CIVIL SERVICE COMMISSION

Commissioner Bantuvanis called the meeting to order at 11:00 am.
PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B OF THE CIVIL SERVICE
RULES
Commissioner Perko made a motion to open the public hearing on the proposal to amend
Appendix B by adding the position of Director of Human Resources and designating the position
as policy-influencing pursuant to Section 42(2)(a) of the NYS Civil Service Law. Seconded by
Commissioner Bantuvanis. Motion carried 2-0.
No one appeared to speak on this proposed amendment.
Commissioner Perko made a motion to close the public hearing. Seconded by Commissioner
Bantuvanis. Motion carried 2-0.

PUBLIC HEARING ON PROPOSED AMENDMENT TO RULE XIV OF THE CIVIL SERVICE
RULES
Commissioner Perko made a motion to open the public hearing on the proposal to amend Rule
XIV by establishing a twenty-six (26) to fifty-two (52) week probationary period for the position of
Director of Human Resources. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
No one appeared to speak on this proposed amendment.
Commissioner Perko made a motion to close the public hearing. Seconded by Commissioner
Bantuvanis. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the March 23, 1998 meeting.
Seconded by Commissioner Bantuvanis. Motion carried 2-0.

NEW BUSINESS
Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil
Service Rules
Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing
on April 13, 1998 for the purpose of amending Appendix B Non-Competitive Class of the City of
Ithaca Civil Service Rules by adding the position of Director of Human Resources and designating
the position of Director of Human Resources as requiring the performance of functions influencing
policy and,
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no
persons spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that the position of Director of Human Resources be added to Appendix•B - Non -
Competitive Class, and be it further
RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the
position of Director of Human Resources be designated as a position which requires the
performance of functions influencing policy.
Motion seconded by Commissioner Bantuvanis. Motion carried 2-0.
Resolution-for--Amendment-to-Rule-XIV (Probationary T-erm)- of the-City--of-Ithaca- Civil
Service Rules
• Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing
on April 13, 1998 for the purpose of amending Rule XIV Probationary Term of the City of Ithaca
Civil Service Rules to establish the probationary period for the position of Director of Human
Resources as not less than twenty-six(26)weeks nor more than fifty-two (52)weeks, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no
persons spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that the probationary period for the position of Director of Human Resources be
established as not less than twenty-six(26)weeks nor more than fifty-two (52)weeks.
The motion was seconded by Commissioner Bantuvanis. Motion carried 2-0.

Reclassification Request: Building Department - Plan Review Officer to Senior Plan
Examiner
The Commission reviewed and discussed a proposed reclassification in the Building Department.
Personnel Administrator Saul reported on her findings from the job audit. Deputy Building
Commissioner Phyllis Radke spoke in support of the reclassification and answered questions
from the Commission about the position and the department. Commissioner Perko made a
motion to reclassify the position of Plan Review Officer to Senior Plan Examiner and to adopt the
job description for Senior Plan Examiner as proposed. Seconded by Commissioner Bantuvanis.
Motion carried 2-0.
Revision of Deputy Building Commissioner Job Description
• Personnel Administrator Saul informed the Commission that, while preparing the Senior Plan
Examiner job description, it became clear that the Deputy Building Commissioner job description
also needed to be updated. The Commission reviewed and discussed the updated job
description. Deputy Building Commissioner Radke answered questions about her job.
Commissioner Perko made a motion to adopt the updated Deputy Building Commissioner job
description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
New Position Duties Statement and Adoption of Job Description: City Attorney's Office -
j Legal Associate
The Commission reviewed and discussed a New Position Duties Statement from the City
Attorney's Office and the proposed job description for Legal Associate. Commissioner Perko
made a motion to-classify-the position as Legal Associate and-adopt the job description as
proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0.

Request to Cancel Police Sergeant Examination
Commissioner Bantuvanis reported that she had received letters and telephone calls from
candidates on the existing Police Sergeant eligible list who were questioning why the City was
holding the Police Sergeant exam again this year. It was held in June 1997 and has been
traditionally been held every two years. The officers expressed concern because no
appointments have been made from the existing list and they do not understand the need for a
new exam. Officer Doug Wright and Officer John Barber both spoke in favor of canceling the
exam scheduled for June 1998, to allow for appointments to be made from the existing list.
After discussion, Commissioner Perko made a motion to cancel the Police Sergeant examination
scheduled for June 1998. Seconded by Commissioner Bantuvanis. Motion carried 2-0.

CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Perko. Motion carried 2-0. During executive
session, the Commission took the following actions:

Police Sergeant Examination
Commissioner Bantuvanis reported that, while the Commission was in Executive Session, Mayor
Cohen made an appearance to discuss the cancellation of the Police Sergeant examination.
Mayor Cohen advised the Commission that he wanted to hold a new examination because he
wanted a wider pool of applicants. Mayor Cohen's comments did not.change the Commission's
action.
Technical Assistance Review
The Commission reviewed and discussed the report issued by Municipal Services Consultant
Chris Marshall summarizing the Technical Assistance Review she and Joe Cavazos conducted in
March. The Commission commended Ms. Saul for the positive review the City received. At their
next meeting, the Commission will discuss some proposed rules changes that Ms. Marshall
recommended.
With no further business, the meeting was adjourned at 12:00 noon.
