Chief McEwen, Deputy Chief Barnes, Alderperson Shenk. ABSENT: Commissioners Kemp, Nelson. 1 . Commissioner Sarachan called the meeting to order. 2. Approve Minutes of Meeting of August 25, 1995 by Commissioner Seligmann, seconded by Commissioner Carrington. RESOLVED, That the minutes of the August 25, 1995 Community Police Board Meeting be approved as published. Carried Unanimously 3. Report from Common Council: Alderperson Shenk briefly discussed the residency requirement that Common Council is reviewing. Chief McEwen noted that he and PBA President Mike Gray have already spoke to Common Council about this, voicing their disapproval. Alderperson Shenk noted that the law would not be retroactive, that is, it would not effect officers presently hired, but would effect new hires. Chief McEwen felt that this would greatly effect the pool of qualified candidates the City would have for police officer positions. 4. Comments from the Public: There were no members of the public present. 5. Report of the Chief: Chief McEwen briefly discussed his 1996 budget proposal, noting that this document is extremely confidential until the Mayor releases his budget. He invited the Community Police Board to review the budget at their leisure and if they had questions to contact him. Alderperson Shenk asked about the officers at the Octopus. Chief McEwen noted that this is a result of a special agreement with the State to provide these services for 3 years in conjunction with the Route 96 project. Ithaca Community Police Board Page 2 Meeting Minutes September 22, 1995 6. Comments from PBA President: PBA President Mike Gray was not present. 7. Old Business: Discussion followed about the status of Commissioner Kemp, which no one was really sure of. Commissioner Carrington asked about dispatch procedures, noting that many people don't like to call the police if they have to give out their name. Discussion followed. Chief McEwen noted how important it is to have all this information and the department tries to use a scrambled channel if it needs to release names and personal information. Chief McEwen asked the Community Police Board members to please tell this to the various groups they work with. 8. New Business: Commissioner Carrington asked Chief McEwen how warrants are issued. Chief McEwen explained the warrant process. Commissioner Yarrow suggested that all members of the Community Police Board receive a draft letter of the commissioner's findings before it is finalized and mailed to the complainant. The Community Police Board felt that this was a good idea. 9. Adjournment: The next meeting of the Community Police Board is scheduled to be held on October 27,1995 at 2:30 p.m. in the second floor conference room of City Hall. On a motion by Commissioner Carrington, seconded by Commissioner Seligmann, the Community Police Board adjourned into Executive Session at 4:02 p.m. CPB/lac
