CITY OF ITHACA CIVIL SERVICE COMMISSION
September 16, 1985
Present: Chairperson Wilcox, Commissioner Slaght. Executive Secretary Pezdek,
T. Van Cort Director of Planning and Development, P. Mazarella, Deputy
Director of Planning and Development, Alderperson S. Cummings, Alderperson
Peggy Haine joined the meeting in progress, and C. Manning of GIAC.
Chairperson Wilcox called the meeting to order at 7:50 P.M.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Slaght moved that the Minutes of the July meeting be approved. Seconded
by Chairperson Wilcox. Motion carried.
JUVENIEE..JUSTICE PROGRAM LEADER - NEW POSITION DUTIES STATEMENT
Chairperson Wilcox invited Mr. Manning to address the Commission on his request for
a Juvenile Justice Program Leader. _.. _.
Mr. Manning began by addressing the Commission on Youth Bureau Cutia's letter requesting
a title change for the position from Coordinator to Leader. He,then gave the:background
of GIAC programs as they heve developed over the last four years. He then gave the
particulars on the development of the juvenile justice activities over the last year.
Chairperson Wilcox asked Mr. Manning if the position would be Non-Competitive.
Both. Mr. Manning and Mr. Pezdek replied no. Mr. Pezdek stated that it would be in
the Competitive Class.
There was general discussion after which Commissioner Slaght moved to approve the
New Position Duties Statement for a Juvenile Justice Program Leader and to place the
position into the Competitive Class. Seconded by Chairperson Wilcox. Motion carried.
NEW POSITION DUTIES STATEMENT FOR A EDUCATIONAL INSTRUCTOR POSITION TO BECOME A
YOUTH DEVELOPMENT PROGRAM LEADER
Chairperson Wilcox invited Mr. Manning to address the Commission on this request.
Mr. Manning gave the background on the position and the changes in the Greater
Ithaca Activities Center since the job was created. In essence he stated that
now the teaching such as the GED is done by BOCES. The staff at GIAC recruits
people for the programs but does not teach. The adult education program is now
handled by the High School in the evenings and is no longer at GIAC. GIAC provides
time, space and supplies for the classes located there either through BOCES or the
school system.

OLD BUSINESS
ADMINISTRATIVE SECRETARY NEW POSITION DUTIES STATEMENT - PLANNING DEPARTMENT
Chairperson Wilcox announced that due to the length of the agenda for the
Commission she would now take up this matter rather than keep people waiting
while the Commission conducted its other business.
Commissioner Slaght moved to lift from the table the New Position Duties
Statement for Administrative Secretary for the Planning Department. Seconded
by Chairperson Wilcox. Motion carried.
Chairperson Wilcox stated that she was absent from the first round on the
request of the Planning Department. She further stated: Would you like to provide
additional information?
Director of Planning Van Cort stated: "Last time I spent a lot of time on what a
wonderful job Marie was doing. I spent too much time on confidentiality. I should
have compared the two positions Senior Stenographer and Administrative Secretary.
Mr. Van Cort then asked Mr. Mazarella the Deputy Director of Planning to compare
the positions. Mr. Mazarella did so.
When Mr. Mazarella was finished Mr. Van Cort did a line by line\ compairsonof
the positions. ____ _.
Chairperson Wilcox asked when Mr. Van Cort was finished: "For historical perspective
how did the position become lower?" Mr. Van Cort replied:"Madness. Maybe if we had
done a better job at that time it would not have happened. "
Mr. Van Cort then asked if he could read a letter from the Chairman of the Plann-
ing Boards Susan Blumenthalo regarding the position.
Chairperson Wilcox assented. Mr. Van Cort read the letter.
Chairperson Wilcox then asked Alderperson Cummings if she wished to speak to
the Commission on the matter at hand.
Among Alderpersons Cummings remarks she stated that she has been involved with
the Planning Department for seven years. and that there has been an uneveness
in the individuals filling the position. Some have done very well and others
have not. Marie/for examples has set up a system of schedules for the Committees
which is very helpful .
Chairperson Wilcox stated: "Please speak to when the job is being performed well . "
' Alderperson Cummings: "It is being performed well . Information dissemination is
being done well . Marie keeps track of the eleven plus or minus civic associations"
quarterly meetings and what needs to be done for them. The Administrative person
has to figure out who from the Civic Associations to speak to. I am able to refer
the press to a contact person who knows what is going o , o��has her finger on all
the pieces -the content of the material within the depart ent.
