MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room,City Hall
TIME &DATE: February 25, 1994 at 2:30 p.m.
PRESENT: Commissioners Edmonds, Johnson, Lappin-Lisbe, Nelson, Sarachan.
Seligmann Deputy Chief Barnes, Mayor Nichols, Alderperson Shenk,
Wendy Skinner from the Ithaca Journal.
1. Commissioner Seligmann called the meeting to order.
2. Approve Minutes of Meeting of January 28, 1994: The minutes of the January 28, 1994
meeting were approved with the following revision under 8. New Business:
Commissioner Edmonds will be the media spokesperson and will arrange for
commissioners to speak at various groups regarding the Board's function.
3. Report from Common Council: Alderperson Shenk discussed the proposal for the lay
advocate program from Community Dispute Resolution Center and noted that she
would like feedback from the Community Police Board before March 22, 1994.
4. Comments from the Public: There were no comments from members of the public.
5. Report of the Chief: Deputy Chief Barnes noted that Officer Gillern, the Neighborhood
Oriented Policing Officer, is working with Toni Middleton (a graduate student from
Syracuse) on a research project regarding the NOP program and that Ms. Middleton
may be attending future Community Police Board meetings and/or contacting
commissioners for their assistance in this project.
6. Comments from PBA President: PBA President Drew Martin was not present.

7. Old Business: The Community Police Board discussed the "final" version of the
brochure that they have been working on regarding their duties. Miscellaneous
spelling and grammatical changes were made and will be incorporated. Discussion
followed about locations where complaint forms could be dropped off and it was
agreed to remove "IPD Dispatcher" from this form. The Community Police Board
discussed their "official" address and they decided to keep it as 108 East Green Street
and agreed that complaints could be mailed or dropped off to this spot.
The Community Police Board also discussed the Complaint Against Police Personnel"
and various changes were agreed upon and will be incorporated. Commissioner
Seligmann will meet with Chief McEwen to discuss the above changes.
The Community Police Board decided to discuss "A Guide To A Better Understanding
Between You and the Ithaca Police Dept." and the Complaint Procedure form at the
March meeting.
8. New Business: Commissioner Lappin-Lisbe suggested that a discussion regarding PBA
representative at Community Police Board meetings be put on the agenda for the March
meeting.
Commissioner Seligmann thanked Commissioners Edmonds and Lappin-Lisbe for all the
work they did on the informational tape from the panel's meeting of February 2, 1994.
Commissioner Edmonds noted that he will be unavailable for the meetings in March,
April and May. Commissioner Seligmann noted that she will be unavailable for the
meeting in May. Commissioner Sarachan agreed to chair the May meeting.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on March 25, 1994 at 2:30 p.m in the second floor conference room of City Hall. The
Community Police Board adjourned into Executive Session at 4:20 p.m.
