MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: January 27, 1995 at 2:30 p.m.
PRESENT: Commissioners Kemp, Nelson, Sarachan, Seligmann, Teasley,
Yarrow.
Chief McEwen, Deputy Chief Barnes, PBA President Gray.
Mayor Nichols, Alderperson Shenk.
Rita Linger, Kirby Edmonds.
1 . Commissioner Seligmann called the meeting to order.
2. Approve Minutes of Meeting of December 16, 1994
Commissioner Nelson asked that it be noted that he was present at the
December 16, 1994 meeting.
Alderperson Shenk asked that under 3. Report from Common Council:,
that the last sentence be revised to; ...regarding putting together a
proposal for the crime bill and earmarked for delinquency prevention.
Approve Minutes of Meeting of December 16, 1994 as amended
by Commissioner Sarachan, seconded by Commissioner Nelson.
RESOLVED, That the minutes of the December 16, 1994 Community Police
Board Meeting be approved as amended.
Carried Unanimously
3. Report from Common Council: Alderperson Shenk gave the new
members a brief background on the program she is working on with
Professor Street regarding delinquency prevention in the Ithaca City
School District.
4. Comments from the Public: Mayor Nichols welcomed the new members
and noted that he is still looking to fill the last vacancy.
5. Report of the Chief: Chief McEwen noted that the City is still waiting for
Congress to budget the money for the crime bill, noting there is a
difference between authorization and appropriation.

Chief McEwen briefly discussed the Police Community Advocates
program with Ms. Linger, noting that thus far it is working well. Ms. Linger
gave the new members a brief background on this program.
6. Comments from PBA President: PBA President Mike Gray welcomed the
new Community Police Board members and expressed his wishes for a
quiet year.
7. Old Business: Commissioner Teasley reviewed the most recent revisions to
the by-laws. Discussion followed about storage of Community Police
Board records and files to maintain confidentiality. The Community Police
Board decided to include in the bylaws that the storage of records and
files will be in the Chief's office. The Community Police Board thanked
Commissioner Teasley for all her work on the bylaws.
Approval of Bylaws for the Ithaca Community Police Board
by Commissioner Teasley, seconded by Commissioner Sarachan.
RESOLVED, That the Ithaca Community Police Board approve their by-laws
as amended.

Abstain (2) Yarrow, Kemp

8. New Business: Commissioner Seligmann opened the floor for nominations
for Chair of the Community Police Board for 1995.
Election of Chair
by Commissioner Sarachan, seconded by Commissioner Nelson.
RESOLVED, That Commissioner Teasley be appointed Chair of the
Community Police Board for 1995.
Carried Unanimously
Commissioner Seligmann then opened the floor for nominations for Vice
Chair of the Community Police Board for 1995.
Election of Vice Chair
by Commissioner Teasley, seconded by Commissioner Nelson.
RESOLVED, That Commissioner Sarachan be appointed Vice Chair of the
Community Police Board for 1995.
Carried Unanimously
Commissioner Sarachan thanked Commissioner Seligmann for all her past
work as Chair of the Community Police Board.

The Community Police Board established the same meeting dates and
times for 1995; that is, the 4th Friday of the month at 2:30 pm in the Second
Floor Conference Room of City Hall, listed below:

9. Adiournment: The next meeting of the Community Police Board is
scheduled to be held on February 24, 1995 at 2:30 p.m. in the second floor
conference room of City Hall.
On a motion by Commissioner Teasley, seconded by Commissioner
Nelson, the Community Police Board adjourned into Executive Session at
3:42 p.m.

Mayor. We advise the Mayor and Common Council on ways to promote good relations
between the public and the police, advise the Police Chief about community concerns, meet
with community groups, investigate and monitor formal and informal complaints and review
the Police Department's annual budget and make recommendations to Common Council.
In an attempt to foster better communication between our Board and community
agencies, Commissioner ? has been assigned to act as liaison between your group and the