Chairperson Wilcox thanked Alderperson Cummings and called upon Alderperson
Haine.
Alderperson Haine stated: "I have' fourteen years of secretarial experience.
I am the inside person because I held the job. The job involves a lot of
shock wave decision making. It required an awful lot of independent judgment.
It involved making judgment on real estate discussions for example. I found
it a great channenge:'> I don't know how it was re3lassified as a Senior
Stenographer.
Commissioner Slaght asked: "Who does the clerical functions?"
Mr. Van Cort replied that he has a twent -rour er week Senior Stenographer who
does them.
Commissioner Slaght then asked; " Who issuppost)to be doing the Administrative
functions?"
Mr. Van Cort replied: "The present full time Senior Stenographer. She is working
out-of..title. When we have a less capable person in the position the staff picks it
up or it falls through the cracks. The job is an administrative job and she is doing
it.
Mr. Mazarella stated: "I think it came about because Marie saw what needed to be done
and did it. We want it up3raded to keep Marie and make it a challenge for her.
The commissioners then discussed the matter among themselves.
Commissioner Slaght then moved to approve the New Position Duties Statement for
Administrative Secretary for the Planning Departmen t and that the position be placed in
the Competitive Class. Seconded by Chairperson Wilcox. Motion carried.
All nonmembers of the Commission then departed.
REMOVAL FORM POLICE OFFICER ELIGIBLE LIST
Mr. Pezdek reported to the Commission that Mr. Christopher Fox,who is a police officer
candidate on the eligible list did not report for the agility test.
Chairperson Wilcox moved that Mr. Christopher Fox be removed from the Police Officer
Eligible List for failure to report for the agility test. Seconded by Commissioner
Slaght. The Commission then voted. Motion carried.
ROSTERS OF CANDIDATES
Commissioner Slaght moved that the following Rosters of Candidates be approved for
examination: Police Captain, No. 71-606; Principal Clerk, No. 71-869, NCP; Recreation
Leader, No. 62-024 and Educational Instructor, No. 61-913. Seconded by Chairperson
Wilcox. The Commission reviewed the Rosters then voted. Motion carried.
ALTERNATIVE TEST DATE POLICY. - ESTABLISHMENT
Executive Secretary Pezdek informed the Commission that he had received from the
New York State Department of Civil Service President} Karen S. Bursteina memorandum
asking the Commission to formally establish an Alternative Test Date Policy.
In 1979 the State issued guidelines which the Commission here has been followings
however) the new memorandum asks that no examination be given more than one week
after the scheduled date of the examination.
The Commission rewiewed the memorandum from Pident Burstein then Chairperson

ALTERNATIVE TEST DATE POLICY
CITY OF ITHACA CIVIL SERVICE COMMISSION
The City of Ithaca Civil Service Commission's alternative test date policy is based upon the
premise that a candidate will make such a request because of compelling circumstances,
like an emergency or conflict between that announced date and an event of serious
importance beyond his or her control . Because considerable planning, preparation and
expense go into the examination as it is scheduled, we expect candidates to exert every
effort to appear on the announced date. Indeed, on occasion, they may have to sacrifice
personal commitments to pursue their career goals. On the other hand, we must also be able
to respond to legitimate needs.
In light of the above, the following are reasons which the Commission believe
granting an alternate test date. Other reasons not listed below will be consi. - on
an individual case basis by its Executive Secretary.
1. A death in the immediate family or household within the week preceding the examination.
2. Military commitment.
3. Being a member of a traditional , religious or civil ceremonial party, such as a
wedding, baptism, bar mitzvah or graduation; or a member of the immediate family
or household of the individual for whom the ceremony is being held.
4. Having conflicting professional or educational examination, Professional examinations
would include but not necessarily be limited to,those for CPA, ACSW, and the Bar.
Educational examinations would include SAT, College Boards, and Graduate Records.
5. Vacations for which nonrefundable down payments were made before the examination
announcement was issued.
6. Required court appearances.
7. Medical emergencies involving a hospital confinement or certification from a physician
that the candidate is unable to appear for the examination due to a specific medical
problem of the candidate or member of the immediate family or household.
8. Emergency weather conditions, verified by the local public safety agency, that lead to
the, closing of specific roads, highways or independent transportation services which
preven s' a candidate from reaching the test center.

