Commissioner Bantuvanis called the meeting to order at 11:03 am.
APPROVAL OF MINUTES
Commissioner Desch made a motion to approve the minutes of the April
12, 1999 meeting. Seconded by Commissioner Richardson. Motion carried
3-0.
NEW BUSINESS
New Position Duties Statement and Adoption of Job Description: TCAT -
Transit Service Supervisor
The Commission reviewed and discussed a New Position Duties Statement
from TCAT and the proposed job description for Transit Service
Supervisor. Commissioner Desch made a motion to classify the position
as Transit Service Supervisor and adopt the job description as
proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: TCAT -
Manager of Operations and Maintenance
The Commission reviewed and discussed a New Position Duties Statement
from TCAT and the proposed job description for Manager of Operations
and Maintenance. Commissioner Desch made a motion to classify the
position as Manager of Operations and Maintenance and adopt the job
description as proposed. Seconded by Commissioner Richardson. Motion
carried 3-0.
New Position Duties Statement: Youth Bureau - Deputy Youth Bureau
Director
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca Youth Bureau. Commissioner Desch made a motion to
classify the position as Deputy Youth Bureau Director. Seconded by
Commissioner Richardson. Motion carried 3-0 .

New Position Duties Statement: Ithaca City School District - Typist
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca City School District for a new twelve-month position in
the Early Childhood Program. Commissioner Desch made a motion to
classify the position as Typist. Seconded by Commissioner Richardson.
Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: Ithaca
City School District - Internal Claims Auditor
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca City School District and the proposed job description
for Internal Claims Auditor. Commissioner Richardson made a motion to
classify the position as Internal Claims Auditor and adopt the job
description as proposed. Seconded by Commissioner Desch. Motion
carried 3-0.
Authorization to Direct Public Hearing to Allocate the Position of
Internal Claims Auditor to the Exempt Class
The Commission discussed the Ithaca City School District' s request to
allocate the Internal Claims Auditor position to the Exempt Class.
Section 2526 of the NYS Education Law establishes the position as one
that serves at the pleasure of the Board of Education. Commissioner
Desch made a motion to direct a public hearing for Monday, June 14,
1999 at 11: 00 am to hear public comment on the request to place the
Internal Claims Auditor position in the Exempt Class. Seconded by
Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement: Ithaca Police Department - Police
Officer (2)
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca Police Department for two new positions. Commissioner
Desch made a motion to classify the positions as Police Officers.
Seconded by Commissioner Richardson. Motion carried 3-0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into executive session to
discuss civil service examination matters. Seconded by Commissioner
Desch. Motion carried 3-0. During executive session, the Commission
took the following actions:

Approval of Roster of Candidates for Examination
Commissioner Desch made a motion to approve the Roster of Candidates
for Examination for the Firefighter Examination No. 69-514. Seconded
by Commissioner Richardson. Motion carried 3-0.
Establishment of Eligible Lists
Commissioner Desch made a motion to establish the eligible lists listed
below for the time period indicated. Seconded by Commissioner
Richardson. Motion carried 3-0.
