MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: October 27, 1995 at 2:30 p.m.
PRESENT: Commissioners Carrington, Nelson, Sarachan, Seligmann,
Teasley, Yarrow.
Deputy Chief Barnes, PBA President Gray, Alderperson Shenk.
1 . Commissioner Teasley called the meeting to order.
2. Approve Minutes of Meeting of September 22, 1995
Commissioner Yarrow suggested that under 3. Report from Common
Council: Alderperson Shenk briefly discussed the residency requirement
that Common Council is reviewing and she thought it is a good idea to
hire individuals that live in the City for police officer positions.
Approve Minutes of Meeting of September 22, 1995 as amended
by Commissioner Seligmann, seconded by Commissioner Yarrow.
RESOLVED, That the minutes of the September 22, 1995 Community Police
Board Meeting be approved as amended.
Carried Unanimously
3. Report from Common Council: Alderperson Shenk briefly discussed the
residency requirement that Common Council is reviewing. She noted that
the latest change is that Common Council is considering a 3 year
residency requirement, not a permanent situation, noting that this will
counteract the problem of hiring candidates off the City list only to have
them move outside the City after they are hired. Discussion followed with
PBA President Gray voicing his concerns with having officers living in the
City. Alderperson Shenk felt that officers should be offered incentives for
living in the City.
4. Comments from the Public: Barbara Balluffi from the Northside
Neighborhood Watch group was present to discuss the group's concerns
with the drug traffic in the Northside area. Ms. Balluffi noted that they plan
on having a walk through the neighborhood on Saturday evening,
October 28, 1995 from 7 to 9 pm. Discussion followed.

Rita Linger from the Community Dispute Resolution Center was present.
She discussed the revised Intake Record her and Chief McEwen worked
on. She noted that Officers Torres and Slattery will be meeting with youth
at a Youth Forum that CDRC is sponsoring on November 2, 1995 at 4 pm.
Discussion followed about this forum and how ground rules have been set
so it does not turn into a "gripe" session. Alderperson Shenk thought this
was a good idea and that the Community Police Board should consider
doing this with the adult community.
5. Report of the Chief: Deputy Chief Barnes noted that Chief McEwen is on
an educational trip in Taiwan.
Deputy Chief Barnes noted that two officers just resigned to take positions
with the Syracuse Police Department and that Chief McEwen is looking to
fill these positions in the near future.
Deputy Chief Barnes noted that the budget hearing for the Police
Department is scheduled for November 27, 1995 at 7:30 pm and he
invited all Community Police Board members to attend.
6. Comments from PBA President: PBA President Mike Gray expressed his
concerns with the manpower shortage. He also discussed a police board
complaint that he had some questions about which will be discussed in
Executive Session.
7. Old Business: Commissioner Teasley noted that there is one opening on
the Community Police Board due to Commissioner Kemp's departure.
8. New Business: Commissioner Teasley noted that she cannot chair the
Community Police Board next year and wanted all members to be aware
of this before January when they will need to choose a chair. Discussion
followed about commissioner's term lengths and the by-laws; this will be
discussed further next month.
Commissioner Yarrow asked about the problems at the Ithaca High
School.
9. Adiournment: The next meeting of the Community Police Board is
scheduled to be held on November 17, 1995 at 2:30 p.m. in the second
floor conference room of City Hall.
On a motion by Commissioner Carrington, seconded by Commissioner
Seligmann, the Community Police Board adjourned into Executive Session
at 4:20 p.m.