PROCEDURE FOR REQUESTING AN ALTERNATE TEST DATE
1. For situations known prior to when the examination is scheduled for administration,
i.e., categories 1-7, the candidate dust notify the Civil Service Office in writing
as soon as possible efore he test date. The request should' contain a complete
( plinatio of the re n the candidate cannot take the examination as scheduled and
be supported by appropriate documents , if available.
2. For emergency situations, i . e. , categories 7-8, the candidate must notify the
Civil Service Office no later than Tuesday following the Saturday scheduled test date.
3. Alternative test date candidates must affirm in writing that they have not discussed
the examination content with any individual . If the affirmation proves untrue,
disqualification will follow.
LIMITATIONS IN APPLYING ALTERNATE TEST DATE POLICY
The Civil Service Commission's alternate test date policy requires a balancing of the
individual 's needs and the credibility of the examinations program. The individual who
takes the examination after the scheduled date has a responsibility to avoid exposure to any
of the test material. This risk is increased after the pre-rating review which usually falls
on the Saturday following the exam. For that reason, alternate test dates generally will
be granted no later than the date of the pre-rating review. We cannot test any candidate,
no matter how justified is the case, once the candidate has been in contact with other
candidates after the pre-rating review.
1. This policy applies to all examinations administered by the City of Ithaca Civil
Service Commission
2. The taking of two or more civil service tests on the same day is not a basis for
an alternate test date for one, as long as both are provided by the City of Ithaca
Civil Service Commission and the New York State Department of Civil Service.
3. Examinations will not be administered prior to the scheduled date.
4. Requests for alternate testing beyond the following Saturday must be approved by
the Deputy Director of the Testing Services Bureau of the New York State Department
of Civil Service. Candidates who are unable to take the examination by the
following Saturday after the scheduled test date and who wish to take the examination
must make their requests in writing to the Commission's Executive Secretary in
advance of the scheduled examination date. The Executive Secretary will then contact
the Deputy Director of Testing Services for permission. If the emergency nature of an
alternate test date requests makes this impracticable, the Executive Secretary will
telephone the Local Examinations Bureau. Delay in notification could jeopardize
alternatives that might otherwise be available.
Seconded by Commissioner Slaght. The Commission voted. Motion carried.
DRIVERS LICENSE REQUIREMENT ADDED TO FIRE AND POLICE POSITION SPECIFICATIONS
Executive Secretary Pezdek informed the Commission that he had found an oversight
dealing with the fire and police •osition specifications. The oversight is that
while the Commission on its exam.na on announcements states that the appropriate
level of driver's license is requ re. of candidates for examination, there is no
such requirement in the position specifications for the fire and police departments.

The Commission then reviewed the specifications involved.
Commissioner Slaght moved that the following Special Requirement be added
the the following position specifications:
SPECIAL REQUIREMENT: Possession of an appropriate level New York State
Driver's License at the time of appointment and maintenance of a valid New
York State Driver's License after appointment.
This addition of a special requirement is for the following position
specifications: Fire Alarm Electrician, Firefighter, Fire Lieutenant,
Assistant Fire Chief, Deputy Fire Chief, Fire Chief,�Police Officer, Police
Sergeant, Police Captain, Deputy Police Chief, Poli e Chief.
Seconded by Chairperson Wilcox. The Commission then voted. Motion carried.
ADDITION TO POSITION SPECIFICATIONS FOR STOREKEEPER, STOCK MANAGER AND
PURCHASING AGENT
Executive Secretary Pezdek informed the Commission that three positions
do not have any mention in the Typical Work Activities Section of the
use of a computer terminal . These positions are using the terminals
now or will be within the next few weeks. The positions are Storekeeper,
Stock Manager and Purchasing Agent.
Chairperson Wilcox moved that the following position descriptions:
Storekeeper, Stock Manager and Purchasing Agent have the following
added to the Typical Work Actitivies Section of each: 11May operate
an alphanumeric keyboard to transcribe data directly into the computer /

PLUMBING INSPECTOR POSITION SPECIFICATION ADDITIONS AND REVISIONS
Executive Secretary Pezdek informed the Commission that the Plumbing Inspector
had informed him that recent State Legislation and the resulting Rules and
Regulations of the New York State Health Department had increased his duties
and the requirements for the position, and that these changes needed to be
incorporated into the Position Specification for his position of Plumbing
Inspector.
