MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME &DATE: July 22, 1994 at 2:30 p.m.
PRESENT: Commissioners Johnson, Sarachan,Seligmann,Teasley.
Chief McEwen, Deputy Chief David Barnes, Alderperson Shenk, PBA
President Gray.
WHCU reporters.
ABSENT: Commissioners Edmonds,Lappin,Nelson.
1. Commissioner Seligmann called the meeting to order.
2. Approve Minutes of Meeting of June 24, 1994: The minutes of the June 24, 1994
meeting were unanimously approved.
3. Report from Common Council: Alderperson Shenk noted that the proposal to fund an
additional neighborhood policing officer passed the Budget and Administration
Committee and will now be sent to Common Council for their approval.
Alderperson Shenk noted that Common Council is discussing a Public Nuisance
Abatement policy utilizing the City of Rochester's model policy. Alderperson Shenk will
send copies of this material to the Community Police Board.
Alderperson Shenk also noted that the Budget and Administration Committee is
discussing residency laws.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen noted that he had just come from a meeting
concerning the recent hit and run accident, noting that the Department is still working
on this case.
Chief McEwen noted that he will be hiring two more Community Service Officers in the
parking meter section. These are civilians in uniform who can handle many of the day
to day duties that the police officers have been doing.

Discussion followed about the public's perception of how the police department
handles cases, noting that many people think cases are solved like on television.
Commissioner Johnson will provide Chief McEwen with a brochure provided by
Youngstown alerting the community to arrests,complaints,etc.
6. Comments from PBA President: PBA President Gray discussed the proposed new police
officer position. He felt this is a good addition but not nearly enough as the Department
doesn't have enough manpower to adequately handle the current caseload - he felt that
8 to 10 new officers would sufficiently handle the number of calls and allow the
Department to resume proactive policing. PBA President Gray noted that the
population statistics in the Ithaca Journal were very biased as they did not include the
transient population. Discussion followed about the need for more police officers.
7. Old Business: Commissioner Sarachan noted that a draft of the Community Police
Board by-laws is forthcoming.
There was no report from the Training Committee as Commissioner Edmonds was not
present.
8. New Business: Discussion followed about the Community Police Advocates. Chief
McEwen noted that the training for the Community Police Advocates is excellent but
not enough.
Committee appointments, time commitments and liaisons to various groups will be
discussed at the September Community Police Board meeting.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on August 26, 1994 at 2:30 p.m. in the second floor conference room of City Hall. The
Community Police Board adjourned into Executive Session at 4:30 p.m.
