MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: June 23, 1995 at 2:30 p.m.
PRESENT: Commissioners Carrington, Kemp, Sarachan, Seligmann,
Teasley.
Chief McEwen, Deputy Chief Barnes, Alderperson Shenk.
1 . Commissioner Teasley called the meeting to order.
2. Approve Minutes of Meeting of May 26, 1995
by Commissioner Seligmann, seconded by Commissioner Carrington.
RESOLVED, That the minutes of the May 26, 1995 Community Police Board
Meeting be approved as published.
Carried Unanimously
3. Report from Common Council: Alderperson Shenk had no report.
4. Comments from the Public: Rita Linger from Community Dispute
Resolution Center gave the Community Police Board an update on the
activities of the Community Police Advocates Program. Chief McEwen
expressed his concern about the complaints listed that he has not heard
anything about. He felt that if someone is complaining against the police
department he should be aware of it and asked that the complaints be
more specific. Discussion followed. Ms. Linger noted that she is planning
a meeting with Commissioners Teasley and Seligmann to design a flow
chart of the complaint process. Chief McEwen noted that he will design a
chart specifying what he wants regarding the Community Police
Advocates update.
5. Report of the Chief: Chief McEwen reported on the following:
1 . He has appointed Officer Daniel Slattery as the second
Neighborhood Oriented Policing Officer. His schedule is Tuesday
through Saturday, 2 pm to 10 pm.
2. Chief McEwen noted that the Endeavors School Project is going
well.

3. He noted that he is concerned about the tensions building at the
high school and he is having continuing discussions with the Ithaca
High School staff on how to improve the situation.
4. Chief McEwen noted that we have an officer retiring and a
dispatcher leaving and he is in the process of filling these positions.
6. Comments from PBA President: PBA President Mike Gray was not present.
7. Old Business: The Community Police Board discussed the Taxi Driver's
License appeal policy. Chief McEwen noted that he wanted members to
be aware of this appeal process, that is, if he denies a taxi driver's license
or owner's license, the applicant may appeal his decision to the
Community Police Board. Discussion followed. It was noted that the
appeal would be in the form of a public hearing with the City Attorney's
assistance. Chief McEwen noted that he is very careful screening and
approving the applications and has not had a hearing since he has been
Chief of Police.
8. New Business: Discussion followed about the procedure to follow when a
Community Police Board member has a complaint against an officer.
Commissioner Sarachan felt that the current procedure is adequate and
Commissioner Seligmann suggested that the complaint be handled
informally. Commissioner Teasley noted that this should be handled
distinctly, that is, there should be two separate roles involved.
Commissioner Carrington discussed the Community Empowerment Project
and concerns of the Community Youth Forum. Commissioner Teasley
noted that a subcommittee should be formed that includes PBA President
Mike Gray. Commissioner Carrington will contact the appropriate people
to get this subcommittee underway.
9. Adiournment: The next meeting of the Community Police Board is
scheduled to be held on July 28, 1995 at 2:30 p.m. in the second floor
conference room of City Hall.
On a motion by Commissioner Sarachan, seconded by Commissioner
Seligmann, the Community Police Board adjourned into Executive Session
at 3:28 p.m. Alderperson Shenk asked to be allowed to be included in
Executive Session which the Community Police Board permitted.
