MINUTES: Ithaca Community Police Board
PLACE: 2nd Floor Conference Room, City Hall
TIME & DATE: June 25, 1993 at 3:00 p.m.
PRESENT: Commissioners Edmonds, Sarachan, Shenk, Seligmann, Deputy Chief
Barnes, Mayor Nichols, Camilla Lisbe.
1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of May 28. 1993: The minutes of the May 28, 1993 meeting
were approved.
3. Report from Common Council: Alderperson Johnson was not present.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Deputy Chief Barnes noted that the Court renovations are
progressing and that New York State is mandating a full time officer for court security
which was discussed at the last Budget and Administration meeting. This officer would
be totally funded by the State.
Deputy Chief Barnes reported on Officer Jay Van Volkinburg's condition, noting that he
is home now after having his fourth operation to repair his nose.
6. Comments from PBA President: PBA President Drew Martin was not present.
7. Old Business: Mayor Nichols asked for help finding a new commissioner for the
Community Police Board,preferably from the southside area.
Commissioner Shenk reported on the last Human Services meeting in which the
Committee voted to remove the suggestion of an independent investigator to look into
police complaints from the list of recommendations of the Police/Community Relations
Task Force.

Commissioner Shenk noted that she received a memo from the City Clerk reminding the
Community Police Board that copies of their minutes should go to the City Clerk and that
anything discussed in Executive Session which is part of the Freedom of Information Act
should be put in the minutes.
Commissioner Edmonds gave the Community Police Board an update on the Community
Education Subcommittee, noting that the complaint form has been revised with minor
changes. He is working on a 3 or 4 fold informational brochure regarding the role of the
Community Police Board. Discussion followed about the Chiefs brochure about the
Police Department.
Commissioner Shenk asked Mayor Nichols about the meeting he had with Chief
McEwen, Marcia Forte and members of the Southside Community Center. Mayor
Nichols noted that the Southside Community Center is trying to invite the officers to be
there in a positive manner and have been sending the Police Department copies of their
events. Mayor Nichols noted that he and Chief McEwen are scheduled to meet with the
GIAC Board on July 12th.
Camilla Lisbe gave the Community Police Board an update on the Lay Advocate
Program, noting that it will probably be a subcommittee of the Community Police Board.
She further noted that the Lay Advocate will probably hear complaints before the
Community Police Board does. Ms. Lisbe noted that some people feel that if they lodge a
complaint against police officers they may be treated badly the next time they deal with
the police. In support of the Police Department, Mayor Nichols noted that he receives
copies of thank you letters to the officers from people in the community for the courteous
and professional manner in which they respond to calls for service. Discussion followed
about the confidential nature of the complaint process. The Lay Advocate Program will
be discussed at a future meeting.
8. New Business: There was no new business.
9. Adi ournment: The next meeting of the Community Police Board is scheduled to be held
on July 23, 1993 at 3:00 p.m. The Community Police Board adjourned into Executive
Session at 4:35 p.m.

the Ithaca Journal.
1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of June 25, 1993: The minutes of the June 25, 1993 meeting
were approved.
3. Report from Common Council: Alderperson Johnson discussed the traffic officer
position. He noted that Common Council feels there should be more traffic officers to
relieve the regular patrol officers from directing traffic. Discussion followed about a
Community Service Officer and the possibility of hiring civilians as service officers.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen had no report.
6. Comments from PBA President: PBA President Drew Martin was not present.
7. Old Business: Commissioner Edmonds gave the Community Police Board draft
informational brochures regarding the role of the Community Police Board.
Commissioner Seligmann will edit this and then graphics will be inserted in the brochure.
Mayor Nichols noted that he will provide funds to have the graphics done professionally.
8. New Business: Discussion followed about the changes to the Complaint Against Police
Personnel form, particularly the notary portion. This revised form will be discussed at a
future meeting.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on August 27, 1993 at 1:00 p.m. The Community Police Board adjourned into Executive
Session at 4:35 p.m.

1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of July 23. 1993: The minutes of the July 23, 1993 meeting
were approved with the addition of under #7, Old Business: Commissioner Seligmann
will edit this and then graphics will be inserted in the brochure. Mayor Nichols noted
that he will provide funds to have the graphics done professionally.
3. Report from Common Council: Alderperson Johnson was not present. Camilla Lisbe
discussed the last Human Services Committee meeting and the Community Police Board
answered procedural questions for her.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen reported on his recent trip to Washington, DC with
Officers Kathy Gillern and Drew Martin to attend a three day conference on community
policing. Chief McEwen noted that the conference was very broad in nature and different
groups of people attended from mayors to police officers to community groups. Chief
McEwen discussed the current neighborhood policing program and how he would like to
broaden it but cannot do it with existing resources. He noted that the City is trying to
negotiate with the PBA to change the current schedule to establish continuity on the
beats. Chief McEwen discussed the current budget dilemma and how the Police
Department has had 0% growth for the past two years.
Chief McEwen noted there is currently one Police Officer vacancy now and that a Civil
Service examination is to be given in December.

