Commissioner Bantuvanis called the meeting to order at 11:04 am.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the January 12, 1998
meeting. Second by Commissioner Desch. Motion carried 3-0.
APPOINTMENT OF CHAIR
Commissioner Desch made a motion to appoint Commissioner Bantuvanis Chair of the Civil
Service Commission for 1998. Seconded by Commissioner Perko. Motion carried 3-0.
NEW BUSINESS
Review of Exempt Class Status for Deputy City Clerk
City Clerk Julie Holcomb advised the Commission that the Deputy City Clerk position has
become vacant. Personnel Administrator Saul advised the Commission that they are
required to review the position and determine whether an exempt jurisdictional
classification remains appropriate. The Commission reviewed the job description and
discussed the duties and responsibilities of the position, the selection process and the
appointment process with City Clerk Holcomb. Commissioner Perko made a motion to
retain the position of Deputy City Clerk in the exempt class. Seconded by Commissioner
Desch. Motion carried 3.0.
New Position Duties Statement and Adoption of Job Description: DPW - Bridge Systems
Engineer
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works, as well as the proposed job description for Bridge Systems
Engineer. The Superintendent had proposed the position as a permanent addition to his
departmental personnel roster, because it is to be funded by a grant which will exist for a
minimum of two years. Common Council, however, created the position as a temporary
position because its funding is tied to the receipt of grant money. The Commission
discussed Section 64 of the Civil Service Law and determined that the position does not

meet the criteria for a temporary appointment. Commissioner Perko made a motion to
classify the position as Bridge Systems Engineer, adopt the job description as proposed
and fill the position as a permanent appointment pursuant to Civil Service Law. Seconded
by Commissioner Desch. Motion carried 3-0.
New Position Duties Statement: Ithaca Housing Authority - Maintenance Worker
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Housing Authority. Commissioner Desch made a motion to classify the position as
Maintenance Worker. Seconded by Commissioner Bantuvanis. Motion carried 3-0.
New Position Duties Statement: Ithaca Housing Authority - Youth Development Program
Leader
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Housing Authority. Commissioner Desch made a motion to classify the position as Youth
Development Program Leader. Seconded by Commissioner Bantuvanis. Motion carried 3-
0.
New Position Duties Statement and Adoption of Job Description: Ithaca Housing
Authority - Family Self-Sufficiency Program Case Manager
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Housing Authority and the proposed job description for Family Self-Sufficiency Program
Case Manager. Commissioner Desch made a motion to classify the position as Family Self-
Sufficiency Program Case Manager and adopt the job description as proposed. Seconded
by Commissioner Bantuvanis. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District - Laborer
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
City School District. Commissioner Desch made a motion to classify the position as
Laborer. Seconded by Commissioner Perko. Motion carried 3-0.
Approval of Annual Report
The Commission reviewed and discussed the 1997 Annual Report. Commissioner Desch
made a motion to approve the Annual Report as presented and forward it to the NYS Civil
Service Department. Seconded by Commissioner Perko. Motion carried 3-0.
OLD BUSINESS
Correction of Supervisory Titles Specified in Job Descriptions
Personnel Administrator Saul presented a list of job descriptions in which the title specified
as the immediate supervisor of the position is incorrect. The job descriptions involved are:
Assistant Building Systems Supervisor, Assistant Recreation Supervisor, Assistant

Water/Wastewater Treatment Plant Mechanic, City Chamberlain, City Clerk, Custodial
Worker, Gorge Ranger, Lifeguard, Recreation Facilities Manager, Recreation Leader,
Recreation Supervisor, Recreation Supervisor (Expressive Arts), Recreation Supervisor
(Special Populations), Traffic Systems Engineer and Youth Development Program Leader.
Commissioner Perko made a motion authorizing Ms. Saul to correct the job descriptions so
that the titles listed as immediate supervisors were accurate. Seconded by Commissioner
Desch. Motion carried 3.0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Desch. Motion carried 3-0.
During executive session, the Commission took the following actions:
Approval of Rosters of Candidates for Examination
Commissioner Desch made a motion to approve the Rosters of Candidates for Examination
listed below. Second by Commissioner Perko. Motion carried 3.0.
