Commissioner Bantuvanis called the meeting to order at 11:01 am.
APPROVAL OF MINUTES
Commissioner Desch made a motion to approve the minutes of the March 8,
1999 meeting. Seconded by Commissioner Bantuvanis. Motion carried 3-
0.
NEW BUSINESS
Request to Amend DPW Job Descriptions to Add Driver's License
Requirements
The Commission reviewed and discussed a request from Assistant
Superintendent of Public Works Rick Ferrel to add appropriate drivers
license requirements to DPW job descriptions for positions that
regularly require the operation of City vehicles. The specific
amendments requested are as follows:
Tree Trimmer - add a requirement for a NYS Class D drivers license at
the time of appointment, and a requirement that appointees obtain a NYS
Class B Commercial Drivers License within six months of appointment.
Said licenses must be maintained throughout employment. Mr. Ferrel
also requested that the "Distinguishing Features" and "Typical Work
Activities" sections of the job description be amended to include
references to responsibilities for driving trucks and operating tree-
trimming equipment. These duties are currently performed by
incumbents, and have been historically performed by Tree Trimmers.
Assistant Superintendent of Public Works (Streets and Facilities) - add
a requirement for a NYS Class D drivers license at the time of
appointment and maintenance of the license throughout employment.
Automotive Mechanic Helper - add a requirement for a NYS Class D
drivers license at the time of appointment and maintenance of the
license throughout employment.

Commissioner Desch made a motion to approve the requested changes.
Seconded by Commissioner Bantuvanis. Motion carried 3-0.

New Position Duties Statement and Adoption of Job Description: Ithaca
Housing Authority - Coordinator of the Department of Community Services
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca Housing Authority and the proposed job description for
Coordinator of the Department of Community Services. Commissioner
Desch made a motion to classify the position as Coordinator of the
Department of Community Services and adopt the job description as
proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: Ithaca
Housing Authority - Case Manager for the Elderly and Disabled
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca Housing Authority and the proposed job description for
Case Manager for the Elderly and Disabled. Commissioner Desch made a
motion , to classify the position as Case Manager for the Elderly and
Disabled and adopt the job description as proposed. Seconded by
Commissioner Bantuvanis. Motion carried 3-0.
Revision of Family Self-Sufficiency Program Case Manager and Resident
Initiatives Program Assistant Job Descriptions
The Commission reviewed and discussed a request from the Ithaca Housing
Authority to revise the job descriptions for Family Self-Sufficiency
Program Case Manager and Resident Initiatives Program Assistant by
changing the title of the immediate supervisor of both positions to
Coordinator of the Department of Community Services. Commissioner
Desch made a motion to amend the job descriptions as requested.
Seconded by Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District -
Groundskeepers (3)
The Commission reviewed and discussed a New Position Duties Statement
from the Ithaca City School District for three new positions.
Commissioner Bantuvanis made a motion to classify the positions as
Groundskeeper. Seconded by Commissioner Desch. Motion carried 3-0.
Complaint Regarding the Ithaca City School District's Hiring Practices
Robin Whittlesey, an eligible on the Library Clerk eligible list,
addressed the Commission to register a complaint regarding her recent
experience in applying for a Library Clerk position at the Ithaca City
School District. Ms. Whittlesey stated that she applied for the
Library Clerk examination, was tested, scored in the top three, was
interviewed for the position, but was not hired for the position. Ms.
Whittlesey stated that she pursued the reason she was not hired, and
was told by the hiring supervisor that she was overqualified. When the

candidate who was offered the position declined it, a second round of
interviews were scheduled. Ms. Whittlesey detailed the confusion
surrounding these interviews and stated that she feels the School
District' s interviewing practices were questionable. Ms. Whittlesey
questioned whether appropriate civil service procedures were followed
in conducting the second round of interviews, and expressed concern as
to whether the spirit of Civil Service Law was followed, even if the
laws were technically followed.
Ms. Whittlesey stated that she would like copies of the applications
and hiring records for the Ithaca City School District for the past ten
years. She stated that she is trying to examine the School District' s
hiring practices to determine if a pattern of discrimination exists.
Ms. Whittlesey was advised to file a Freedom of Information Request
with the City Clerk' s Office. The request will be reviewed and the
records that are available to the public can then be released.
The Commission questioned Ms. Whittlesey further about her situation.
Ms. Whittlesey stated that she believes that the School District is
deliberately not appointing her because of her politics. Ms.
Whittlesey stated that she is a vocal parent in the School District.
Ms. Whittlesey stated that Civil Service Law prohibits an employer from
denying someone a job because of their political beliefs.
The Commission advised Ms. Whittlesey that interviewing practices and
selection criteria are not governed by Civil Service Law and advised
her to bring her concerns regarding the School District' s hiring
procedures to the attention of the Director of Human Resources and
Labor Relations Michael Cuddy, and/or to the attention of the Ithaca
City School Board. Ms. Whittlesey stated that she has already
corresponded with Mr. Cuddy and that she will be addressing the School
Board later in the week.
The Commission thanked Ms. Whittlesey for bringing her concerns to
their attention.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into executive session to
discuss civil service examination matters. Seconded by Commissioner
Desch. Motion carried 3-0. During executive session, the Commission
took the following actions:
Approval of Rosters of Candidates for Examination
Commissioner Desch made a motion to approve the Roster of Candidates
for Examination for the Engineering Systems Manager Exam No. 64-241.
Seconded by Commissioner Richardson. Motion carried 3-0.