7. Old Business: Commissioner Shenk discussed the recent meeting she attended with
Commissioner Edmonds and Captain Betts at the Northside Community Center.
Commissioner Shenk noted that Captain Betts did a good job answering questions and
listening to the group's concerns. Commissioner Shenk noted that the lay advocate
program was discussed at this meeting.
Commissioner Seligmann edited the draft informational brochure regarding the role of the
Community Police Board and returned it to Commissioner Edmonds so he may finalize
them and then discuss the final version at a later meeting.
8. New Business: There was no new business.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on September 24, 1993 at 3:00 p.m. The Community Police Board adjourned into
Executive Session at 2:25 p.m.

Legal Services.
1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of August 27. 1993: The minutes of the August 27, 1993
meeting were approved.
3. Report from Common Council: Alderperson Johnson was not present.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen discussed the 1994 budget with the Community
Police Board, noting that this budget is confidential until the Mayor presents it to
Common Council. He noted that, as part of the current budget discussions, the parking
meter division will be transferred to the Police Department and the meter checker titles
will be changed to "community service officers". Chief McEwen noted that this will
continue to be a civilian position but will allow the community service officers to do a
variety of things which will free up police officers from traffic duties.
Chief McEwen noted that one of the Mayor's Task Force's recommendations was to move
into more community policing. He briefly explained that there is federal funding for this
which would provide 75% of salaries plus fringe benefits for the first three years, up to
$75,000. Chief McEwen noted that he is requesting three positions out of this grant but
he may not get all three.
Chief McEwen asked the Community Police Board to review the budget he has proposed
and would like their support at the upcoming police budget discussions with Common
Council. Mayor Nichols noted that he does support the application for the three
community police officers.

7. Old Business: Greg Thomas from Neighborhood Legal Services was present to discuss
the lay advocate program. Discussion followed about this position and to whom it will be
responsible. Discussion followed about where the money for training the lay advocates
will come from. Mr. Thomas felt that Neighborhood Legal Services should be part of the
training as well as the Community Dispute Resolution Center and Offender Aid and
Restoration.
Commissioner Sarachan and Commissioner Edmonds will work on the lay advocate
proposal that Neighborhood Legal Services have prepared and this will be discussed at a
later meeting.
The Community Police Board reviewed their informational brochure and Commissioner
Seligmann will discuss the insertion of graphics with Mayor Nichols.
8. New Business: There was no new business.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on October 22, 1993 at 3:00 p.m in the fourth floor conference room of Police
Headquarters. The Community Police Board adjourned into Executive Session at 4:20
p.m.

Lisbe, Greg Thomas,Neighborhood Legal Services.
1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of September 24. 1993: The minutes of the September 24,
1993 meeting were approved.
3. Report from Common Council: Discussion followed about the upcoming budget
discussions and funding for the lay advocacy program. Alderperson Johnson noted that
Common Council is supportive of community policing as is the Community Police
Board. Alderperson Johnson noted that Common Council is putting in the requested
money for the Community Policing Grant that the Chief has prepared.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen had no report.
6. Comments from PBA President: PBA President Drew Martin was not present.
7. Old Business: Discussion followed about the lay advocacy program. Greg Thomas from
Neighborhood Legal Services presented a budget for the program and would like the
Community Police Board to endorse it so he may submit it to Mayor Nichols.
Commissioner Shenk suggested that members of the Community Police Board receive the
same kind of training that is proposed for the lay advocates. The Community Police
Board endorsed this budget and will request Common Council to provide the appropriate
funding.
Camilla Lisbe noted that there is a press conference regarding the recommendations of
the Mayor's Task Force and the lay advocacy program scheduled at the Southside
Community Center.
Commissioner Seligmann noted that she discussed their informational brochure with
Mayor Nichols and that it is currently in the hands of the graphics layout artist and should
be back shortly.
8. New Business: Commissioner Shenk noted that she had a meeting with Judy Saul from
Community Dispute Resolution Center. They discussed the possibility of providing
trained mediators to help in the civilian complaint process. The Community Police Board
decided that they would like to meet with Ms. Saul on this issue and will table this until
January 1994.
Discussion followed about pursuing complaints if the complainant wants to drop it.
Deputy Chief Barnes noted that the Chiefs Office may pursue complaints, even ones that
the Community Police Board never receives. Discussion followed about the
confidentiality factor involved in the complaint process. The Community Police Board
will discuss developing a policy for this at a later meeting.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on November 12, 1993 at 2:30 p.m in the fourth floor conference room of Police
Headquarters. The Community Police Board adjourned into Executive Session at 4:40
p.m.