The Commission reviewed the proposed changes1 then Commissioner Slaght moved
that the following be added to the Distinguishing Features of the Class Section
of the Plumbing Inspector Position Specification: delete the work"codes"and
in its place insert the word 'tode 'nd then add comma, the New York State
Plumbing Code and the Viths Connection Control Law of the State of New York Health
Department comma the remainder of the section to remain the same until the words
"City Engineers' At this point the following is to be inserted: "Supervision is
exercised over assistants." The remainder of the section the same.

In the Typical W rk Activities Section after the word regulations in the first

In the Full Performance Knowledges, Skills, Abilities and Personal Characteristics
Section after the work code in the first sentence the following is to be added:
. Kthorough knowledge of the New York State Plumbing Code and the New York State
Department of Health Cross Connection Law, thorough knowledge of grease interceptors.
In the Minimum Qualifications Section. after the word diploma $®-insert: 'including
one year of mechanical drawing or drafting;' the remainder of the section is the
same.
��In the Special Requirements For Acceptance of Applications Section(a ter he word
license the following is to be added;"and possession of a certificat m the New
York State Department of Health as a back flow prevention tester.'
Seconded by Chairperson Wilcox. The Commission voted. Motion carried.
ASSISTANT PLUMBING INSPECTOR NEW POSITION DUTIES STATEMENT
Because of the changes in the law MIMI einspection of all existing plumbing
in the City and because of the new pro bition on draining grease into sanitary
sewers and the requirement for grease traps in restaurants and bars and the
inspection of the traps on a regular basis) the Plumbing Inspector will need assistance
in the performance of his duties/Mr. Pezdek informed the Commission.
Commissioner Slaght presented to the Commission a New Position Duties Statement
for an Assistant Plumbing Inspector and moved that it be approved. Seconded by
Chairperson Wilcox. The Commission reviewed the Statement then voted. Motion carried.
OFFICE MANAGER POSITION SPECIFICATION - CHANGES TO INCLUDE THE FINANCE DEPARTMENT

City Controller Span Pas/informed the Executive Secretary that in order to provide
for an orderly transit "on in the Finance Department due to the retirement of
the Deputy City Chamberlain and the City Chamberlain within two month i Common Council
wishes to create the position of Office Manager for the Finance Department to
replace the position of Deputy Chamberlain. However, before Common Council can
create the position of Office Manager for the Finance. Department the Commission has
to amend the position ‘ .ecification to include an Office Manager for the Finance
Department. pa
The Commission discussed the request. Then Commissioner Slaght moved that the
position specification for Office Manager be amended by adding into the Distinguishing
Features of the Class Section the following: after the word"Bureaa'and the Finance
Department;' and further in the same section after the phrase"and the Director
of the Youth Bureau for the Youth Bureau;` add%nd the City Controller for the
Finance Departments' the remainder of the section is the same. Seconded by
Chairperson Wilcox. The Commission voted. Motion carried.
ASSISTANT TO THE PERSONNEL DIRECTOR - SCHOOL DISTRICT - NEW POSITION DUTIES STATEMENT
Chairperson Wilcox presented a New Position Duties Statement for an Assistant to
the Personnel Director in the Ithaca City School District and moved that it be
approved, and placed in the Competitive Class. Seconded by Commissioner Slaght.
Chairperson Wilcox explained that the request is being made due to the fact that
the duties of the position have increased. The Commission reviewed the Statement.
The Commission voted. Motion carried.

ELIGIBLE LISTS
Commissioner Slaght presented to the Commission. the following eligible lists
and moved that they be established effective September 16, 1985)and that they
be in existence for one year unless exahusted sooner: Educational Instructor,
No. 61-913; Senior Account Clerk-Typist, No. 70-609, Prom. , School Lunch Manager,
No. 60-869; Senior Clerk, No. 70-820; Youth Bureau Director, No. 60-878;
Water/Wastewater Plant Mechanic, No. 70-993; Recreation Specialist,
No. 60-665; and Computer Programmer, No. 70-751, NCP. Seconded by Chairperson
Wilcox. The Commission reviewed the lists then voted. Motion carried.
REINSTATEMENT OF ANN PARKE
Chairperson Wilcox presented a Memorandum from City Controller to the Commission
requesting the reinstatement of Ann M. Parke as an Account Clerk with the
Finance Department.
