MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: August 25, 1995 at 2:30 p.m.
PRESENT: Commissioners Nelson, Sarachan, Seligmann, Yarrow.
Chief McEwen, Deputy Chief Barnes, PBA President Gray.
1 . Commissioner Sarachan called the meeting to order.
2. Approve Minutes of Meeting of July 28, 1995
by Commissioner Yarrow, seconded by Commissioner Seligmann.
RESOLVED, That the minutes of the July 28, 1995 Community Police Board
Meeting be approved as published.
Carried Unanimously
3. Report from Common Council: Alderperson Shenk was not present.
4. Comments from the Public: Camilla Lisbe discussed the summer uniform
for police officers issue that was brought up at a recent Common Council
meeting. She felt that no hats should be required on hot days. Chief
McEwen explained the uniform policy - the officers do have summer
uniforms, but he felt the hat was a necessity as it distinguishes the police
officer in a crowd. However, he noted that he is considering vented hats
but there is a strict budget and the PBA would have to be willing to give
up something for that.
Ms. Lisbe also asked about the meetings between the Community Police
Board members and the Southside Community Center. Commissioner
Yarrow gave a brief update on this, noting that they have been
productive and there are follow-up meetings being planned.
5. Report of the Chief: Chief McEwen briefly discussed the revised intake
form for the Community Dispute Advocate program. He noted that he
met with Commissioner Teasley, Judy Saul and Rita Linger to finalize the
form and they had a very productive meeting.
Chief McEwen noted that there will now be three police offices in
buildings - one in the EOC building on West State Street, one in the
Southside Community Center and one in Landmark Square.

Chief McEwen noted that he has received two police officer resignations
within the last month. However, he is ready to hire two new officers who
will begin basic school on September 11, 1995.
Chief McEwen noted that he met with the Institute for the Healing of
Racism and was very impressed with them. He noted that they are a non-
fingerpointing group and suggested that the Community Police Board
invite them to a future meeting.
6. Comments from PBA President: PBA President Mike Gray had no
comments.
7. Old Business: There was no old business.
8. New Business: There was no new business.
9. Adjournment: The next meeting of the Community Police Board is
scheduled to be held on September 22, 1995 at 2:30 p.m. in the second
floor conference room of City Hall.
On a motion by Commissioner Yarrow, seconded by Commissioner
Seligmann, the Community Police Board adjourned into Executive Session
at 3:30 p.m.
