Maintenance Mechanic after the words "maintenance
personnel . ": May act for and in place of the Supervisor of Custodians or the Director
of School Operations and Facilities III as assigned, and also in the Typical Work
Activities section of the same specification as the last sentence. Seconded by
Commissioner Schickel . The Commission then voted. Motion carried.
ELIGIBLE LIST EXTENSIONS
The Commission reviewed the eligible lists in existence to ascertain which should be
renewed for another year. Following the review Commissioner Schickel moved that
the following eligible lists be renewed for another year: Principal Account Clerk,
No. 66-773, to expire on March 13, 1987 and Police Officer No. 69-776 to expire on
March 12, 1987. Seconded by Chairperson Wilcox. Motion carried.
REMOVAL OF UPPER AGE LIMIT FOR SCHOOL BUS DRIVERS
Executive Secretary Pezdek explained to the Commission that he had received a memorandum
from Mr. Thomas Pillsworth, Director of the Municipal Service Division, NY State Depart-
ment of Civil Service imfroming him that the State Board of Regents had eliminated the
upper age limit on being a School Bus Driver. The pervious age limit was 65 years of
age. Since the Commission's position specification contains the upper age limit it
should be removed to be in compliance with the Board of Regents ruling. The Commission
reviewed Mr. Pillsworth's memorandum. Then Chairperson Wilcox moved that in the Minimum
Qualifications Section of the School Bus Diver position specification the following
words be deleted: "and not have reached their 65th birthday. " Seconded by
Commissioner Schickel . The Commission voted. Motion carried.
ELIGIBLE LISTS
Commissioner Schickel moved that the following eligible lists be established
' effective December 9, 1985 and that they be in existence for one year unless
exhausted sooner: Senior Clerk, No. 71-587, and Youth Worker, No. 61-432.
{ Seconded by Chairperson Wilcox. The Commission reviewed the eligible lists then
voted. Motion carried.
ROSTERS OF CANDIDATES
Commissioner Schickel presented to the Commission the Rosters of Candidates for
the following examinations : Account Clerk, No. 1985-2 and Account Clerk-Typist,
No. 1985-4 and moved that they be approved. Seconded by Chairperson Wilcox.
The Commission reviewed the Rosters then voted. Motion carried.
OLD BUSINESS
None
ANNOUNCEMENTS
1. The schedule for 1986 meeting was distributed. The two exceptions to Monday
meetings are in the month of August - no meeting and in October. The meeting
then will be on Tuesday October 14th.
2. The April and May examination series have been announced to appointing authorities.
3. The following examinations have been announced: Administrative Secretary. No.
f 72-243, NCP; Planner II, and Typist, No. 1986-1.

REQUEST OF PATRICK RYAN TO HAVE HIS NAME PLACED ON THE YOUTH WORKER ELIGIBLE LIST
Commissioner Slaght presented to the Commission a letter from Mr. Patrick
Ryan1 a candidate who took the Youth Worker examination but who did not
reply by the deadline for the Canvass Letter. The Commission read the
letter, then Commissioner Slaght moved that Mr. Patrick Ryan be placed on
the eligible list for Youth Worker No. 61-432. Seconded by Chairperson
Wilcox. Motion carried.
NEW POSITION DUTIES STATEMENT - STENOGRAPHER AT G. I .A.C.
Chairperson Wilcox presented to the Commission a New Position Duties Statement
for Stenographer at the Greater Ithaca Activities Center and moved that it
be approved. Seconded by Commissioner Slaght.
The Commission reviewed the statement together with the accompanying memorandum
from Mr. Manning the Actitities Center Coordinator, as well as,icomparing
the statement with the position duties statement for stenographer. Following
a discussion of the request, the Commission voted. Motion carried.
USE OF SUPERVISOR OF CUSTODIANS ELIGIBLE LIST TO FILL HEAD CUSTODIAN POSITION AT
THE ITHACA HIGH SCHOOL.
Executive Secretary Pezdek reported to the Commission that he had used the
Supervisor of Custodians Eligible List No. 71-055 to fill the Head Custodian
position at the Ithaca High School . Head Custodian positions are the next
step down from the Supervisor of Custodians. The individual chosen for the
position was number three on the eligible list. This report was made per
Commission resolution covering such matters.
NEW POSITION DUTIES STATEMENT - SENIOR STENOGRAPHER - ITHACA CITY SCHOOL DISTRICT
SUPERINTENDENT'S OFFICE
Chairperson Wilcox presented to the Commission a New Position Duties Statement
for Senior Stenographer in the Superintendents Office and moved that it be
approved. Seconded by Commissioner Slaght. The Commission reviewed the Statement
and compared it to the position duties statement for Senior Stenographer and reviewed
the letter from Personnel Director Hart. The Commission discussed the request
then voted. Motion carried.
APPROVAL OF ROSTERS OF CANDIDATES
Commissioner Slaght moved that the following Rosters of Candidates for Examination
be approved: Typist, No. 1986-1, Planner II, No. 63-110; Assistant to the
Superintendent of Public Works, No. 63-195 and Junior Engineer. No. 61-189.
Seconded by Chairperson Wilcox. The Commission reviewed the Rosters then voted.
Motion carried.
ESTABLISHMENT OF ELIGIBLE LISTS
Chairperson Wilcox presented to the Commission the following eligible lists
and moved that then be established effective January 13, 1986 and that they be
in existence for one year unless exhausted sooner: Recreation Leader, No.
62-024; Office Manager, No. 71-809, NCP; Account Clerk, No. 1985-3; and Account
Clerk-Typist, No. 1985-4. Seconded by Commissioner Slaght.: The Commission
reviewed the eligible lists then voted. Motion carried.

j r PLUMBING INSPECTOR ADDITION TO POSITION SPECIFICATION
Commissioner Slaght presented to the Commission an addition to the Plumbing Inspectors
position specification. It is under the Special Requirements Section of the
specification. Commissioner Slaght moved that the following section be added to
the Plumbing Inspector's Position Specification uncer Special Requirements:
Number two: Incumbents in this position must successfully complete the prescribed
training programs established by the New York State Fire Administrator and the
New York State Firefighting and Code Enforecment Personnel Standards and Education
Commission within eighteen months of permanent appointment. In addition, incumbents
must attend and complete the continuning education course in the field on an annual
basis. Seconded by Chairperson Wilcox.
The addition of this section brings the specification into line with others
such as housing and building inspectors, Executive Secretary Pezdek explained.
The Commission then voted. Motion carried.