Mrs_ Parke was hired by the City on July 7, 1970 as an Account Clerk. She
Creveived~her permanent appointment on November 15, 1971. On May 20, 1974,
she transferred to City Court as a Court Clerk. On April 1, 1977, City Court
was taken over by the State and she becamermployee of the State, with the
title of Chief Clerk 1. on July 22, 1985 she terminated her employment with the
State.
Mr. Spano, the City Controller, wishes to reinstate Mrs. Parke as an Account
Clerk in the Finance Department. He had originally wanted to hire a Senior
Clerk as part of the reorganization process within the Finance Department
due to the retirements of the City Chamberlain and the Deputy City Chamberlain.
The Commission discussed the request. Following the discussion/ Chairperson
Wilcox moved to reinstate Mrs. Ann M. Parke as an Account Clerk pending approval
of the New .York State Civil Service Commission due to the fact that Mrs. Parke
has not been a City employee for more than three years. Seconded by Commissioner
Slaght. Motion carried.
RECREATION SPECIALIST - ADDITIONS TO THE POSITION SPECIFICATION
Chairperson Wilcox moved to amend the Position Specification for Recreation Specialist
as follows: in the Group of Classes Section to addaSpecial Populations." In the
Knowledges, Skills and Abilities Section to add: /good knowledge of physical and
mental disabilitiesjand in the Minimum Qualifications Section to add the following:
/MINIMUM QUALIFICATIONS WHEN WORKING WITH SPECIAL POPULATIONS: A. Graduation from
a regionally accredited or New York State registered • - .e or university with a
Bachelor's Degree in Recreation, Physical Education, c5,4cholog or Special Education.
B. Graduation from high school or possession of a high sc oo equivalency diploma
and four years of experience in working with special populations!' Seconded by
Commissioner Slaght. The Commission voted. Motion carried.
ANNOUNCEMENTS
1. Revisions of Appendix B to Ruled, ere distributed to the Commission.
2. The following examinations have been announced: Library, Clerk, No. 1985-1,
Clerk, No. 1985-2, Principal Clerk, No. 71-869 NCP; Office Manager, No. 71-
809, NCP, and Office Manager, No. 71-810, Prom.
3. Copies of the NYPE Reporter were distributed to the Commission

. PERSONNEL ACTIONS
Commissioner Slaght moved that the following personnel actions be approved effective
on the date shown for each, and further that due to the fact that the Commission was
unable to meet on its regular meeting date of September 10, 1985, and because the
roster cards containing these personnel actions already bear the date of September
10, 1985 under the Authorization for Personnel Action, that this date will stand.

CITY OF ITHACA CIVIL SERVICE COMMISSION
November 4, 1985
Present: Chairperson Wilcox, Commissioner Slaght, Commissioner Schickel , Executive
Secretary Pezdek, Mr. Cutia, Chief Olmstead, Hazel Shaw, Harry DeLibro, F. King.
Chairperson Wilcox called the meeting to order at 7:38 P.M.
NEW BUSINESS
' APPROVAL OF MINUTES
Commissioner Slaght moved that the Minutes of the October meeting be approved.
Seconded by Commissioner Schickel . Motion carried unanimously.
SENIOR TYPIST NEW POSITION DUTIES STATEMENT - SCHOOL DISTRICT
Commissioner Schickel presented to the Commission a New Position Duties Statement
for the position of Senior Typist in the School District and moved that it be
approved. Seconded by Commissioner Slaght.
The Commission reviewed the Statement and asked the Executive Secretary for his
recommendation then voted. Motion carried unanimously.
ELIGIBLE LISTS
Commissioner Schickel presented to the Commission the following eligible lists
and moved that they be established effective November 4, 1985 for one year unless
exhausted sooner: Clerk, No. 1985-2 and Library Clerk, No. 1985-1, and further
that the following eligible lists be established effective November 4, 1985 for
a period of two years: Fire Lieutenant No. 71-390 and Police Sergeant, No. 70-173.
Seconded by Commissioner Slaght. The Commission reviewed the eligible lists the
voted. Motion carried unanimously.
ROSTERS OF CANDIDATES
Commissioner Slaght moved that the following Rosters of Candidates for Examination
be approved: Office Manager, No. 71-809, NCP; Office Manager, No. 71-810, Prom. ,
and Senior Stenographer, No. 62-055. Seconded by Commissioner Schickel . The
Commission reviewed the Rosters then voted. Motion carried unanimously.