1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of October 22. 1993: The minutes of the October 22, 1993
meeting were approved.
3. Report from Common Council: Alderperson Johnson was not present.
4. Comments from the Public: There were no members of the public present.
5. Report of the Chief: Chief McEwen discussed the Mayor's 1994 budget proposal for the
police department that includes the parking meter personnel and Police Headquarters
janitorial staff that is proposed to be under the Chiefs supervision as of January 1st.
Chief McEwen invited the Community Police Board to attend the budget meeting with
Common Council on November 23rd.
Chief McEwen gave the Community Police Board a brief update on the current PBA
contract negotiations.
Chief McEwen discussed the sobriety checkpoints that the Ithaca Police Department has
been conducting on weekends within the City with funding from the Tompkins County
Stop-DWI Program.

7:. Old Business: The Community Education Subcommittee will meet on December 13,
1993 at 3:00 pm in the fourth floor conference room of Police Headquarters.
Discussion followed about the current complaint form and revising it to exclude the
notarized requirement. Chief McEwen expressed his concerns if the form did not require
a notary's signature. Several commissioners were concerned that some complaints are not
filed in a timely fashion as the complainant has to locate a notary before turning in the
complaint. Discussion followed about various (un-notarized) statements that could be
included on the form. Commissioner Sarachan will work on several strong affirmations
that could be included on the complaint form and the Community Police Board will
discuss them at their next meeting.
8. New Business: The Community Police Board expressed their congratulations to
Commissioner Shenk for her recent election to Common Council. Commissioner Shenk
reminded the Community Police Board that they will need to think about a new
chairperson for 1994.
Commissioner Shenk passed on some positive feedback she received from several
onlookers regarding an incident near Second and Hancock Streets that included a large
melee. Commissioner Shenk noted these onlookers felt that the officers handled
themselves very well.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on December 17, 1993 at 2:30 p.m in the second floor conference room of City Hall. The
Community Police Board adjourned into Executive Session at 4:25 p.m.

MINUTES: Ithaca Community Police Board

PRESENT: Commissioners Sarachan. Shenk, Seligmann, Chief McEwen, Deputy
Chief Barnes,Mayor Nichols,Alderperson Johnson, Camilla Lisbe, Gregg
Thomas,Clay Hamilton,Wendy Skinner from the Ithaca Journal.
1. Commissioner Shenk called the meeting to order.
2. Approve Minutes of Meeting of November 12, 1993: The minutes of the November 12,
1993 meetings were approved with the following amendment under 7. Old Business:
Several commissioners were concerned that some complaints are not filed in a timely
fashion requiring the forms to be notarized which provides an unnecessary burden on
complainant.
3. Report from Common Council: Alderperson Johnson gave the Community Police Board
an update on the 1994 budget, noting that Common Council has placed $2,000 in
restricted contingencies for the purpose of police volunteer efforts at the Southside
Community Center. Alderperson Johnson also noted that $10,000 has been placed in
restricted contingency for the lay advocate program. Discussion followed about how
the money for the lay advocate program could be released from restricted contingency.
Gregg Thomas will prepare a contract for this program and submit it to the Budget and
Administration Committee.
4. Comments from the Public: There were no comments from members of the public.
5. Report of the Chief: Deputy Chief Barnes noted that negotiations are continuing with
the Police Benevolent Association and that a tentative proposal will be voted on and
then submitted to the Budget and Administration Committee.
Police Chief McEwen noted that the City has received a $90,000 grant for crime
prevention measures in the Landmark Square area. However, he noted that he has not
heard anything yet about the large community policing grant.

7. Old Business: Discussion followed about the current complaint form and revising it to
exclude the notarized requirement. Chief McEwen expressed his concerns if the form
did not require a notary's signature. The Community Police Board decided that the on
the initial filing of a complaint, the following affirmation should be placed on the
complaint form in place of the notary's signature:
"The above is true and accurate to the best of my knowledge."

However, the Community Police Board also decided that as the investigation into the
complaint continues, then the complainant may be asked to have his/her statement
notarized.
Discussion followed about the upcoming meeting at the Southside Community Center
and if it should be a free-for-all or questions that have been given to members
beforehand.
Discussion followed about the brochure that the Community Police Board was working
on, noting that it is back to square one with this as it was thrown out by the graphics
program.
8. New Business: The Community Police Board thanked Commissioner Shenk for all her
work on the Community Police Board.
The Community Police Board noted that they will have to include the 1994
organizational duties on the January agenda and that new members will need to receive
informational packets regarding the Board's duties.
9. Adjournment: The next meeting of the Community Police Board is scheduled to be held
on January 28, 1994 at 2:30 p.m in the second floor conference room of City Hall. The
Community Police Board adjourned into Executive Session at 4:05 p.m.
