Erf CIVIL SERVICE COMMISSION Regular Meeting January 19, 1999 Commissioners Present: Commissioner Bantuvanis, Commissioner Desch, Commissioner Richardson Staff Present; Valerie Saul (Deputy Director of Human Resources) , Schelley Michell-Nunn (Director of Human Resources) , Marcia Fort (GIAC Director) , Rick Eckstrom (Building Commissioner) , Phyllis Radke (Deputy Building Commissioner) Others Present: Shawn May, Mayor Cohen Commissioner Bantuvanis called the meeting to order at 11:00 am. APPROVAL OF MINUTES Commissioner Desch made a motion to approve the minutes of the December 14, 1998 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0 (Bantuvanis, Desch) . NEW BUSINESS Request For Job Audit: Principal Account Clerk (GIAC) GIAC Director Marcia Fort updated the Commission on the establishment of GIAC as an independent City department. Ms. Fort stated that Principal Account Clerk Shawn May believes that she is working out-of- title, as a result of new duties she has assumed since GIAC separated from the Youth Bureau. Commissioner Desch made a motion to authorize a job audit of Ms. May' s position to evaluate the level of work she is performing. Seconded by Commissioner Bantuvanis. Motion carried 2-0 (Bantuvanis, Desch) . Welcome Commissioner Richardson Commissioners Bantuvanis and Desch welcomed new Commissioner Arlene Young Richardson. New Position Duties Statement: GIAC - Administrative Secretary The Commission reviewed and discussed a New Position Duties Statement from GIAC. Commissioner Desch made a motion to classify the position as Administrative Secretary. Seconded by Commissioner Bantuvanis. Motion carried 3-0. Civil Service Commission January 19, 1999 Page 2 New Position Duties Statement and Adoption of Job Description: Youth Bureau - Deputy Youth Bureau Director The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau and the proposed job description for Deputy Youth Bureau Director. Commissioner Desch made a motion to classify the position as Deputy Youth Bureau Director and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0. Revision of Automotive Mechanic Job Description The Commission reviewed and discussed a request from Assistant Superintendent of Public Works Rick Ferrel to amend the Automotive Mechanic job description by adding a minimum educational requirement of a high school diploma or high school equivalency diploma, and by requiring a Class D drivers license at the time of appointment but allowing the appointee six months from the date of appointment to obtain a Class B Commercial Drivers License. Commissioner Desch made a motion to amend the Automotive Mechanic job description as requested by Assistant Superintendent Ferrel. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement: Ithaca Police Department - Custodial Worker The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department. Commissioner Desch made a motion to classify the position as Custodial Worker. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement: Ithaca Fire Department - Firefighters (4) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department for four positions. Three of the positions are newly authorized positions in the 1999 budget. The fourth position is being created to overlap an existing position that is still encumbered but will soon be vacated due to retirement. Once vacated, the position will be eliminated. Commissioner Desch made a motion to classify the four positions as Firefighters. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement: City Chamberlain's Office - Customer Service Representative The Commission reviewed and discussed a New Position Duties Statement from the City Chamberlain' s Office. Commissioner Desch made a motion to classify the position as Customer Service Representative. Seconded by Commissioner Richardson. Motion carried 3-0. Civil Service Commission January 19, 1999 Page 3 New Position Duties Statement: DPW/Water and Sewer - Principal Account Clerk Commissioner Desch made a motion to table this item until the February meeting, pending the submission of the New Position Duties Statement. Seconded by Commissioner Bantuvanis. Motion carried 3-0. Police Sergeant Examination: Mayor's Request to Hold Open-Competitive Exam Mayor Cohen presented a request to the Commission to conduct the 1999 Police Sergeant examination as an open-competitive examination, rather than a promotional examination. The reasons the Mayor cited to the Commission to support his request were as follows: 1) an open- competitive exam draws from a larger pool of applicants, providing more choices to choose from; 2) an open-competitive exam offers the Mayor the opportunity to bring in applicants from outside the department with different perspectives and fresh ideas; 3) an open-competitive exam will provide for a culture that encourages individuals to strive for excellence. The Commission noted that Section 51.3 of the NYS Civil Service Law provides for a procedure to notify employees that an open-competitive examination has been requested. Commissioner Desch made a motion to notify the City' s police officers of the Mayor' s request as prescribed by state law. The Commission will take public comment on the Mayor' s request and consider the request at their next meeting. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: Building Department - Permit Clerk The Commission reviewed and discussed a New Position Duties Statement from the Building Department and the proposed job description for Permit Clerk. Commissioner Desch made a motion to classify the position as Permit Clerk and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0. Revision of Deputy Police Chief Job Description Mayor Cohen presented a revised Deputy Police Chief job description to the Commission. The proposed description included revisions to the "Typical Work Activities" section to include responsibilities for labor relations, departmental training, community relations, departmental evaluations, and the development and supervision of specialized units. The description also included revisions to the minimum qualifications to allow candidates with two years of experience at the rank of Lieutenant or higher to qualify for the position. Discussion followed regarding the proposed qualifications. Commissioner Desch made a motion to adopt the proposed revisions to the "Typical Work Activities" section and to amend the "Minimum Qualifications" to read as follows: "Applicants must have at least s Civil Service Commission January 19, 1999 Page 4 seven years of law enforcement experience, two of which must have been at the second-line supervisory level or above." Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement: Ithaca Police Department - Deputy Police Chief (2) The Commission reviewed and discussed a New Position Duties Statement for two new positions in the Ithaca Police Department. Commissioner Desch made a motion to classify the positions as Deputy Police Chief. Seconded by Commissioner Richardson. Motion carried 3-0. Revision of Police Chief Job Description The Commission discussed the need to amend the minimum qualifications for Police Chief to make the qualifications consistent with the revised Deputy Police Chief qualifications. Commissioner Desch made a motion to amend the Police Chief qualifications to read as follows: "Applicants must have at least seven years of law enforcement experience, two of which must have been at the second-line supervisory level or above." Seconded by Commissioner Bantuvanis. Motion carried 3-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Desch. Motion carried 3-0. During executive session, the Commission took the following actions: Approval of Rosters of Candidates for Examination Commissioner Desch made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 3-0.
