MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: March 24, 1995 at 2:30 p.m.
PRESENT: Commissioners Carrington, Sarachan, Seligmann, Teasley,
Yarrow.
Chief McEwen, Alderperson Shenk, Rita Linger.
1 . Commissioner Sarachan called the meeting to order.
2. Approve Minutes of Meeting of February 24, 1995
by Commissioner Seligmann, seconded by Commissioner Yarrow.
RESOLVED, That the minutes of the February 24, 1995 Community Police
Board Meeting be approved as published.
Carried Unanimously
3. Report from Common Council: Alderperson Shenk had no report.
4. Comments from the Public: Rita Linger from the Community Dispute
Resolution Center was present to give an update on the Community
Advocates Program. She gave a brief background on the program for
newly appointed Commissioner Carrington. Ms. Linger noted that this
program is funded through and reports to Common Council.
Mayoral candidate Nick Papatonis was present to introduce himself and
observe the meeting.
5. Report of the Chief: Chief McEwen noted that he has already met with
Mr. Papatonis regarding the Police Department but felt it is very important
not to get involved in political campaigns.
Chief McEwen noted that the Police Department have been very busy
and he expects to be able to give an activity update soon. He felt that
things are generally stable at the time in the City but that a drug problem
does exist. Chief McEwen also noted that he is ready to assign the next
Neighborhood Policing Officer to work with Officer Gillern. Discussion
followed. Commissioner Carrington praised the idea of the West End
Breakfast Club. Chief McEwen invited all the Community Police Board
members to attend the next one and will ask Officer Gillern to send them
invitations.

6. Comments from PBA President: PBA President Mike Gray was not present.
7. Old Business: There was no old business.
8. New Business: The Community Police Board welcomed new member
Kathleen Carrington.
9. Adjournment: The next meeting of the Community Police Board is
scheduled to be held on April 28, 1995 at 2:30 p.m. in the second floor
conference room of City Hall.
On a motion by Commissioner Teasley, seconded by Commissioner
Seligmann, the Community Police Board adjourned into Executive Session
at 3:18 p.m.