RECREATION SPECIALIST POSITION - CONSIDERATION OF DECLARING POSITION EXEMPT FROM
TESTING
Executive Secretary Pezdek explained to the Commission that he had discussed the
possibility of the Commission considering using section 55 of the Civil Service
Law to declare Mr. Keeney's position exempt from testing dug to his handicap.
Mr. Keeney had recently received a provisional appointment to the position of
Recreation Specialist. Previously he held a permanent position as Recreation
Leader. Mr. Keeney has provided the necessary documentation on his condition.
Mr. Keeney then mentioned the possibility to his immediate supervisor Mr. King
and evidently to the Director of the Youth'_ Bureau Mr. Cutia.
Mr. Cutia sent a memorandum to the Commission stating his position on the matter.
Chairperson Wilcox invited Youth Bureau Director Cutia to address the Commission
on this matter.
Mr. Cutia daid that he recognized that these is a provision in Civil Service Law
for handicapped individuals so that they do not have to take an examination. The
person we are talking agout is legally blind. He has reading devices or a reader.
"I wouldn't ordinarily not have said something about this, but there is a strong
undercurrent in the department over this. Roger wants to be considered like the
rest of the people. He wants to take the test. " The situation should be
considered on an individual basis.
Chairperson Wilcox asked Mr. Cutia: "Why is this coming up?"
Mr. Cutia Replied: "We recently changed the people - a whole bunch of people -
from Recreation Leader to Recreation Specialist. The position of Recreation
Leader has been deleted from the roster of the department so we can't put
him or the others back to Recreation Leader positions. Roger keeps insisting
he be treated the same as the others. He is one of the group that went from
Recreation Leader to Recreation Specialist. He is the only of the group that
had permanent appointment."
Chairperson Wilcox: "What type of appointment does he have now?"
Mr. Pezdek answered: "He has a provisional• appoirrtmdht. " '
Chairperson Wilcox stated that she was trying to clarify the situation:
There was then general discussion of the matter.
Following the discussion Chairperson Wilcox asked Executive Secretary Pezdek
for an explination of Section 55. Mr. Pezdek outlined that section of the law
for the Commission.
Mr. Cutia stated: "I am requesting that he be tested and I am asking he be tested. "
The Commission discussed the matter further. Then Chairperson Wilcox stated:
"It is my inclination to give it back to Mr. Keeney and ask him to request it."
Chairperson Wilcox then asked Executive Secretary Pezdek if a letter was needed.
Mr. Pezdek said no he would call Mr. Keeney and have him write a letter arid appear. "
OLD BUSINESS
AGE REQUIREMENTS FOR FIREFIGHTER AND POLICE OFFICER EXAMINATIONS AND APPOINTMENT
Chairperson Wilcox invited Fire Chief Olmstead to address the Commission on this
matter. She provided Chief Olmstead with a copy of Corporate Counsel Stumbar's
memorandum to the Commission on the subject.
The Commission and the Chief read the memorandum.
After reading the memorandum Chief Olmstead commented that there were volunteers
who were 16 years of age, we do 19 years of age, who have gone through or are
going through training who drive apparatus. Our Firefighters have 640 hours of
training. On the maturity question, I am willing to recruit them young and to
hire at an early age. The candidate/firefighter would not receive any supervisory
roll until he or she was 24 or 25. The discussion of maturity - of 19 vs. 20 -
is relative.
Commissioner Schickel remarked: "I think you would want someone 20 instead of 19. "
Chief Olmstead: "I have no problem with 19 for the test and 20 for appointment.
I would like to recruit candidates younger than 19. I would like to get seniors
in high school . " "You might want to ask Rich Stumbar about his feelings on 19.
There might be an insurance question I am not aware of, but at the present time
firefighters regardless of age are covered under the city insurance. "
Personnel Administrator Shaw commented that she would be opposed for lowering
the age requirement for the police officers.

Chairperson Wilcox replied that the age would not be lowered for police officer
candidates.
Executive Secretary Pezdek pointed out that the lower age requirement was set
by state law and could not be cahnged by the Commission - 192 to take the test
but no appointment before the age of 20.
Cheif Olmstead remarked that what we are talking about are people entering
who do physical tasks for the fire department. We evlauate the candidate on
these. There is also a refresher course available which also includes
defensive driving techniques especially for people who have marks on their
license.
