MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: November 18, 1994 at 2:30 p.m.
PRESENT: Commissioners Nelson, Sarachan, Seligmann, Teasley.
Chief McEwen, Deputy Chief Barnes, Mayor Nichols,
Alderperson Shenk, PBA President Gray.
ABSENT: Commissioners Edmonds.
1 . Commissioner Seligmann called the meeting to order.
2. Approve Minutes of Meeting of October 28, 1994
by Commissioner Teasley, seconded by Commissioner Seligmann.
RESOLVED, That the minutes of the October 28 1994 Community Police
Board Meeting be approved with the following additions under 4.
Comments from the Public: Mayor Nichols discussed the Community
Police Advocates program, noting that the Community Dispute Resolution
Center has requested $12,000 in funding for next year. Discussion followed
about this program and the Community Police Board endorsed the
request for$12000 in funding for this program;and under 7. Old Business:
Mayor Nichols passed out a section of the City of Ithaca regarding
attendance at meetings. The Community Police Board will incorporate
this in their by-laws. The Community Po/ice Board also decided to
incorporate mandatory ride-alongs for members and suggested that the
Community Police Advocates be encouraged to utilize the ride-along
program as well.

3. Report from Common Council: Alderperson Shenk noted that Common
Council is in the process of budget review.
Alderperson Shenk stated that the proposed Nuisance Abatement
Ordinance will be voted on in December, noting that she has a few
concerns with this ordinance.

4. Comments from the Public: Mayor Nichols noted that he has received
Commissioner Edmond's resignation from the Community Police Board
and asked the Community Police Board and PBA President Gray for help
in finding new members. Discussion followed about advertising for this
and Commissioner Seligmann with contact the Mayor's office to discuss
the advertising further.
5. Report of the Chief: Chief McEwen noted that he has already met with
the Mayor and the City Controller regarding his 1995 budget and
reminded the Community Police Board of the upcoming budget meeting
with Common Council on November 22, 1994 at 7:30 pm in Common
Council Chambers.
Chief McEwen noted that we now have a small office on State Street in a
building owned by Walt Gangl. Mr. Gangl has given us this space to use
rent free.
Chief McEwen also noted that the paperwork for the federal grant for
hiring the new police officers has come through although some restrictions
do apply. He noted that he has already scheduled a interview with a
police officer candidate on November 30, 1994.
Chief McEwen noted that the Ithaca Police Department is now receiving
mail at the post office as the delivery service was very unreliable. The
address is now:

The Community Police Board letterhead will be revised to reflect this
address change, preferably without the street address and only the post
office box.
6. Comments from PBA President: The Community Police Board
congratulated PBA President Gray on his re-election and for arranging the
recent meeting with the PBA and the Community Police Board. PBA
President Gray thanked the Community Police Board for attending this
meeting.
Commissioner Seligmann noted that Officer Dan Slattery made a fine
presentation to the Board of Public Works regarding his bridge device to
help prevent bridge jumpers.
7. Old Business: The Community Police Board reviewed the attached liaison
list and will assign themselves to it and review it at the next meeting.
Commissioner Seligmann will do a generic letter to each
committee/group letting them know that the Community Police Board is
available/willing to work with them on various issues.

Commissioner Teasley discussed the by-laws and the portion from the City
of Ithaca Code regarding attendance at meetings that she incorporated
into the by-laws. She asked the other members to continue to think about
the Chair/Vice Chair duties they would like to be included in the by-laws.
The Community Police Board thanked Commissioner Teasley for all her
work on this.
8. New Business: Discussion followed about the Community Police
Advocates and the meeting that Chief McEwen had with Rita Linger, as
well as the meeting that Commissioners Seligmann and Teasley had with
Ms. Linger and Judy Saul from the Community Dispute Resolution Center.
Chief McEwen felt that Ms. Linger had a good overview of the program
but was very concerned that the CDRC has handled seven matters which
he and the Community Police Board knew absolutely nothing about.
Chief McEwen was also concerned that the Community Police
Advocate's participation and involvement has been very small and he
strongly suggested that they take part in the ride-along program.
Commissioner Seligmann noted that the Community Police Advocates
are requesting that they be copied as to which Commissioner is assigned
to the complaint that they first received. Discussion followed.
Commissioner Nelson noted that the complaint that he investigated with a
Community Police Advocate was very confusing. Commissioner
Seligmann proposed that the Community Police Board adopt a policy
allowing the Community Police Advocate to receive a copy of who is
assigned to the complaint only if the complainant agrees to it. The
Community Police Board agreed to Commissioner Seligmann's proposal
although Commissioner Sarachan noted that he has reservations with this.
Commissioner Seligmann noted that former Commissioner Edmonds will
be at the December meeting to present a written commentary on the
Training Committee. The Community Police Board decided to send
Commissioner Edmonds a thank you note for his service as well as sending
one to former Commissioner Johnson; both commissioners will need to be
reminded to turn in their badges.
9. Adjournment: The next meeting of the Community Police Board is
scheduled to be held on December 16, 1994 at 2:30 p.m. in the second
floor conference room of City Hall. The Community Police Board
adjourned into Executive Session at 4:08 p.m.
