Chief McEwen, Deputy Chief Barnes, Alderperson Shenk, PBA President Gray. 1 . Commissioner Teasley called the meeting to order. 2. Approve Minutes of Meeting of April 28, 1995 by Commissioner Sarachan, seconded by Commissioner Seligmann. RESOLVED, That the minutes of the April 28, 1995 Community Police Board Meeting be approved as published. Carried Unanimously 3. Report from Common Council: Alderperson Shenk reported briefly on the Endeavors School Program. 4. Comments from the Public: There were no members of the public present. 5. Report of the Chief: Chief McEwen elaborated on the Endeavors School Program, noting that Beverly J. Martin school is being targeted for this project. Commissioner Sarachan asked about the process for Complaints Against Police Personnel should it be against the Chief of Police or Deputy Chief. Chief McEwen noted that if the complaint is against the Deputy Chief, he would be involved in the investigation, and if the complaint was against him, the Mayor would be involved. Comments from PBA President: PBA President Mike Gray noted that he appreciated the Community Police Board's concern for his absences. Commissioner Sarachan noted that a designate would be welcomed. PBA President Gray noted that he is working on a way to get a second person to attend the CPB meetings when he can't. 7. Old Business: Commissioner Teasley noted that the CPB orientation meeting is scheduled for June 15, 1995 . 8. New Business: The Community Police Board will discuss the Taxi Driver's License appeal policy at their next meeting, and requested that a copy of the Charter that discusses this be distributed. Commissioner Kemp noted that he has been involved with a group of youths who are working on a Community Empowerment Project. He noted that the youths met with Common Council regarding some issues that had with police officers. Commissioner Kemp noted that the youths felt that the beat officers were harassing them and wanted to meet with these officers. Discussion followed. PBA President Gray noted that should this meeting take place he would like to be involved. Commissioner Teasley will contact Rita Linger to discuss forming a subcommittee to review these concerns. Commissioner Seligmann noted that she will be unavailable for about a month between July and August. Commissioner Yarrow noted that he will also be unavailable for about a month from mid-June to July. 9. Adjournment: The next meeting of the Community Police Board is scheduled to be held on May 26, 1995 at 2:30 p.m. in the second floor conference room of City Hall. On a motion by Commissioner Sarachan, seconded by Commissioner Seligmann, the Community Police Board adjourned into Executive Session at 3:25 p.m. Alderperson Shenk asked to be allowed to be included in Executive Session which the Community Police Board permitted.