Commissioner Schickel commented that Counsel Stumbar seems to support the age
of twenty for reasons of maturity.
Commissioner Slaght asked for a point of clarification. "Are we changing the
lower age for both the Firefighters and the Police Officers?"
Chairperson Wilcox replied: "We will just do it for fire fighters. "
There was more discussion. After the discussion Commissioner Slaght moved
that the lower age limit for taking the firefighter examination be set at
18 years of age with no appointment to the position of Firefighter until
the candidate attains 19 years of age. Seconded by Commissioner Schickel .
The Commission voted: Motion carried unanimously.
REQUEST OF JAMES I. MENDZEFF TO THE POSITION OF FIREFIGHTER
Chairperson Wilcox stated that the Commission wished to discuss the request
for reinstatement prior to Mr. Mendzeff's entering the meeting.
Personnel Administrator Shaw requested that Mr. DeLibro be given some background
1 on what the Commission decided at its last meeting. Mr. DeLibro is Mr.Mendzeff's
counselor.
Chairperson Wilcox gave the background of the Commission's deliberations to
Mr. DeLibro. When the background information was finished Chairperson Wilcox
1 asked Mr. DeLibro to give it what information he could about Mr. Mendzeff.
Mr. DeLibro stated that he did not really know a lot of the details surrounding
Mendzeff's resi gnation except what has come out in counseling. He further stated
that he did not know what problems he was having on the job. Mr. De Libro stated
that Mr. Mendzeff has been diagnosed as having Post Traumatic Stress Disorder
as a result of his experiences in Vietnam. "He is not the first case the
City has nor will it be the last case as Hazel can tell you. "
Mr. DeLibro related how there was a support gorup which met once a week with
thirty-five members and that all have the same symptoms. Mr. DeLibro described
the symptoms. He also stated that he could predict what Mr. Mendzeff was going
through. He further stated that Mr. Mendzeff wants to be reinstated very much
( in his former position.
Mr. DeLibro continued. He has two specific problems. First, he has had a life
threatening experience. He doesn't have a lot od confidence in himself. He
is afraid he is going to fail because of the life threatening experience. Second,
he has intrusive recollection. For example, the first case I had . . .
Personnel Administrator Shaw interjected that perhaps the Commission should go
into executive session.
Chairperson Wilcox replied: "Up to now it has beeh general . I have a question
about discussing it without Mr. Mendzeff being here. " She then indicated for
Mr. DeLibro to continue.
Md. De Libro continued. May I give you an example. There is a guard at the
Seneca Army Depot. His symptoms are among other things sleepness. This is
common to people suffering from PTSD. The guard killed a women and child in
Vietman accidently. When the guard sees a woman carrying a child it brings back
his memory and results in depression.
In all cases the problem really comes down to job performance. Be it the guards
of Mr. Mendzeff' s. It is my opinion that the PTSD would not affect Mendzeff's
job performance.
I have many clients who are affected by the PTSD. Many are in Police Departments
in the area, many are in very sensitive jobs.
The tragedy it this is not his fault. It was imposed on him by what happened.
In Jim's case what brought this up was that he visited the Vietman Veterans War
Memorial in Washington, D.C. While there he saw the names of friends he lost
there and the names of other friends who he did not know died there. As a result
he became depressed.
He hashad a problem and was diagnosed as PTSD. He is presently in a support
group therapy. If you can show me specific instances in his case I can explain
why.
Commissioner Schickel : We still need to determine if he will be affected in/on
his job.
Chairperson Wilcox: I think we need to go into executive session. Do I hear
a motion.
Commissioner Schickel : What are you thinking about?
Chairperson Wilcox: Our roll in this very complex situation. I move that we
go into executive session. Seconded by Commissioner Slaght. Motion carried
unanimously.
Chairperson Wilcox moved that the Commission go out of executive session. Seconded
by Commissioner Slaght. Motion carried unanimously.
Commissioner Schickel moved that James I Mendzeff be reinstated to the position of
Firefighter with the City of Ithaca Fire Department. Seconded by Commissioner
Slaght. The Commission voted. Motion carried unanimously.
ANNOUNCEMENTS
1. Copies of the NYPER were distributed.
2. The Account Clerk and the Account Clerk-Typist examinations have been announced.
3. The March 1986 examination series has been announced to appointing authorities.
